Frustrated with the impasse, Yakubu, using his approval limit as the NNPC boss, but without the knowledge of Alison-Madueke, started making $2.5 million monthly to the management of the three refineries and encouraged them to revamp the plants with local and external engineers.

Under this arrangement, the refineries were fixed about a year ago and ready to churn out petroleum products, which would have slashed the volume of imported fuel by more than 50 per cent and significantly reduced pressure on the country’s foreign reserves.
In addition, the construction of a power plant for the Port Harcourt refinery was concluded at the beginning of the year to enhance its ability to operate efficiently.

However, instead of ensuring that crude oil was made available to the refineries for domestic consumption, Alison-Madueke, in conjunction with the Pipelines and Products Marketing Company (PPMC), increased the crude oil swaps and OPAs from some 270,000 bpd to 445,000 bpd, thus starving the refineries of crude oil.

The swaps and OPAs were awarded to Aiteo, Ontario Oil & Gas Limited, Sahara Energy, Taleveras Petroleum Trading BV and Swiss firm, Trafigura, among other oil traders.
When contacted on the issue, an aide of the former minister claimed that the reason crude oil was not made available to the plants was because of frequent crude oil theft and vandalism of the pipelines, resulting in losses of up to 30 per cent.

I maintain that nothing was wrong with our refineries all these while. I was at warri refinery for a minor maintenance work late last year and it was functioning fine, refining oil at 80% capacity.

The truth remains that nnpc was refining our local crude and circulating it as part of imported crude and paying subsidy to themselves. If they refine 2mill litres per day and get N45 per liter as subsidy fee, do the math and discover how much Denziani and co were robbing us of per day!

The NNPC is also littered with whistle blowers and they are singing to EFCC and Ask Rock like they were singing to APC with secret documents. You only need to talk to insiders. Posting idiotic figures to confuse people!. What was the Name Plate capacities of the refineries. Very refinery degrades with operation that is why they do TAM. If you are using catalysts your need to remove the old one to produce more so degradation in production is very normal before TAM. When a clueless government tells you they met refineries at xxxx litres per day and they increased it to yyyy litres ask them if they expanded the refinery or did TAM, if they did TAM ask them how long it took, how many times they have done it and how much they spent. In fact I will now begin to look at every post from this OP with suspicion he is not to be trusted.

Before that statement was made, the then Minister of Petroleum Mrs Alison Madueke had stated in March that early turn around maintenance was already ongoing while the MAIN TAM that was expected to yield the 90% projected capacity was expected to commence later that year.

Nobody or Group disputed the position of the NNPC. So who was responsible for the improvement to 64% working capacity of our combined refineries in May 2013? JONATHAN of course

October 2014: Turn Around Maintenance Began For The Optiman Performace of Our Refineries (80%):
While the Port Harcourt and Kaduna refineries were built by two Japanese firms - Chioda and JGC, the Warri Refinery was built by Snapcogetti of Italy.

According to The Coordinator, Corporate Planning and Strategy, of the NNPC, Dr. Tim Okon when SAIPEM eventually came, it offered to maintain Port Harcourt Refineries at $550 million, Kaduna Refineries at $600 million and Warri Refinery at $180 million.

Okon said the bills were unacceptable to them because they were too high despite the fact that the figures were eventually reviewed downwards. He said the high bills prompted NNPC to send some of their engineers to the builders abroad to learn the repair processes with a view to saving costs.

Following this move, Okon said NNPC began to spend as low as N10 million to maintain the refineries every month as from October 2014. Following this
development, he said the four refineries would roar back to life and produce in optimum capacity from the first quarter of 2016.

On the 10th of June, the GMD NNPC came out to make the following statements..

“We are taking the refineries unit by unit and carrying out turnaround maintenance on them. So in other words, the maintenance are being carried out on the run and we started a couple of months ago.

“Most of the refineries have advanced to a certain stage where they will be able to operate very soon.
For example, the Port Harcourt refinery, which has reached an advanced stage, will start receiving crude by end of this month and then of course will start contributing to the available products in the country.”

