identity theft is bound to rise sharply if the bill is finally passed.i wont dim the hope of the beneficiaries but the passage of the bill is still not feasible because it's not an executive bill.A social welfare is not a bad idea but providing good jobs for graduates would have been a better option instead of relying on a paltry sum with the soaring inflation level.

Why not develop a sustainable blueprint for job creation. Do these fools even know how many unemployed graduates we have? Without a functioning national Id system, I dont know how dis will be accomplished. At best the monies will go to a few young men that do the running around for these politicians during elections.

Create jobs,develop the educational and other skill building institutions so that our people can compete with the best globally, work on eletricity, see how to develop the moribund ajaokuta project, proper healthcare. These are the things we need.

Besides there are JOBLESS graduates I know that will see that 15k as permanent employement. They just wake up eat, watch Tv and discuss EPL.

Instead of paying unemployed graduates, why don't we spend that 77 billion to enhance job creation.

77 Billion would give 1 Million Naira each in interest free loans to 77,000 graduates to start up some form of enterprise.
The direct and indirect jobs to be created from 77,000 new enterprises cannot be quantified. When the loans are paid, the money goes back and gives a fresh set of graduates the opportunity to engage in entrepreneurship.

Currently, we import everything from pencils to rulers, shoes and shirts, furniture and paints, foodstuffs and drinks, and a thousand other things that cost very little to produce. Why don't we increase tariffs on these imports or even ban them outright and support these 77,000 entrepreneurs to produce exactly the things we import.

This mentality of free handouts is useless and its absurd to see Nairalanders embrace it with gladness. Socialism is outdated. There are only two countries left in the world practicing socialism and they are dirt poor- Cuba and North Korea!! Welfarism is workable only in countries with small populations.

Please Nigerians, lets offload our Socialist psyche and embrace Libertarianism and Capitalism where Free market principles would thrive.

This is a welcome development. It is necessary but not sufficient, however it is a good starting point. I feel that with the amount of money generated from the oil and gas sectors alone, Nigeria can afford to pay unemployment benefit of N50,000.00 per month for our unemployed graduates and the minimum wage in Nigeria should be N100,000.00 per month for workers on grade level 01. That is my vision of Nigeria under an able, honest, transparent and almost corruption-free system with politicians salaries and allowances reduced by 90%. The money should be redistributed to every Nigerian and not shared by a few people who are privileged to be in government positions or people who are connected to people in authority. Also over-inflation of contracts should be checked and punished by life imprisonment. We need to wake up as a nation and compare ourselves and our standard of living with what obtains in other oil rich countries. We are simply nowhere near for any meaningful comparison.

I don't see any sense in this.

Dammnnn. . . graduates are not supposed to be under privileged. Spend the money on removing the factors that make them underprivileged, and then you can set up welfare schemes for the real underprivileged.

Very stoopid idea for the stage we are in. Majority of the population is jobless or they are involved in their own small/personal/unsteady business (which can be  translated to mean unemployed).

Welfare schemes are supposed to be cushions for helpless people after you have done everything possible to move them out of their situation.

How about putting this money into very low cost housing, or subsidizing petroleum products. The effects of these will be definitely progressive.

The little handouts will barely feed these people and will not help with development at all.


The same amount of money that would serve as welfare for all that population should be used instead (and would be more than enough) to create more jobs.

With the current situation in Nigeria, 70% of Nigerian graduates, and maybe a lot of the population of neighboring West African countries will be on the scheme.

It all sounds like it is bound to fail from the beginning, and i'm sure them senate people will only try to go for this coz there is something in it for them. . . It will  probably be a way to enslave the whole Naija population for good and have them do whatever they (politicians) want for monthly pocket change.

this is a great initiative,but then to confront obstacles they most first of all creat and insure our central data base
then through the ministry of labour creat another data base for job seekers.
to avoid fraud.
national id card is very vital,that will help to control crimes and reduce same.

this is not sharing of money,the bottom line is that there is no legit sytem in nig,
firstly we need a solid central national base,and then central data base for labour ministry.'
through the data base of the labour ministry the govt gets  taxes from workers
and in return workers should get return when they lost there job ,especially temporally jobs.
4 my own opinion you dont just start paying welfare to some one  who havent worked or pay tax to the govt.
the govt can creat a policy, for example if  you have worked for 1 year in any company being it private or public
this company most make you  a contract of work through the ministry of labour, and the ministry should keep this information in there data base
of which they knew how long you are goonna work with thus company and the taxes you are gonna pay.
after you are done  with this job and you are jobless,the ministry knew already through there data base .for example you worked for 1 year
your welfare social reward from the govt could be to pay you back 40 or 50% of your salary for 4 months or 6 months
and two years will then  be 8 months or 10 months.
theres is welfare in every develope country through out the  world , but then every country got her  policy or system of welfare policy

i thinck there is no doubt that we need to creat a great pension policy in nigerian society,provide free
health care, and make it more stardard.
howevert the most importantly is central data base, the id card system will  be very very vital. is a  solid way of keeping record in all vital areas.
for example to get loans from the bank,census,is vital in electoral system,control crimes,reduce crimes,
so the id card system is vital, and when we got that, then we got the central data system, and of course every nigerian should go get the id card.
the law makers should  do something about  making it no id card no recognition, especially in public places like banks,ministries,
so when u dont have id they cant attend to you,just to make poeple go get theres.

I look at is this way: we have been trying for ever to achieve 24hrs of electricity supply, why are we trying that, since Nigeria is hopeless? Why not throw up hands in the air and give up on that and all other things we are aspiring to achieve in Nigeria?

This is a worthy goal. It is worth having around. All we need do is pursue it. And if any government comes around, they would have less free money lying around the government coffers. The strategy is to engage ALL money we have in such a way that would force accountability. When the unemployed and elderly don't get their allocation, they would know that there is a thief lurking somewhere in Aso rock. If you call a million man march for change, the real STAKEHOLDERS (unemployed Nigerians) will show up and be ready to die.

Nothing annoys me about NL than the first bolded statement. So anyone that faults this idea is of low or average intelligence. Nonsense. If you still do not know how controversial economic issues like these are amongst even seasoned proffesors of economics  then you have no business discussing this.

Looking at your post make me laugh. So becuase they(politicians) have been looting, the best approach is to come up with a proposal that only tries to scratch the surface of the problem? How will you implement and sustain this proposal?  You talk as if this is one venture that will be immune to the "nigerian factor" . Do you have proper records of graduates and those unemployed?

So you think politicians will  now stop looting and fund this with monies that traditionally should come to there pocket? As if you dont know these politicians will obtain foreign loans to do this nonsense.
