President of the Senate, Dr. Abubakar Bukola Saraki arrived Rivers State on Saturday. He visited Governor Nyesom Wike at the Government House in Port Harcourt. Saraki is in Rivers on invitation of the State Government to commission the Alternative Dual Carriage Way from the Airport to Port Harcourt and East West Road. Saraki has also laid the foundation stone of the Second Train of the Indorama Eleme Fertilizer Plant project in Eleme Local Government Area of Rivers State. The Senate President was on Friday cleared of all charges relating to his assets declaration. Former governor of Kano State, Senator Rabiu Kwankwaso has dismissed any form of reconciliation with the ruling All Progressives Congress (APC). He said the party which failed in its campaign promises, including assurance that petrol will sell at N45 per litre, would not fulfil any fresh promise arising from negotiations. “It’s bit late. The party has had its so called-convention, it has deviated from the original intentions why it was brought to being. So, there is nothing that remains with the mainstream APC”, Kwankwaso’s spokesman, Hajia Binta Spikin told Vanguard. “I don’t know about the promises Comrade Oshiomhole keep making. The nemesis of gross misconduct and other related acts has caught up with ninety-one (91) corps members who were supposed to pass out from their service year in Delta state on Thursday same day with other members of their batch. Out of 2,484 corps members, comprising 1,473 members (male) 1,011 (female), deployed to the state, the 91 corps members were alleged to have been involved in gross misconduct and flouting of the rules of the National Youth Service Corps, NYSC. Mr Benjamin Omotade, the state coordinator, who confirmed this to DAILY POST in Asaba, said, “the 91 corps members are to repeat their service, they were found defaulting of gross misconduct, lawlessness. This is the punishment they face for another one year.” He stated that corps members in Delta, throughout their service, were trained to face the labour market independently through different skills acquisition programmes that include: baking, bead making and soap making among others. Omotade said the corps members had the opportunity of mingling with different people from different cultures, as well as gained entrepreneurial skills, adding that NYSC in the state has trained corps members to be tolerant, good leaders and patriotic citizens. He charged the corps members to be patriotic and engage in entrepreneurial activities as that is the solution to surviving the hash economic realities in the country, adding that “hardworking corps members shall be rewarded, and will be gainfully employed after their service”. A fleeing suspected armed robber has died in an accident involving the vehicle that he and other gang members snatched from one Aisha Abdullahi in Katsina State. The Katsina State Police Command said that the robber and his colleagues had on Wednesday stormed Aisha’s house and took the vehicle after robbing the woman of other valuables. The Commissioner of Police in the state, Muhammadu Wakili told reporters that the corpse of the suspect was later found inside the vehicle where it was involved in a lone accident. The CP said, “On Wednesday, a patrol team attached to the Sabon Gari Police Division received a distress call that armed robbers had attacked one Hajiya Aisha Abdullahi in her house at Sabuwar Unguwar Quarters, Katsina. “They robbed her of one Toyota Highlander with number plate , AS 579 KTS. “The police team swung into action and while moving towards the scene of the robbery, the policemen sighted a vehicle with the said description at an accident scene adjacent to GRA Jumamat mosque. “The only occupant, suspected to be one of the robbers, died in the accident.” The CP explained further that investigation revealed the identity of the robber, which led to the arrest of other three suspects who were in police custody. He identified the suspects as Sanusi Abdullahi, 22; Mansur Abdullahi, 21; and Aliyu Salisu, 22. According to him, “Some people are saying don’t use government money to build ranches. Former National Deputy Chairman of the Peoples Democratic Party (PDP), Olabode George, has affirmed that the rift between him and former President, Olusegun Obasanjo is over. He attributed the rift with Obasanjo to handiwork of the devil, which to him “has been put to shame.” George said this on Sunday when he led 10 of his loyal members on a thank you visit to Obasanjo in Abeokuta. Governor Rauf Aregbesola of Osun State has declared that the state will not give out any of its land to the Federal Government for the proposed cattle ranches. The governor told Punch that the state had already established a ranch in Oloba community. Aregbesola added that the Federal Government was free to key into the project. The governor, speaking through who spoke