That's what I like about this our country, we always appreciate our past with nostalgia as if the best has already left us, GEJ has not done anything tangible about NNPC it was Yar 'Adu'as idea, during that regime, I could remember that, a Committee was set up to restructure and put the NNPC on the right course, that Committee was headed by Rilwan Lukman, it was that Commitee that proposes the establishment of NNPC filling station in all the LGAs of the country, Yar Adua single-handedly stop the selling of NNPC then to dangote, I could still remember then the disappearance of long line in most filling stations were credited to GEJ but. Never Yar Adua, so why is it now difficult to credit the sudden resurgence of EFCC and NNPC to the govt of the day? When it is obvious that last govtt was nothing more than a charade and celebration of corruption? Paradox and contradiction has taken over the official Explanation given by. Either the. Minister, presidency or NNPC workers? Who is in charge here? Wailers will continue wailing till PDP change it name to GEJ!! Cuz it obvious there is PDP and GEJ! In achebe's words " then there was a party called PDP"

What has EFCC achieved so far ?
Any loot recovery or conviction ?

It is high time that we stopped celebrating mediocrity instead of results.

Also note that many of the cases of ex-governors can't have been prosecuted
because of immunity so it is only natural to see a spike in EFCC's activity after
a loss of immunity.

i can still recall a report in which an official claimed that Diezani deliberately thwarted the growth of the refineries by starving them of ctude oil such that the MD had to start doing TAM without the knowledge of the president n d minister.

on the long run, the Wailer in Chief has succeeded in saying nothing thus, has not been able to successfully counter the arguments of image123.

I spoke with a PENGASSAN official with NNPC.
His short answer is that the then Minister of Petroleum sabotaged all efforts to restart the refineries due to her shady crude swap deals and petroleum importation interests.

In fact some of the repair work were quietly being undertaken right under her nose but without her knowledge. Mind you the PENGASSAN confidante of mine is of SS origin.

GEJ's oversight of the Petroleum Ministry and indeed any other sector of Nigeria's public life was absent hence the impunity and high level of corrupt practices under his govt.

The OP's reputation as an analyst is with the dogs judging from this gibberish of a write-up.

Thank God Nigerians chose Change and PMB.
Don't mind the Chief Wailer.

At the end of the day, the refineries, electricity, EFCC, etc there were in comatose under GEJ started working under PMB. QED.

Oil Swap Fraud: Aiteo, Alleged Front For GEJ & Diezani, In Buhari’s Cross-hairs

As Nigeria's new President­-elect Muhammadu Buhari and his All Progressives Congress (APC) party ready for power, state Nigerian National Petroleum Corp. (NNPC) officials, oil traders and upstream players alike are bracing for a raft of investigations into deals approved by outgoing President Goodluck Jonathan's regime. As corruption is endemic across much of Nigeria's oil sector, such probes have featured with every incoming government for decades with new presidents and lawmakers using the findings to threaten and control opponents, shake down oil companies for more cash, terminate contracts and award new ones to allies.

Buhari could dig deeper and hold more alleged perpetrators to account than his predecessors, partly because he has staked his credentials on fighting corruption, and because a major power shift is under way. Corruption became a huge issue under Jonathan, with sizeable volumes of crude allegedly squandered through offshore processing agreements (OPAs), under which traders lift crude and deliver oil products and cash back to NNPC, as well as through strategic alliance agreements (SAAs) that paid companies in crude for helping NNPC to operate upstream assets divested by Royal Dutch Shell. The government eventually commissioned PricewaterhouseCoopers (PwC) to audit NNPC's finances in 2014 but declined to release the full report (EC Mar.28'14).

Buhari is treading carefully, starting on his own doorstep by disputing his own supporters' demands for contracts to satisfy their sponsors, sources tell Energy Compass. To manage such intense pressures, some expect Buhari to keep the oil portfolio himself and appoint a minister of state for petroleum as did former President Olusegun Obasanjo (2000­07) ­­ a move that streamlined rather than eradicated such activity. Significantly, though, APC policy director Kayode Fayemi yesterday promised to publish PwC's audit in full.

The president-­elect will need a light touch in Jonathan's home, the Niger Delta, where his People's Democratic Party retains control of all states after flawed governor elections on Apr. 11 (EC Apr.17'15). Powerful former militants are conciliatory but could stir up trouble if Buhari cancels their lucrative pipeline and maritime security contracts secured through the 2010­15 amnesty agreement and ties to Jonathan. Former gang leader Ateke Tom took out a full-­page advertisement congratulating Buhari. Less predictable are militants excluded from the amnesty, who are now flexing muscles to secure contracts.

