It is alright for her to seek contraception as far she's up to age to understand the implications. However, if the partner is far older than her, say 40 years, then law enforcement authorities should be notified as a case of child abuse.

Note that both sexes can be sexually active below the age of 18, and as such contraceptive counselling is necessary.

It is a dumb decision as she doesn't know if she would react to the family planning drugs. Even for married people, I advise them to use fp drugs only after their second child
