AVIATION SAFETY: NIGERIAN AIR FORCE URGES OPERATORS OF UNMANNED AERIAL VEHICLES TO OBTAIN APPROPRIATE PERMITS

The use of Unmanned Aerial Vehicles (UAVs) for both military and non-military purposes has increased globally with the attendant risk to aviation safety. Of recent, a British Airways Airbus A320 flying from Geneva to London, with 137 persons onboard, was struck by a drone as the aircraft was approaching to land at Heathrow airport. This incident brings to fore the need for safe integration of UAVs in non-segmented airspace, especially in Nigeria where the use of UAVs for non-military purposes is on the increase. There is the need therefore to streamline such operations to ensure safety of air operations in Nigeria.

The Nigerian Air Force wishes to remind the general public that the operation of UAVs in Nigeria is subject to regulation by the Nigeria Civil Aviation Authority (NCAA) and Office of the National Security Adviser (ONSA). Consequently, UAV operators in the Country are urged to stick to the conditions stipulated in their permits.

TROOPS DISCOVER BOKO HARAM TERRORISTS DUMPING PITS

Troops have intensified efforts to clear the remnants of Boko Haram terrorists in various parts of the north east through various military operations on daily basis.
It is in line with this that troops of 7 Division Strike Group Team B attached to 22 Brigade embarked on combination of foot and mobile fighting patrols on daily basis to deny the Boko Haram terrorists freedom of action in their area of operations.
Yesterday Thursday, 28th April 2016, they embarked on such efforts in the general area of Bogoro, Duguno 1, Duguno 2 and 3. However, on reaching Mbaraka, they encountered some elements of the Boko Haram terrorists who engaged the patrol team in a gun battle.
The troops rose to the occasion and successfully cleared the terrorists and proceeded to Jadda village which was suspected to be strong hold of the Boko Haram terrorists. As rightly believed, a large number of them were discovered to have the terrorists group’s flags hoisted in their domains.
The troops engaged the Boko Haram terrorists and killed 4 of them. The patrol team also made another startling discovery, a big pit where the Boko Haram terrorists used for dumping bodies of hapless victims of their nefarious activities to decompose.
It was also discovered that the terrorists held lots of people as hostage in Jadda. The fighting patrol team also succeeded in freeing those held hostage and recovered an AK-47 rifle with registration number OF-4814, 30 rounds of 7.62mm (Special) ammunition, 12 rounds of 7.62mm (NATO) ammunition, 14 Dane Guns, 1 motorcycle, 2 Solar panels and food storage facility. Other items include 120 litres of AGO and packs of Panadol.
Sadly, one of our soldiers suffered gunshot wound and was evacuated for further medical treatment. We are glad to state that he is in stable condition and responding to treatment.

Nigerian Army close to eliminating Sambisa hideouts – defence minister

The Nigerian army is close to destroying all the Boko Haram camps and hideouts in the infamous Sambisa Forest. According to NAN, the Minister of Defence, Alhaji Mansur Dan’ali, made this claim on Saturday, April 30, during his inspection visit to the Gusau new army barrack.

He noted the military had carried out a series of successful operations under the current administration and added the troops would soon flush out the insurgents terrorising some states in the northeast of the country.

“We have been working seriously, going round the world, collaborating with other countries in fighting terrorism at the national, regional and international levels.”

Regarding the Gusau barrack upgrade, the official said the project would be completed within the three months.

“You know, President Muhammadu Buhari is seriously concerned about the welfare of the Nigerian army and other security agencies as we have noticed from the attention given to them lately.”

Meanwhile, the Nigerian army yesterday launched another offensive against the Boko Haram  in support of the ongoing offensive operations in Sambisa Forest. As a result, several terrorists were killed, ammunition and electronic devices were recovered.

