IamCookie: You are correct with the CLI being rolled out gradually. It would have made a huge difference. But the CLI cannot be said to be effective due to town planning issues and road networks in Lagos. There are so many places they wouldn't be able to enter , hence the services of PSP. Back then, Lagosians would have to carry their thrash and drop them (no matter where they live) at a designated point. Most times , it's cumbersome to do , being who we are. As a result , Lagosians drop their thrash on the roads( major bus stops) closer to them. This caused a lot of problems that they (CLI) couldn't proffer solutions to.
I would have expected him to allow the PSP to also operate alongside the new ones. Observably, those CLI trucks don't come into the streets and this became a major problem. Quite a number of reasonable persons resorted to burning of thrashes , negating the proper disposal system and increasing air pollution There’s NO difference between the operations of PSPs and that of Visionscape, except that the latter had better equipment, technology and more modern processes (including waste treatment), and thus could have handled waste management much better. Other than that, Visionscape would have been going from street to street picking up trash bags just as the PSPs are supposed to be doing. Both Visionscape and the PSPs were supposed to co-exist under the CLI, with Visionscape handling residential waste while the PSPs would be responsible for commercial and industrial premises. The government was not simply going to let the investments of the PSP operators go to waste. Nonetheless, while the PSP system was innovative when initially introduced by the Fashola administration, Lagos has simply OUTGROWN it. Just as the steam engine gave way to the locomotive, and gas guzzlers to hybrids and electrics, time moves on. > |

AMINDA: You wish. These loans are tied to Infrastructure. The Chinese do not release cash. Once the worth of the project is settled and counterpart funding paid, they bring in their engineers and deliver the project. Chinese concessionary loans are the best because they are embezzlement-proof.
Nigeria hires a consultant (an Italian firm in this case) to determine that the projects are delivered according to European standards and that's it. Chinese loans also have the least interest rate and higher moratorium (grace period before Nigeria starts paying up). It's no wonder the West are threatened by the Chinese in Africa and are sponsoring a lot of propaganda against them. China is the best thing to have happened to Africa. Well said… Nigerians/Africans often simply parrot their Western colonial masters.> |

The system fashola introduced was a home- grown style which was working well until Ambode introduced another he couldn't be efficient about(if i could put it that way) . What works well in another clime may not work well in ours, because of our peculiarities. Nigeria is different!
There was a former colleague of mine(both worked in one of the telcos) , that also used to work under the Cleaner Lagos Initiative said Ambode doesn't listen to advise. Moreso, he said Ambode was advised to start the issue of sanitation from Lagos Island because all the logistics were not fully available , due to delay in production of trucks et al but he insisted. Thus, the disapproval by people over a short period after commencement. You can argue that perhaps it should have been rolled out gradually… But what you cannot RATIONALLY argue is that it’s not a world-class system. Personally, I have warmed up to Sanwo-Olu (after initial suspicion), but abegi let’s not fool ourselves by pretending that the Cleaner Lagos Initiative was not massively and pointedly sabotaged (with disgruntled party apparatchiks and their foot soldiers actually dumping garbage on the streets every night), because a primary utility of persisting with the PSP system is that it allows for many “party men” to be “rewarded” with PSP contracts (basically, you pick up your contract award papers, take it to the bank, collect a loan, buy used trucks/compactors, and watch cash roll in). The CLI was not a whimsical Ambode policy, but rather it was the corpus of a comprehensive new environmental regulatory framework that was debated, went through all 3 readings and a public hearing, before being passed into law. > |
