This gibberish does not counter the excellent write-up by image123 earlier today.

I spoke with a PENGASSAN official with NNPC.
His short answer is that the then Minister of Petroleum sabotaged all efforts to restart the refineries due to her shady crude swap deals and petroleum importation interests.

In fact some of the repair work were quietly being undertaken right under her nose but without her knowledge. Mind you the PENGASSAN confidante of mine is of SS origin.

GEJ's oversight of the Petroleum Ministry and indeed any other sector of Nigeria's public life was absent hence the impunity and high level of corrupt practices under his govt.

The OP's reputation as an analyst is with the dogs judging from this gibberish of a write-up.

Thank God Nigerians chose Change and PMB.

I agree with op but why during his time Nigeria importation of refined crude was so high and the corruption rate in that sector was so high which involved more than $20 billions stolen

Fuel Subsidy Scam: Senate Releases Names Of Cabal
DEC 02, 2011

Oando Oil, CONOIL, African Petroleum and MRS Oil are among the powerful players in the petroleum sector that have shared over N3.655 trillion between 2006 and September 2011 in pursuit of importation of refined petroleum products.

Perhaps the president's wife has convinced the 72-year old pensioner, who confessed he cannot perform, to let the cabal be instead of trying to kick them out as Jonathan did in January 2012 by removing subsidy completely and deregulating the downstream sector.

The problem with the write up is an inability to reconcile this with spend on imported crude in the form of subsidy payments.

If more oil is refined locally then the correlation suggests that less should be imported and so less subsidy payments.

Conclusion someone is lying or another is stealing which by the way is not corruption. grin

It was not a policy directive of GEJ to fix the refineries then. If GEJ had won a 2nd term, the refineries would have remained inactive so that the oil thieves and cabal will continue benefitting from the sleaze in the industry.

Also during the Occupy Nigeria protests of 2012, three new refineries were promised by the same GEJ govt. Of course the new refineries were never built. Why promise new refineries if they had realistically intended to startup the old ones?

In fact during the last electoral campaigns, GEJ and PDP were claiming that Nigeria's refining issues would become a history as from 2016 when Dangote's refinery is to startup. They past govt tried to sell the refineries for peanuts but were scared of a backlash from protests close to the elections.

Allowing the present refineries we have in Nigeria to work was not in the realistic plans of the GEJ administration. He can't take credit for them.

The fear of PMB is the reason things are working now. Period

The problem with "increased" subsidy bill is that marketers tables bills and take advantage of the subsidy to defraud Nigerians. Where were you when Jonathan's team was saying subsidy should go in 2012? Where were you when NOI accused marketers of fraud and even earlier this year setup committee for verification. Unfortunately, the marketers always get their way. So don't even go to subsidy side. Till date we still pay a lot in subsidy

Setting The Record On The Proposed Refineries Privatisation By GEJ's Administration.
I believe it will be great that I also addressed this issue.

On the 8th of February 2012, the FG inaugurated a National Refineries Special Task Force. The task force was to ensure self sufficiency of petroleum products in the country under a strong framework in the shortest possible time. Memebers of the Task Force are Kalu Idika Kalu (Chairman), Mallam Yusuf Alli (Alternate Chairman); Prof. Ayo Ogunye; Mr. Imo Itsueli; Mr. M. B. Shehu, Mr. Olumuyiwa Ajibola and Dr. N. J. D. Erinne. Others are Mr. Alex Ogedengbe; Mallam Bello Maccido; Mr. Emeka Ene; Mr. Stanley Lawson; Mr. Akin Kekere-Ekun; Mrs. Fatima Wali-Abdulrahman; Mallam Abba Dabo; Mr. Harcourt Adukeh; Mrs. Mayen Adetiba; Mr. Babatunde Ogun and Mr. Achese Igwe.
The Task Force was also called "Idika Kalu Task Force".
www.punchng.com/business/business-economy/idika-kalu-heads-refineries-task-force/