through his Media Aide, Sola Fasure, said plans were ongoing to build ranches in each of the three senatorial districts in the state by the state government. He said, “Osun has its own ranch in Oloba, Iwo and there is a programme to set up ranches in the three senatorial districts in the state. “The Oloba cattle ranch is already functioning by providing cattle ranching and ram-fattening services. “Plans are in advanced stages to bring the high yielding Boran cattle to Oloba for breeding and crossbreeding with our local breeds . “All these have been going on since 2012 as part of the agriculture development programme of the Aregbesola administration and precede the herdsmen / farmers brouhaha. “If the Federal Government wants to buy into this, it is welcome. Despite ongoing curfew, the Plateau State Police Command on Saturday confirmed the killing of one person by suspected herdsmen in Jos South LGA of Plateau State. The Command, through its Spokesman, DSP Mathias Terna Tyopev, said “Today being 30/06/2018 at about 07:00 hours the Plateau State Police Command, Jos received an information that nine cattle belonging to the Archbishop of the Anglican Diocese of Jos, Bishop Benjamin Kwashe were rustled by men suspected to be herdsmen. “In the process, one Adamu Dung, a 46yrs old Vigilante man at Kangang Area of Jos was shot and killed by the rustlers. “His corpse has been deposited at the Bingham University Hospital, Jos”. The Divisional Police Station located inside the Bodija market in Ibadan, the Oyo State capital and three vehicles around the premises were on Thursday burnt during a clash between butchers and some security agents. The crisis started when butchers and security agents, including the police confronted each other over the relocation of all butchers in the 11 local government areas in Ibadan. DAILY POST gathered that three other vehicles, generators and other items were also damaged beyond recognition during the mayhem. Though, the Oyo State Government had announced the closure of the market due to the clash, DAILY POST gathered that about six people, including three persons lost their lives during the clash. But the State Commissioner of Police, Mr. Abiodun Odude, who also confirmed the attack on the police station, said two people were killed during the incident. Odude while addressing journalists at the market said the situation had been out under control. He said, “We need to put together exactly what happened, but what I can tell you is that this morning, there was supposed to be an arrest of people who are selling meat by the road side. “In the process, I think there was confrontation, we understand that at least two people were gunned down, and there was an attack, there was an attempt to attack this police station, we quickly mobilised and we have salvaged the situation. A Special Assistant to President Muhammadu Buhari on National Assembly matters, has spoken on the 2018 appropriation bill recently signed into law by the president. In this interview with PREMIUM TIMES, he talks about the 2018 appropriation bill recently signed into law by the president. He also discussed the legislature/executive friction and politics in Kano State, where he hails from. Excerpts: PT: The President had faulted the 2018 appropriation act, but signed it. What led to that, was he coerced? KAWU: I can say that he was forced to sign the budget. There were circumstances that forced him to sign the budget. PT: What are the circumstances? KAWU: We are practising constitutional democracy, the executive and the parliament are the products of the constitution and they all derive their powers from the constitution. This budget has been in the National Assembly since November. We anticipated having the budget ready by January. We wanted to change the budget cycle but unfortunately, the budget spent about seven months in the National Assembly. If the president had returned the budget, it would have taken more time before it reaches him again. So, he decided to sign the budget as it was presented and use other mechanisms such as supplementary budget or virement to correct the anomalies. PT: The National Assembly has the power to make laws and the budget is also a law. Don’t you think they are also exercising their powers by tinkering with the budget? KAWU: Nobody is saying they are not exercising their constitutional powers, it is part of their job. The same constitution that gave the National Assembly power of appropriation is the same constitution that gave the executive powers to propose to the National Assembly. The proposal will emanate from the executive and constitutionally, the president is the chief economic manager of Nigeria. Therefore, he must have the knowledge of how to manage the economy; how much is coming, how much is going, where and what he can do to save the economy. Therefore, there must be talks between the