I don't think Cersei's wings have been clipped. She is pretty much running the show now at the king's council; she is not only bringing in people who agree with her like Qyburn the rogue septon, she is surreptitiously using the religious sect, the sparrows, to go against people she feels are against her.

Oh you mean Margaery.

I don't think Margaery is as cold as Cersei, she certainly has a manipulative streak about her but I don't see her giving completely to wickedness. I mean, right now Cersei has placed a bounty on her brother's head for the murder of the king, that's something I think only a cold hearted and wicked person can do, not Margaery.

We have seen how such benevolent dispositions can be used against people in this series so I think Cersei is more likely to outsmart Margaery because of this "weakness".
