Billyonaire: Every Country I know have that constitutional mandate for Presidents. In 2001, Bill Clinton granted State Pardon to his brother and friend, they were guilty of drug trafficking and fraud respectively. The Nigerian Constitution has that clause for President and Governors too, if you could recall, Adams Oshomole, late last year, granted some Prisoners Freedom. GEJ is mandated to do same, so he called the Council of State and granted some persons including Alams State Pardon, you have the right to criticize but you can not say the President acted against the laws of the land, infact, he acted in favor of the law.
