The North hasn't grapple Democracy yet. It's totally averse to their culture which makes their rich ones, the cynosure of the public.

Democracy has destroyed a lot of their businesses which thrived under military system.

Their street urchins RANKA-DE-DE them under military. But democracy made their rich fellows to RANKA-DE-DE their poor people, by courting their votes.

Buhari is exprementing the Northern new loopholes. If it works, they will hijack our democracy as they did under military.

God forbid!!! Buhari might stroll as Abacha did too. God forbid. If he wins in 2019! We will all see grand nepotism, open disrespect of rule of law, quasi-dictatorial behaviours. Another AUSTERITY. Guys! Fasten your seat belts for 2019. Many perceived enemies' heads would roll into jail. Selective witch-hunting and barbaric handling of the nation's economy would sway. Needless disproportionate military appointments and ministerial posts.

Fasten your seat belt guys! 2019 is fast approaching. Obasanjo would go on self imposed exile. The writing is boldly written on the wall.

Judicial rascally would prevail. Buhari, being a Fulani man, is unrepentantly vindictive and unforgiving. He's been singing to our ears how he lost elections 3x!

What precipitate's his mind are those he's been uttering out.

Judiciary would be ridiculed to learned beggars.

The bill did not differentiate between completing 1st or 2nd term of the President. He still can only serve a max of one more term.

The goal is to restrict an individual to take the oath of office at most, twice.

They have no good plans for this nation, he plan to stop Atiku, because Atiku knows his secrets. Again to stop the deputy governor of IMO and Eketi State, this are his plans not doing it for the nation. If he want to enroll such we only need presidents of Nigeria to serve 7 direct straight years and drop. All what he sign are evil terms to hot some people. He have bad intentions to must role this country

straight tenure can't help matter in African !y good brother , they will not do anything for that 7 years . the little things they are still doing here in Nigeria is because of the 2nd term ambition

60% of our University undergraduates don't used to be serious academically not until they get to 300L just because they have a single tenure, compare to an average polytechnic students who has to read twice for CGP

Yes, he/she will contest and if he/she wins and gets sworn in as president, that's final.

So the problems are the north and Buhari now?

Do you know the process of amending the constitution? This is not an ordinary law.

Before going to Buhari for assent, at least two-third majority (not just simple majority as in ordinary laws) of the senate and the house of Reps must support it. In addition, at least 24 states houses of assembly must support it. Does the north alone have these numbers?

Note that another amendment of the constitution is to be forwarded to the president which will dispense with the need for the president to sign constitutional amendments

May be you didn’t listen well to your Government teacher. Rigid constitution does not mean it cannot be amended, it only means the process of amendment is more difficult than flexible constitution

The process of amending Nigerian constitution is complex - two majority of each house of the National Assembly and two third of all states houses of assembly.

As for many amendments signed by Buhari, blame that on the legislature that wanted to circumvent presidential veto.

The story behind that is that in 2014/15, all these amendments were made in a single law and sent to Jonathan for assent. Jonathan did not like one of the amendments which stops president from ever signing future amendments once passed by the National and states assemblies, so he refused to sign and with that all other amendments failed.

This time around, the legislature sent each amendment as separate bill so that if the president fails to sign one, it won’t affect the other. The plan is that after the assent by the president, the National Assembly will now consolidate all these amendments into a single law for ease of reference.

How does this law affect Atiku in anyway? Was Atiku ever an Acting President even for a minute talkless of completing the tenure of a president?

The legislature only corrected the lapse in the original constitution which says nobody should be sworn in more than twice for the office of the president or governor but doesn’t specify on what happen if a president or governor couldn’t complete his term which forces his deputy to take-over.

Of course, for the deputy to take-over the remainder of the term, he must be sworn in as the new president/governor. Now the question is, does that swearing in for the period which is definitely less than a full term of 4 years count as part of the maximum of 2 swearing in that the constitution stipulates or not?

The amendment now say it is a part. Simple

President Muhammadu Buhari has signed a constitutional amendment that stops a vice president who completes the term of a president from contesting for the office of the President more than once.

The same is applicable to a deputy governor who completes the term of a state governor.

The Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang, disclosed this to State House correspondents at the Presidential Villa, Abuja on Friday.

The term of a President or a governor can be aborted by virtue of death, resignation or removal, thereby paving the way for the Vice President or deputy governor to take over.

Enang said the President also signed an amendment to the constitution that grants autonomy to state judiciary and state Houses of Assembly.

According to Enang, the President also signed an amendment that reduced the duration for determining pre-election matters in courts to ensure that such matters do not get into the time of the elections and do not linger thereafter.

He added that another amendment increased the time the Independent National Electoral Commission has to conduct by-election in case of vacancy from the present seven days to 21 days.

Enang said, “I just want to inform you that His Excellency President Muhammadu Buhari today (Friday) assented to the Constitution Fourth Alteration Bill which grants financial authonomy and independence to the Houses of Assembly of the respective states and to the Judiciary of the respective states.

“Therefore, upon this signature, the amounts standing to the credit of the judiciary are to now be paid directly to the judiciary of those states and no more through the governors and from the governors.

“And then the amounts standing to the credit of the Houses of Assembly of the respective states are now to be paid directly to the Houses of Assembly of that state for the benefit of the legislators and the management of the state Houses of Assembly of that state. This grants full autonomy now to the Houses of Assembly and judiciary of states.

“Another Act which has come into force today is Constitution Amendment 21 which relates to the determination of pre-elections matters. It has reduced the date and time of determining pre-election matters to ensure that the pre-election matters in court do not get into the time of the elections and do not linger thereafter.

“The relevant section of the Constitution has also been amended by this Act, therefore amending the constitution.

“The other one is Bill 16 which is now an Act. The intent of that Act is to ensure that where a Vice President succeeds the President and where a deputy governor succeeds a governor, he can no more contest for that office more than one more time.

“The effect is that having taken the oath of President once, he can only contest one more time and no more. That is the intent of this amendment.

“The other amendment is Bill 9 now an Act which gives the Independent National Electoral Commission sufficient time to conduct by-election. It has increased the time from seven to 21 days and generally widen the latitude of the INEC to handle election matters upon vacancy.

“These four bills, added to the Not-Too-Young-To-Run Act, have now been assented to by the President and have now become laws.

“The Constitution of Nigeria 1999 as amended is hereby further amended by the assent of the President to these bills today.”
