Urban Renewal of the UNIZIK Temp Site Junction Awka and Environs – A View through a Different Spectrum

To view the desired transformation of the UNIZIK Temp Site Junction Awka and Environs is to shun cynicisms. This is a journey into vision. In this journey, you must first free your mind and the rest will follow.

Awka is a University City. And as such the economy of the city is closely related with the university activity and highly supported by the entire university structure, which includes university hospital and clinics, printing houses, libraries, business incubators, student lodges, students' unions, student societies, and academic festivities. Thus, the history of Awka, since the inception of Anambra State in 1991, is often intertwined with that of UNIZIK.

In the particular case of the UNIZIK Temp Site Junction and Environs, whilst the seat of the university activities is at the UNIZIK Perm Site, the studentification of the UNIZIK Temp Site area is still prevalent. For this reason, the area must wear a certain je ne sais quoi – unique and befitting of a University City neighborhood.

It is no wonder, in a bid to decongest the streets of urban cities of Anambra State (starting with Onitsha) and to ensure clean & heathy Anambra State, the Governor of Anambra State, His Excellency Chief (Dr.) Willie M. Obiano, ordered the ongoing “Operation No Street Trading in Anambra State.” That operation recently hit the UNIZIK Temp Site Junction Awka and Environs, with a view to renew the neighborhood that has otherwise degenerated.

Urban decay and degeneration, following rapid urbanization, is a very serious contemporary environmental challenge in most Nigerian urban cities such as the Awka Capital Territory. Urban renewal action is a task that must be pursued and accomplished to bring our sub-standard urban cities environments to the standard reflective of our time – the 21st century, and in tandem with those of other comparable nations. Integrated efforts from international, national and local fronts as well as the private sector, different professionals in the built-environment, among others are required to realize sustainable urban renewal in our cities. The renewed or regenerated UNIZIK Temp Site Junction and environs would not only ensure harmonious, attractive and aesthetically pleasant environment but also enhanced socio-economic development, safe, secure, healthy and quality urban life for both the present and future generations.

Imagine the UNIZIK Temp Site Junction and Environs in a new light, I dare you.

Mandatory repainting of houses every 12 to 15 years.

Changing of rusted roof.

Mandatory building of side walks and closing of gutter by landlords or land owners.

That traffic that you see pent up at the Unizik junction with the expressway is a bottleneck of people moving between Okpuno via Obi Okoli and Awkas Arthur Eze Rd and vice versa due to poor transport and poor connecting infrastructure. Obi and his stingy thinking is why ANSG built a foot bridge instead of a flyover at that junction. That foot bridge is not only poorly located and constructed but forces masses of keke and okada to sit at each junction to ferry people to and fro. Then to add to the chaos all sorts of buses have established parks at the junction including govt owned TRACAS. Illegal traders love lots of traffic and Unizik Junction is their dream come true.

The solution to Unizik Junction is not just tree planting but road infrastructure, law enforcement and fencing.

1) The open spaces and all bus parks at each junction must be fenced off from the road just like Fashola did at Anthony junction in Lagos and Ambode did with Berger.

2) Ban Okada entirely on Obi Okoli and Arthur Eze (indeed the entire town) and force keke and buses to park in fenced off road spaces.

3) The govt needs to be serious about getting rid of street traders. The barrow hawkers that have colonized many streets of Anambra cities cannot do so in Enugu, Lagos, Ebonyi because those governments do not allow it. But Anambra OCHA brigade, police take bribes and look the other way to show the depth of corruption in ANSG.

4) The govt needs to build a bridge at Regina Caeli/Old Inec Rd to create a permanent high capacity route for all traffic between Okpuno and Awka.

5) The govt needs to construct a one way service lane between Regina Caeli junction and Kwata junction on the southern side of the expressway so vehicles can shuttle westwards easilt without having to go all the way to Arroma to turn.

6) The govt needs to immediately downsize Eke Awka which accounts for a lot of crosstown traffic by converting the older buildings at its edges and middle back to parking and wall the market completely around with entry and exit gate's.

7) The govt should establish a new market at Ifite closer to the university community to take pressure of demand off Eke Awka.

Not only houses but shops also. Go to key commercial streets and look at some of the so called shopping plazas. Unkempt, filthy, totally lacking conveniences. Many of those buildings at Iweka Rd, Zik Ave, New Market Rd should be shut down to force the owners to upgrade them. A shopping plaza with more than 5 shops at a minimum must have plumbing and functioning toilets, waste bins, cleaners, checked yearly for electrical and fire safety, have its exterior painted. This is supposed to be in the building code.

Landlords should not be collecting millions for slums they call shops. If the govt enforced this and gave landlords a grace period to upgrade you would transform commercial streets.

That is in addition to recovering public spaces. For example the law says a building should be two meters from the edge of the road. That space is meant for utilities like water pipes, electric poles, pavements. If governments enforced this there shouldn't be a building within 7 feet of the side of the road.

Your math is wack. 4 events a month is 48 events a year. That's almost 50 events that you used as your baseline. I doubt that Uyo or Lagos Stadium hosts that many events.

Then a typical football game viewer spends 20 times less than.a conference attendant. Meaning that a 1,000 person event at Eko Convention Center reaps exactly the same revenue as 30,000 people watching football at Uyo Stadium. Meanwhile the stadium costs 10-20 times that of the Convention Center.

Clearing of Anambra inner cities of shanties and illegal structures is the most progressive step taken since the creation of the state.
In the name of being a commercial state, all sorts of illegal structures and shanties were built on top of gutters as attachment to buildings all over the state. Which made Anambra to become an eyesore and a dump.

If these culture of building illegal shanties on every street to convert them into markets are addressed, Anambra will definitely become a decent place for any type of investor or business community to live.

I thank Willie Obiano for his courage to do the right thing for the majority of people in the state. I also appeal to Gov Obiano for the sake of innocent lives lost everyday to ban the use of Okada as a means of public transportation in Awka,Onitsha and Nnewi. Let Okada be used in ONLY in smaller cities where it is less risky to the lives of people. It is a shame that even less progressive states have already taken this action for the benefit of their people. Yet, Anambra is still lagging behind.

Absolutely Correct. There are many absentee landlords who only care to wait for rent payment alerts and never care to see the slum state of their properties. Government can repaint them as a matter of public interest and recover the money forcefully. Government should also have a common SHOP FRONT POLICY as done in the UK. In this case, there should be minimum standard of front of shop aesthetic or beauty. Government can assist and recover the money gradually. This will attract shoppers. Every town must have a regenerated shopping town centre.

Seriously, state government should pass a law mandating landlord to repaint their house after 2 or 3 years especially houses in popular areas.

12 years is too and besides, they will still buy inferior paint in order to save cost. It shouldn't be more than 5 years at most for them to repaint their houses. That's the global practice in developed countries like US.

Government roles is in making policy and not painting houses for landlords, that's wrong, if they fail to comply, the government should issue an eviction note to the tenant and seal the building and then charge the landlord to court for failure to comply and if the landlord doesnt still comply, the government should sell off the property and use part of the money to settle evicted tenants and the remaining money goes into the state treasury as IGR and you will be suprise how Anambra state will be looking.

The government should please use .gov.ng as domain name extension in all state government departments and parastatals website to show authenticity and build trust with the users accessing information there especially for those in the diaspora. An example is the website of ministry of land, survey and town planning having .net instead of .gov.ng to show is a government owned website. http://anambralands.net/index.php