In late November 2012, the Task Force Submitted their report where it tasked FG to SALE ALL 4 Refineries. Because lots of money has been spent by successive governments in the name of TAM without yielding result. See Excerpt...

www.punchng.com/editorials/jonathan-sell-the-refineries-now/

In December 13, 2013 the FG constutited a steering committee to look into the privatisation process(in line with the Idika Kalu's Committee recommendation). According to the DG Bureau for Public Enterprises, Benjamin Dikki,

“The President has also approved the constitution of a steering committee on the privatisation process that involves all relevant stakeholder ministries and agencies.

The Steering Committee’s terms of reference would be to, among other things, advise the National Council on Privatisation (NCP) on the best way to privatise the refineries in a manner that would enhance the gains of the privatization programme of the Federal Government; review the diagnostic reports and recommendations of the transaction advisors and make recommendations to the NCP, propose modalities and make recommendations to NCP on labour matters to ensure the successful privatization of the refineries."
www.thisdaylive.com/articles/president-approves-privatisation-of-four-refineries/167056/

On December 18, 2013, the Labour spat fire threatened War because they were erroneously made to believe that the FG has approved "Sale of refinery"

“Our message is very clear; if between now and December 24, 2013, the government fails to cancel the planned privatisation of the refineries, we will wait for the Yuletide period to come and then mobilise between that time and the first week in January 2014; the entire oil and gas workers in Nigeria will go on a total strike and shut down the economy.”
www.businessnews.com.ng/2013/12/18/oil-workers-threatens-nationwide-strike-january-1/

On January 03, 2014 the FG came out to set the record straight that it hasn't authorised ANYONE to sale the refinery. According to spokesman Ruben Abati

“The Federal Government will not sell the refineries. There is no authorisation for anybody to do so; there is no presidential endorsement. Even the minister does not have the powers to sell government’s property,”
www.punchng.com/news/jonathan-hasnt-approved-sale-of-refineries-says-abati/

While the author of that thread made it look like the FG was thorn between privatisation and TAM, the truth is that the GEJ led FG was keen on mthe TAM (as explained above) and also working out modalities that will be acceptable to all stakeholders (including labout) with respect to refinery privatisation by setting up the Steering Committee to yield a permanent solution. Was this not commendable?

I want to enjoin Nigerrians to be very wary of reports from APC. We can't distort facts for politics. The records are there. GEJ inherited a dilapidated refineries and put it on the right path. Let us give honor to whom it is due.

Buhari's plans for Nigeria is bigger than refineries working, if the GEJ-ites want to take this, please allow them, they desperately need this. They need something to hold on to, to rationalize their support for an administration that was pretty much a failure.

Your point here look absurd, how can GEJ who canvassed for the removal of fuel subsidy be working against the functionality of our refineries ?

I remember vividly, it was the wicked Cabals, inclusive of your selfish ACN now APC that instigated the masses against the idea of full subsidy removal.

I thought Buhari said, "What is Fuel Subsidy" How come he has CHANGE his mouth after getting to Aso-rock?

Your last statement is hilarious, you mean "Bubu" chop fire or carry fire for head to make people to start fearing him? cheesy cheesy The Baba that admitted his status of being sluggish ?

I understand that but has truth and rational thinking ever gotten in the way of these guys? To me, its just exhausting trying to counter these guys every time. Someone, I can't remember who, said something about if/when all PDP sins are revealed, that PDP carrying members will burn their cards. This made me laugh because I don't think the person understands how "loyal" to the cause these people are. These guys are made and exist to show unending, unshakable irrational love to their politicians. No matter what's revealed about the past administration and I mean it, no matter what, these guys will come here to defend their sweethearts. So for me, it just gets tiring going back and forth sometimes. Then again, I understand why we need to speak up because sometimes it just feels like these guys just take Nigerians for fools by claiming all these achievements without results.
