No Governor in the history of Kaduna has achieved more than him in all the aspects of the equations u mentioned. Are you aware that Saraki and Dogara took the President to court on a certain matter, I can't remember the exact matter now, and the NASS wrote a letter to the court that the move to take the matter to the courts was not based on any resolution from both houses. The case had to be withdrawn because it was due to be dismissed.
