Parents should teach sex education to their children, and everything in-between, if you keep hiding these things from them they will go out and bring it back to you in a way you wont like.

Danger she is putting herself by going for counselling? Some young girls start having sex by 16. It is early but it happens. If she was actually wise enough to go get counselling from professionals, I think she is proactive and smart.