DICON embarks on reverse engineering to meet needs of North East operations

The Defence Industries Corporation (DICON) has embarked on a deep research and reverse engineering aimed at meeting the needs of North-east operations against Boko Haram, especially fabrication of spare parts for the weapons used in the theatre of operation.
The Director-General of DICON, Maj-Gen. Bamidele Ogunkale, stated this when his National Metallurgical Development Centre (NMDC) counterpart, Prof. Ibrahim Madugu, paid him a courtesy visit.
Ogunkale in a statement signed yesterday by the corporation’s Public Relations Officer, Maj. Emmanuel Adeniyi, also agreed to work together with the NMDC, in the proposed Military Industrial Complex (MIC) for the country.
He said: “The Defence Corporation is currently embarking on deep research and reverse engineering aimed at meeting the needs of North-east operations, especially fabrication of spare parts for the weapons used in the theatre of operation.
“Our priority for now is to upgrade our Research and Development Department, since it is quite evident that we cannot attain the goal we are setting for DICON without investing more on research. We also have a production line where G3 rifles were produced, but we are exploring the possibility of upgrading the production line to where we can produce AK47 that would be acceptable by the Armed Forces who are our end users and other security agencies”.
“As soon as I took over the mantle of leadership in DICON, I convened a meeting with my management staff to identify various bodies that the corporation would collaborate with in our effort to reposition DICON to become the pride of the Nation, National Metallurgical Development Centre, Jos was first,” he added.

Ogunkale said that the Jos based Centre, “would no doubt be an indispensable ally in the Defence Headquarters (DHQ)’ envisioned Military Industrial Complex for which DICON was to be the epicentre”.
He further noted that some of the parts fabricated for some of the Nigerian Army artillery guns would have to be subjected to further test in terms of alloy component of the material used, stressing that it was in this area the technological expertise of the Metallurgical Institute would be highly needed.
The Director General also said DICON had compiled the areas the Metallurgical Centre assistance would be needed, adding that the corporation was quite eager to enter into partnership with the centre.
Earlier, Madugu stressed that the bane of the nation’s technological breakthrough was that “we do not task ourselves enough adding that we believe we can always buy or import our material needs.
“Nigeria has the human capacity, our young men should be tasked to carry out research, we are not giving them enough task. For us in the Metallurgical Centre, we make ourselves available; it is our utmost desire to see Nigerians ride on made in Nigeria cars,” he said.
According to him, “if DICON and the NMDC collaborate in some areas the demand of the armed forces in particular would be met and that of the country in general, stressing that the Metallurgical Centres in Egypt and South Africa play vital role in these countries Defence Industries.”

359 Nigerian police officers killed on duty in 2 years –- Arase

The Inspector General of Police, Solomon Arase has said that at least,359 policemen were killed on duty between January 2014 and April 2016.

He made this known at a lecture he delivered at the University of Jos, entitled: “Police and Public Partnership in Prevention and Control of Violent Crimes and Conflicts in Nigeria’’.
He said that 272 policemen sustained various degrees of injuries within the same period, adding that the casualties occurred while intervening in civil conflicts.
The Inspector-general said that the officers paid the supreme price “to enhance community peace and security in the country’’.
He said that the killing of police personnel had steadily been on the rise since 2009 due to terrorist attacks by Boko Haram insurgents in the North-East.
Arase said that police personnel required diverse skills to tackle modern crimes, “especially since criminal elements are arming themselves with more sophisticated arms’’.
According to him, the work of policemen has become more difficult in societies like Nigeria, where there are a mutual distrust between the police and the public.
He said that assistance to the police was often withheld by the citizens and that had affected the police in the discharge of their duties.

According to him, the factors that undermine effective partnership between the citizens and the police had their roots in the circumstance in which the police emerged in the country.
The inspector-general said that policing had been made a tough task due to the inability of the country to introduce required reforms for the re-orientation of the inherited police forces.
The others were lack of resources and skills, widespread disrespect for the law by the citizens across all the sectors and strata of the society.
Mr. Arase said that attempts to enforce the law were often resisted by a significant proportion of the population who resist any attempt to make them subservient to the law, authority and the Police Force.
He also decried the dearth of basic logistics and resources, especially transportation, telecommunication, arms and ammunition, accommodation and other items crucial to boosting the morale of the force.
The inspector-general added that the challenges had been worsened by poor intelligence gathering techniques as well as weak criminal investigation gadgets.