executive and parliament whenever appropriation comes up. One thing I want Nigerians to understand is that the only reason the executive always wants its party to be in the majority in the legislature is on this kind of issue. So that they can defend the president whenever he sends his proposal. That’s the essence of having the majority and that’s the role of the political party. PT: Many legislators, mostly from the opposition PDP have complained about the low implementation of previous budgets… KAWU: (Cuts in) I think in terms of implementation, in the 2017 budget we have reached at least 70 per cent implementation. It is one of our highest implementations. During the 16 years of the PDP, the budget implementation never got to 50 per cent. There was a time (during the days of PDP) we operated about three budgets. When the president was signing the 2018 budget, he stated that he released almost N1.6 trillion capital expenditure and nobody contested it. Therefore N1.6 trillion constitutes almost 75 per cent of the total capital expenditure. The main area of contention is the capital expenditure. When you are talking about overhead and running cost, you are talking about 95 per cent. PT: There has been a perceived rift between the Executive and Legislature. What really is happening? KAWU: Politics! We are in a democracy and whenever there is an election, there must be a rift. Most especially in a democracy like ours where whenever there is an election, some people take it as a ‘do or die affair’. We are approaching a political year and rival political parties are trying to make sure they retain power or unseat each other. Even within a party, there are disagreements among members. PT: As a special adviser to the president on the parliament, do you think the president gets the maximum support he requires? KAWU: From the House of Representatives, yes. At least by percentage, they are above average. You cannot expect the parliament to always be on the same page with the executive at all times. Whenever there is an argument, people shouldn’t see it as a rift. PT: Back to your home state, Kano. There is a ‘war’ going on between the state governor, Abdullahi Ganduje, and his predecessor, Rabiu Kwankwaso. Many Kano politicians have taken sides with either of them. What really is the problem? KAWU: I don’t like talking about the rift between Kwankwaso and Ganduje because before the 2015 elections, I told them to do the right thing, to make sure there was justice in the selection of candidates. I advised the then governor not to impose any candidate on the party but he went ahead and he is now facing the consequences. When we started APC, our anticipation was that we’ll have a party that will give an opportunity to weaker politicians. It was an opportunity for Nigerians to have a platform for those who are deprived to come and showcase themselves. But in the end, the reverse was the case. During the selection of our leaders in 2014, it went the same way as the old order. We did it the way it was done in the PDP and we knew it won’t lead us to anywhere. The same thing happened during the primaries, the governors handpicked their cronies against the tenets of democracy. I granted an interview in 2015, drawing the attention of Kwankwaso to do the needful. If you support someone because he belongs to your kitchen cabinet, there will naturally be problems. We’ve seen it before; Aleiro vs Dakingari, Ali Saadu vs Sule Lamido, Saminu vs Sule Lamido, etc. We anticipated it and it happened. PT: Do you belong to any of these two camps? KAWU: Of course I belong to the governor’s (Ganduje) camp because he is with Mr President. PT: Considering the fact that he was your opponent during the 2014 primaries? KAWU: There is no permanent enemy in politics, only permanent interest. The interest is Buhari. I was with Buhari and then he wasn’t, now that he has agreed to work for Buhari, I’m with him. The interest is Buhari. He met me where I am, therefore we’ll put our hands on deck and continue the business. PT: What about the Kano politicians that have decided to pitch their tents with Kwankwaso? What becomes their fate? KAWU: It is a game of interest and choice. They have their choice while I have mine. PT: There are rumours that Kwankwaso may likely dump the APC for another party, do you think it will affect the fortunes of APC in Kano State? KAWU: Actually as a former governor of Kano, it means a lot and he has his followers. Politics is a game of number, if you have three, you have defeated those with two. We are always looking for addition and not subtraction. We won’t be happy if anyone leaves us. We are all from Kano and we are going for elections and I assure you that Kano people are politically conscious, they know their choice and they will make it. PT: You are aspiring to represent the people of Kano South in the Senate, what are