A compromise to tackle corruption without ruffling Niger Delta feathers could be in the making, under which most of the corruption gets blamed on unpopular outgoing Oil Minister Diezani Alison­Madueke, allowing Jonathan to retain the statesmanlike image he acquired on ceding power to Buhari (EC Apr.3'15). A narrative is emerging that the minister helped herself to funds raised for his election campaigns and recycled it with help from business allies. "Goodluck was kept in the dark ... without real influence over oil sector decisions," one trader said. The minister will struggle to counter this version of history, as numerous fallouts have left her with few allies, sources say.

Companies deemed close to the minister that could face further scrutiny include Nigerian trader Aiteo, which has been criticized for unfairly exploiting its OPAs, and Atlantic Energy, which has allegedly lifted crude beyond its entitlements from the upstream SAAs.

The Nigerian National Petroleum Corporation, NNPC, Thursday, announced an improvement in Nigeria’s refining capacity, declaring that domestic refining of Premium Motor Spirits, PMS, at the country’s three refineries has increased to 10.23 million litres per day.

He disclosed that the Kaduna Refining and Petrochemical Company is currently running at 65 percent installed capacity, while the Warri Refining and Petrochemical Company is producing at 63 per cent and the Port Harcourt Refining and Petrochemical Company at 66 per cent of installed capacity.

Before that statement was made, the then Minister of Petroleum Mrs Alison Madueke had stated in March that early turn around maintenance was already ongoing while the MAIN TAM that was expected to yield the 90% projected capacity was expected to commence later that year.

Nobody or Group disputed the position of the NNPC. So who was responsible for the improvement to 64% working capacity of our combined refineries in May 2013? JONATHAN of course

October 2014: Turn Around Maintenance Began For The Optiman Performace of Our Refineries (80%):
While the Port Harcourt and Kaduna refineries were built by two Japanese firms - Chioda and JGC, the Warri Refinery was built by Snapcogetti of Italy.

According to The Coordinator, Corporate Planning and Strategy, of the NNPC, Dr. Tim Okon when SAIPEM eventually came, it offered to maintain Port Harcourt Refineries at $550 million, Kaduna Refineries at $600 million and Warri Refinery at $180 million.

Okon said the bills were unacceptable to them because they were too high despite the fact that the figures were eventually reviewed downwards. He said the high bills prompted NNPC to send some of their engineers to the builders abroad to learn the repair processes with a view to saving costs.

Following this move, Okon said NNPC began to spend as low as N10 million to maintain the refineries every month as from October 2014. Following this
development, he said the four refineries would roar back to life and produce in optimum capacity from the first quarter of 2016.

On the 10th of June, the GMD NNPC came out to make the following statements..

“We are taking the refineries unit by unit and carrying out turnaround maintenance on them. So in other words, the maintenance are being carried out on the run and we started a couple of months ago.

“Most of the refineries have advanced to a certain stage where they will be able to operate very soon.
For example, the Port Harcourt refinery, which has reached an advanced stage, will start receiving crude by end of this month and then of course will start contributing to the available products in the country.”

And everything for the three refineries combined came to around $550m, which is significant, maybe up to 70 per cent reduction."

“Even the $550m is quite much. So, we amortised it over 18 months so that we will be able to swallow it in bits more easily. The 18 months started since last October and this means that early next year, the refineries should be in shape."

So they had better fixed it b4 Buhari gets to know this...And this is our reason for saying, "its the fear of Buhari".

I agree with op but why during his time Nigeria importation of refined crude was so high and the corruption rate in that sector was so high which involved more than $20 billions stolen

In 2001, it operated at 60.73 percent, 52.17 (2002), 41.88% (2003), 31.04 percent (2004), 42.18 percent (2005), 50.26 percent (2006), 24.87 percent (2007), 17.84 percent (2008), 9.08 percent (2009), and 9.17 percent (2010), averaging 34 percent in ten years.

KADUNA REFINERY:
Kaduna refinery operated at 31.39 percent capacity utilisation in 2001, 34.95 percent (2002), 15.96 percent (2003), 26 percent (2004), 33.08 percent
(2005), 8.34 percent (2006), 0.00 percent (2007), 19.56 percent (2008); 20.02 percent (2009), and 20.46 percent (2010). On average, in the ten years, the
Kaduna Refining and Petrochemical complex attained capacity utilisation of 20.97 percent.

As the refineries in portharcort,Kaduna and warri are now working in full capacity under this northern president, why are we still experiencing scarcity of fuel and high fuel prices?
