So how would local engineers who were eager to prove their worth, ingenuity and not disappoint the trust of Jonathan unlike other regimes since independence be afraid of a toothless bulldog...

Sycophants miring their own govt in mediocrity.
A govt that has not even taken charge of the oil industry is suddenly given credits for repairs of refineries that takes months ,if not years to accomplish, especially Nigeria's archaic refineries which would require significant component upgrades and modifications.
And not to forget the fact that Nigeria's refineries are just not no longer sufficient and efficient enough to provide the required amount of fuel.
I am sure the old baba will list it as part of his achievement and forego building any new modern refinery.