your track records as a former member of the House of Representatives? KAWU: I think my years in the National Assembly can speak for me, I served there for 12 years, part of which I spent eight years as a principal officer. It is a rare opportunity for an individual to serve twice as a principal officer. If my 259 colleagues, who are all equal to me invited me to serve for another term after my first term as a principal officer, then it shows there is something (in me). It clearly shows the confidence they have in me. My achievements in the 7th, 6th and 5th Assembly will speak for me. The 2015 change we are enjoying today is our handiwork. If not because of our consistency, and defence for democracy in 2015, there wouldn’t have been an election. The electoral process that brought Buhari is our handiwork. PT: Do you think you stand the chance to defeat the incumbent senator for the party’s nomination? KAWU: I’m a founding member of this party, we started this party together with all the bigwigs you can think of, some of them were not with us when we started. Three members of the Joint Task Force, JTF, have been killed by suspected herdsmen near Otukpo area of Benue State. DAILY POST gathered that among those killed in the attack that happened last night, were two soldiers and a policeman. Our reporter, who sighted the corpses brought to the Otukpo General Hospital, Thursday morning, reports that the security men were mercilessly butchered by their attackers with some parts of their bodies chopped off. Their bodies have been deposited at the mortuary at the moment. Nigerian footballer, Obafemi Martins has reacted to Nigeria’s disappointing loss to Argentina which has cost them a spot at the second stage. In April 2018, Obafemi who plays for Shanghai Shenhua in China, was forced to take a break from football after being ruled out for at least seven months with a torn hamstring in his right knee. All Progressives Congress (APC) leaders in the South-west, led by Asiwaju Bola Tinubu and former Interim Chairman of the party, Chief Bisi Akande, have restated their support for the party’s gubernatorial candidate in the July 14 Ekiti Governorship election, Dr. Kayode Fayemi. They made the declaration on Tuesday while condemning a court case allegedly instituted by one of the defeated aspirants of the party in the state, Chief Segun Oni. They leaders said the decision to support Fayemi was reached through a combination of persuasion, reconciliation, consensus-building and understanding on the part of all the stakeholders, pointing out that they as leaders held several intervention meetings in Abuja, Lagos and Ekiti with all the APC Ekiti gubernatorial aspirants where they resolved to support whoever emerges from the party’s primaries. Condemning the court case which they described as spurious, the leaders asked those behind the court action to withdraw their case immediately “if they are within our party and not agents of PDP”. They also called on Segun Oni to come out publicly to dissociate himself from and condemn the case and play active role in the APC campaign. The statement was signed by APC National Leader, Asiwaju Bola Tinubu, former Interim Chairman of the party, Chief Bisi Akande, the newly-elected APC Deputy National Chairman (South), Otunba Niyi Adebayo and the party’s former National Vice Chairman, South-West, Chief Pius Akinyelure. Entitled “We Stand Behind Kayode Fayemi,” the statement reads: “The Ekiti Governorship Election slated for July 14, 2018 is barely three weeks away and we all are committed to working for the total victory of the APC candidate, Dr. Kayode Fayemi. “The decision to support Kayode Fayemi was reached through a combination of persuasion, reconciliation, consensus- building and understanding on the part of all the stakeholders. The President of Middle Belt Youth Council, Emma Zopmal, has accused the military of colluding with the Fulani herdsmen that carried out the attack that left over 100 people dead in Plateau State at the weekend. He also advised the communities affected to resist the planned secret burial of the victims because the corpses did not belong to the security agencies and the government. Zopmal, speaking with Punch, wondered why the military should keep the corpse having failed to protect the communities at first. He said, “The planned secret burial is a conspiracy, we know that there is collusion between the security agencies and the Fulani people. “There is no way you can force people to bury their relations when they are not ready for it. The dead bodies belong to them, so they are not government’s corpses that they will now decide when to bury them. “The affected communities should not allow that to happen. The security agencies did not protect them. Why should they decide the burial for them? “It doesn’t make any sense, they are trying to cover up what they have done.