TROOPS BURSTS BOKO HARAM BOMB MAKING FACTORY

On Friday 30th April 2016, the ever hard working troops of 3 Battalion, 22 Brigade of Operation LAFIYA DOLE, have again succeeded in bursting a secret Boko Haram terrorists’ Improvised Explosive making Device factory in Ngala town, north eastern Nigeria.

It will recalled that despite their defeat, the terrorists continued to attack innocent citizens, military and soft targets through vehicular and human borne Improvised Explosive Devices (IED). Despite ongoing clearance of the remnants of the Boko Haram terrorists, they persistently hid the IED manufacturing factories location.

However, that would be no more, thanks to the efficient intelligence and resilience of our troops. It was based on this that we got credible and timely information that made troops to swoop on one of such factories in Ngala town and destroyed it and killed some of the Boko Haram terrorists.

In addition, they recovered 20 gas cylinders of various sizes prepared and ready for explosive insertion, primers, gun powder, electric wires and tape recorders, amongst other items.

It is heart-warming to inform the public that troops in various parts of the theatre of operation LAFIYA DOLE are doing well and their morale remain very high.

Thank you for your kind cooperation.

TEXT OF MEDIA BRIEFING BY MAJOR GENERAL LEO IRABOR COMMANDER OPERATION LAFIYA DOLE TODAY SUNDAY 1ST MAY 2015

UPDATE ON OPERATION LAFIYA DOLE:

1. In the spirit of keeping you informed on the activities of troops of Operation LAFIYA DOLE, I wish to address you today given that you are valued stakeholders in the quest for peace and stability in the North East of Nigeria. Since our last meeting, troops have continued on the path of success in the fight against Boko Haram Terrorists (BHTs). It is my intention to mention some of the operations and the resulting exploits. Before that however, I wish to inform you that troops of Operation LAFIYA DOLE are conducting operations in the heart of SAMBISA Forest. Troops are deep into the forest to smoke out BHTs. We shall bring you the details subsequently. Meanwhile, the outcomes of major operations in other areas are as follows:

a. Following a tip-off, troops intercepted 4 female suicide bombers approaching from SAMBISA in the general area of JIMINI-BOLARI village. Two unexploded Improvised Explosive Devices on the suicide bombers were safely detonated by own EOD team. During the incident, 2 women and a baby from NGAWAFETE village were arrested after the blast as they were seen approaching MADIYARI village.

b. Also, a suspected BHT training camp at MUDALLAH village in DIKWA LGA was raided by troops on 1 April 16. Consequently, troops made contact and killed a suspected BHT Amir and 6 others while capturing 5 of them. During the raid, 5 BHT vehicles and several BHTs flags were destroyed. Also, over 1,000 civilians held captive were rescued.

c. Similarly, on 3 April 16, Operation LAFIYA DOLE troops conducted fighting patrol to BOBOSHE, GARNA, KYARE, GINBA and AJIRI villages. The patrol team recovered 8 industrial gas cylinders and 5 regular gas cylinders at a primary school being used for bomb making. Also, 3 BHTs were captured while 4 motor cycles, 3 bicycles, a solar panel and 2 containers of liquid herbicides were destroyed.

d. On 28 April 16, troops embarked on fighting patrols in the general area of BOGORO, DUGUNO 1, 2 and 3. On reaching MBARAKA, they encountered and cleared some BHT elements. The troops proceeded to JADDA village where they engaged and killed 4 BHTs. The patrol team also discovered a big pit where the BHTs used for dumping their victims to die and rot. The patrol team later freed some hostages and recovered an AK-47 rifle, 30 rounds of 7.62mm (Special) ammunition, 12 rounds of 7.62mm (NATO) ammunition, 14 Dane guns, a motorcycle, 2 solar panels, 120 litres of AGO, some packets of panadol and a food storage facility. During the operation, one of our troops suffered gunshot wound and was evacuated for medical treatment. I am glad to state that he is in stable condition and responding to treatment.

