Yes, the policy has its merits. Not economically but security wise, there has been no ransom kidnapping, banditry has reduced. Partying lavishly that induce some to crime just to show wealth.

The implementation was terrible though and the impact wasn't calculated. The politicians stillhad their way despite the vendetta driven policy. It wasn't really a cash swap, it was cash confiscation.
