The instances of several people who requested PPR mail from NDVO getting other fresh PPR mails seem to confirm a hypothesis I had about applicants whose applications were approved but forwarded back from Ottawa to CIO without PPR mail.
Here it is: There was a decision to delay issuing of PPR mails because EE Permanent Residence admissions target had been met early for 2018. Delaying PPR mails into Dec 2018 and Jan 2019 meant that people would be forced to land in 2019. Given that Ottawa is the largest office and appears to handle at least 60% of applications, it made sense to restrict the policy to Ottawa. So approved files were forwarded to CIO to be held in a bank. PPR mails for those applications will be triggered in batches at scheduled periods from late December to January 2019.
In practice, NDVO was not involved in the decision. Indians who got PPR from NDVO in Nov/Dec were unlikely to land in 2018 anyway. But through online forums like canadavisa, people got to know of the loophole and it appears as if NDVO has some sort of autonomy anyway. So they began issuing PPRs to every Tom, Dick and Harry who asked as long as the application has been approved.
So, people got the PPRs and Nigerian residents forwarded their passports to Accra. Accra which always follow due process (I hail o!). So Accra has been holding people's passport till the appointed time without issuing CoPR. However, the time period in for the delayed applications has been triggered and so there has been automated release of PPR mails (without visa office specified) for those involved.
Prediction: The repeat PPR mail for some (could be a programming error) will continue until the batched applications have all received PPRs or the automated program turned off. Meanwhile Accra will start releasing passports en-mass from now. There could still be sensible post from sensible people after all. |

Barrytone: like i said earlier, when you run into issues then you will know its not sterling bank that owns the app. its convenient to use but upfront is not achieved and compounding is not achieved. its only good for those not in the country, use the banking hall so you can hold somebody accountable and not going to sterling bank branch in your town and they will disown the app, leaving you with one option of travelling to lagos(head office) to sort it out or you take my way and go threatened your bank who will also be firm that the money is not in their coffers and redirect you to sterling. i only old first bank that they connived and rechannel my money as the receiver(Parthian partners) is telling me that they have not seen my money. i told the manager that i will start with social media before he advise one of his officers to lodge a complain against sterling bank with cbn, within 2 days i got a call from Parthian partners apologizing and promising to pay for the 3 weeks they held my money but when money was released the following day it was solely my capital and i moved on after learning my lessons. for me, its a no no Thank you for sharing this experience. |

So, to buy Eurobonds you need to talk to your broker who must be regulated to give you what is available and make recommendations. With most firms the whole process can be done without visiting the physical office especially for those not in Nigeria, coupons are paid twice a year till maturity, there is always custodian fee usually a percentage of the value of the Eurobond and it’s very small.

During the application process, a letter was forwarded to the Immigration Department from “concerned Nigerian/Canadians, Toronto,” stating that the Applicant’s marriage was a marriage of convenience. This letter served in part as basis for refusal of an in-Canada spousal sponsorship application.
However, the letter was not disclosed to the Applicant at any time prior to the decision being rendered. In this respect, the law is clear that if a decision is to rely upon extrinsic evidence, this evidence must be disclosed to the Applicant. Further, the Applicant must be given an opportunity to see and respond to such evidence prior to any decision being made.
As a result of the letter, the Immigration Officer failed to fully consider and properly weigh the evidence at hand. He did not give weight or credibility to documentary evidence supporting the genuineness of the marriage, and noted many discrepancies between answers from the Applicant and spouse resulting from their respective interviews. However, the Court finds that many of these discrepancies can be explained as not being so, and the vast majority of answers were consistent and identical.
The Court finds that the failure to disclose constitutes a breach of natural justice and the duty to act fairly. The application for review is therefore allowed. |

Mine was 226 CAD for ICES ECA with courier delivery within Canada. I used GTB Naira Mastercard and was charged 62,539.80. Paid late December. 276 Naira to 1 CAD, they are armed robbers in that bank. Even Aboki exchanges for 270. Best is to find dom and get a dollar MasterCard, I think. |

The main idea is to get the right body to correctly evaluate your degree to give a Canadian Educational Equivalence.
Apart from Doctors (MCC Pharmacist (PEBC).
Any of the other Bodies Accepted by CIC WES, ICES,IQAS, ICAS, CEC can evaluate all other degrees however wisdom is profitable to direct NB: Only WES evaluates Professional Certifications like ACCA, CIPM, ATS AAT...
ICAN itself is not equivalent to Any Canadian Educational degree for now so don't bother
That being said experience has helped to build knowledge base that not all these bodies evaluate degrees the same way.
Also considering speed and required documentations these are the recommendations.
Lawyers - use IQAS ( they would clearly state your LLB is equivalent to a professional degree which is same as Masters)
Nurses - RN and RPN, RM, and other post basic degree - use IQAS or ICAS to get 2 or more Certificates) IQAS faster
According to CIC you only need to evaluate your highest degree
PhD and MSC and Bsc - Only PHd
If you have BSC and MSC - only MSC
This rule does not apply if PGD is your highest qualification.
If you have Bsc and PGD evaluate both to get 2 or More Certificates.
ND and HND or NCE and HND - evaluate both
For all other degree you can use either of the ICES, WES, ICAS, IQAS or CEC...
If you are evaluating only foreign degrees - WES is your go to body.
Once a Nigerian degree is involved WAEC is a must (WAEC processes is pretty simple so nothing to worry about ensure to send a new scratch card)
ICES is fastest for now 4-6 - they don't need WAEC, your school can send transcript to them by official email and they don't reverify with your school like WES.
ICES evaluates each degree at $200 CAD unlike WES nonetheless[b] I recommend[/b] them even if you have 2 degrees to evaluate (cheaper on the long run I tell you)
NB: ICES do not send soft copy ECA - so i advice you use a US, UK or Canada address for delivery and get it scanned to you. NIPOSt are trying but docs still get missing in transit - or request for courier delivery

MacShiff: When creating profile with only HND.
You will pick Three years diploma first and fill your ECA number and click on add to add the second educational qualification as ONE year diploma. Also fill the same ECA number.
With this your profile becomes two or more and your CRS score will be same 454 as your CRS calculator.
When creating profile with HND and ND
You will pick Three years diploma first and fill your ECA number and click on add to add the second educational qualification as ONE year diploma. Also fill the same ECA number.
You also pick TWO years diploma for your ND.
That was what we did and it was accepted. It was displayed as three years diploma and one year postgraduate diploma in our gcsm notes.
The Analyst will work with whats on your ECA report. We Verified only our HND as three year diploma and one year postgraduate diploma.
WES verified only our HND as there year diploma and one year postgraduate certificate.
BUT with ICES you must verify both your ND and HND to get two or more certificate. Can someone please add this to FAQ? A lot of people will find this helpful. |

I wouldnt adbice anybody to wait on pnp if they still have avenues to explore. Wrong advice. PR won't last forever. What if the program is closed by the time she completed the MSc.