e. Similarly, on 29 Apr 16, our troops busted a BHT logistics Base at Yerwa where rustled cattle are held. The troops also raided Kaluketu and the self styled town of Abuja which is a BHT logistics exchange points. At the end of the operation 4 x BHT were killed, 2 x AK 47 rifles with 29 rounds of 7.62mm special ammunition, one dane gun, bow and arrows among others were captured. In the same operation 2 x laptops computers and 6 mobile phones were also recovered, including a truck and 5 x motorcycles.

f. On 30 Apr 16, a major BHT IED making factory was uncovered in Ngala town. Items discovered include 20 x gas cylinders of various sizes already bored for explosive insertion, primers, bolt and nuts to make the IED lethal, gun powder, electrical wires and tape recorders. However, no arrest was made.

g. Also on 30 April 16, another fighting patrol was carried out by troops around WUMBI in KALA BALGE LGA. Own troops encountered BHTs at TATAKURA village, 20km south-west of WUMBI. Consequently, 9 BHT were killed in action while 2 motor cycles, 3 AK 47 rifles, 1 FN rifle, 1 GPMG, 1 RPG 7 bomb and 60mm mortar bombs were captured. Sadly, 5 own troops were wounded in action and are currently in stable condition receiving medical attention.

h. Air Operation. The Air Component of Operation LAFIYA DOLE has conducted several missions with series of sorties in support of the general operation within the Theatre. Such include air interdiction missions and armed reconnaissance resulting in destruction of several BHTs hideouts and suspected logistic storage depots.

2. While thanking the general public and members of the press for their untiring support to the troops of Operation LAFIYA DOLE, I wish to request you to reflect on the direction of your support. Insecurity and terrorism know no boundaries. Do you report to support terrorism and insecurity? Is your reportage intended to disparage the noble men and women working to ensure that peace and stability are totally restored to our land? Do you intend to contribute positively or work to destabilize the morale of the courageous troops? These reflections have become necessary in the light of the context of a few misguided ones, working to dampen the spirit of the good work done by the troops of Operation LAFIYA DOLE. Some have even, regrettably, reduced the serious issues of national security to comic circles and ‘hang outs’. It is necessary for us to lay more emphasis on solution rather than who to blame. Seek to know and understand in order to proffer solutions. Do not seek to know in order to destroy. Given that there is time and season, the current season is ‘value addition’. Be a part of it.

3. The range of successes being recorded is not without challenges. We however see those challenges as opportunities. Our leverage on those opportunities has resulted in more successes. I therefore enjoin you to be a part of the progress by contributing positively. In Operation LAFIYA DOLE, we understand the level of trust and confidence reposed in us by good Nigerians. That trust, under God, will not be betrayed. We are closer to where we are going than where we started from. Your continued support and encouragement will get us there faster.

4. Meanwhile, to the misguided BHT elements, I wish to reiterate my earlier admonishment that you give up your ignoble adventure. Once again, you are advised to surrender to the security forces. Let me re-assure you that you would be humanely treated in line with international best practices and in accordance with the International Humanitarian Law.

5. Once again, let me commend the invaluable support and contributions of all stakeholders in this fight against insurgency in the North East. I wish to re-assure you that the Nigerian Military is more than ever determined to secure our great country. The support of President C-in-C, President Muhammadu Buhari is outstanding. We in Operation LAFIYA DOLE are encouraged and remain grateful to His Excellency. The direction given by the Chief of Army Staff Lt Gen TY Buratai in this operation is unique, accounting for the gains we have made and reflects the support of the Chief of Defence Staff and the Chief of Air Staff as well as the Chief of the Naval Staff. We remain absolutely loyal and committed to the cause for which we are assigned to Operation LAFIYA DOLE. Thank you.
