Yes, admittedly there have been serious shortcomings and issues with this project (even from,the jump), but there is no need for elected representatives to reduce it to useless partisan politicking (or cheap anti-Chinese xenophobic broadsides) when earnest focus should instead be on ensuring the project is actually COMPLETED in the first instance and/or put back on track where it has fallen short or into disrepair.
The real facts are that this was NEVER a project solely for CCTVs in Abuja, but actually a NATIONWIDE internal security project (which was actually costed at $470 million), which had FIVE major components: (1) Global Operating Network Architecture (GOTA); (2) Video Surveillance Subsystem (VSS); (3) Video Conferencing System; (4) E-Policing Subsystem; and (5) Emergency Collation Response Subsystem.
The 5 components of the project are anchored on a total of 696 Base Transmission Stations spread across the 36 states and the FCT. The 1000 CCTVs for Abuja AND Lagos are a relatively small component of the project (reportedly LESS THAN 10%). The project was/is “owned” (controlled) by the Ministry of Police Affairs, and cuts across all 36 states and the FCT. It is supervised by NIGCOMSAT (the satellite company).
As of last year (precisely in July 2018), the testimony of the MD/CEO of NIGCOMSAT before the House of Reps was that the project was about 90 percent complete before the project suffered from the inability (or unwillingness) of the NIGERIAN government to complete its counterpart funding. Meanwhile, the CCTVs had been severely VANDALIZED - proving again that Nigerians are often the worst thing to happen to Nigeria! >

At the inauguration of BRT scheme in 2017, LAGBUS was the focal point before ECOBANK partnered with NURTW to run 1st BRT with supervision of LAMATA to run Ikorodu/Mile12/CMS route. The government of BRF streamlined the system to give regulatory, Franchises and operation roles to LAGBUS and facilities development to LAMATA due to crisis in terms breakdowns of buses and inability to pay staff issues -( court case instituted on this has not been resolved). The franchise scheme under LAGBUS gave birth to Fabrem-F001, Mutual transport-M001, and about 15 other private bus operators under LAGBUS which were fully allowed to use BRT lanes across their route! Ambode tricked the Management of then LAGBUS to scrapped over 300 buses which in anyway were old because the average life of each bus was over 8years of 16hours daily operation. He promised to replace the buses with more efficient buses. Surprisingly, the game changed! He declared LAGBUS moribund in May 2018 when he had secretly incorporated a new company with the initial functions of LAGBUS to replace it.

I think you meant to write 2007... But even though BRT was launched in 2007, operations actually started in 2008.
Subsequently, in 2012, the LAGBUS franchise arrangement became operational with 10 franchise companies, 17 routes, and about 240 buses. When the Ambode administration came into office it CONTROVERSIALLY entered into a BRT concessionary agreement (following a public bidding process) with Primero in 2016 while the LAGBUS franchise was still operational. Subsequently, also in 2016, the LAGBUS franchises were revoked.
However, it must be noted that many Lagosians were happy with the revocation of the LAGBUS franchise arrangement and the introduction of brand new buses (financed by Sterling Bank) by Primero. The LAGBUS buses had become dirty, often unserviced and in constant disrepair, reportedly resulting in interminable delays, and had started to revive memories of the old Molue culture (see example of below).
The revocation of their franchises meant that LAGBUS-NURTW-controlled buses were no longer allowed to utilize the BRT Corridor, and could only use main roads like other commercial vehicles (like Danfo). However, I do not believe that Ambode promised to replace the LAGBUS buses for the LAGBUS franchisees. Rather, he promised Lagosians worried at the revocation that the LAGBUS buses would be replaced with better BRT buses.
Finally, it is important to note that the Lagos Bus Service Limited (LBSL) which was incorporated by the Ambode administration, is neither a replacement for LAGBUS nor a BRT operator. It is primarily an asset acquisition and advisory services company (which would also be handling operations until private operating companies take over) to acquire the new high-capacity buses that would ultimately replace most Danfo buses.
Esejojo: 1. Why would BSO donate buses that is subject to a probe? That's not the point being made. Rather, the point is that it is highly unlikely that BSO would go out and buy 800 new buses that has not been appropriated in by the State Assembly (see the passed Appropriations Act 2019), when that's exactly the reason advanced for the Ambode probe.
2. Indeed, it is suspicious that that the number of buses in question is still 800. Could the governor be donating the same undisbursed Ambode buses to a private company, and with a false claim to have bought them.
3. The governor unambigously stated in the said twitter message that he bought and donated the buses for BRT. Does the governor not understand what BRT is, or who the operator is? That's NOT actually what BSO said (see below), but I think the way he said leads to a confusing conflation of the new buses with BRT buses. Of course, as I already noted, Primero raised N16.50 billion this past June to purchase new BRT buses.
4. What is the current state of the Abulegba-Oshodi corridor to warrant the 800 buses?
5. Why would the Abulegba-Oshodi BRT corridor that have not commence operations be expanded? My point is that BSO's reference to an "expansion" of the BRT refers to the yet-to-be-completed Oshodi-Abule Egba route. Outside of that, there are NO other BRT corridors that is presently being developed.
6. BSO message was not lost in translation. It is as clear as crystal. Again, there's no tangible indication that BSO bought 800 new buses without State Assembly appropriation (where are the buses parked?), and certainly NO evidence that (even if he bought buses) he "donated" new buses to Primero (the BRT concessionaire).

First, I believe that BSO was merely referring to the 800 buses already purchased by the Ambode administration (the number 800 is too much of a coincidence). There is no way that Tinubu’s errand boys at the State Assembly would be “probing” the Ambode administration for buying those 800 buses supposedly without specific appropriation while BSO would be simultaneously embarking on substantively the same course of action.
Furthermore, it is unlikely that BSO would “donate” these new buses to Primero for BRT services, given that Primero just raised N16.50 billion in a bond offering a couple of months ago (in June 2019) to purchase a fleet of 1200 new buses to (1) replace some of its existing fleet and (2) to operate its concession on the new Oshodi-Abule Egba BRT route, on which it emerged as winner of the public bidding and procurement process
I believe that BSO’s reference to expanding the BRT essentially refers to the new Oshodi-Abule Egba route for which the BRT Corridor was heading towards completion until the State Assembly cut off funding for the Ambode administration’s projects by refusing to pass the 2019 Budget until Ambode left office. The Oshodi-Abule Egba BRT Corridor will now likely be ready in Q1 2020 and doesn’t require buses today.
Finally, suffice it to note that these new high-capacity and environmentally-friendlier buses were purchased as part of a program to eventually replace the rickety and dare-devilish Danfo buses from all major bus routes in Lagos (towards which the LASG/LAMATA has been working with NURTW to train/retrain drivers and conductors). This not only endager the passers-by but also the children in the neighbourhood as they are all also forced to walk in the middle of the road! What if vehicles driving by run into the Stalls erected in the middle of the road and kill someone, who do we blame?
These same Shops located right in themiddle of the road, just dump their Refuse into the gutters that is now concealed behind them, blocking the free flow of water. What is the Lagos State Enviromental Sanitation Agency doing? How come we pay the staff if these two organisations with tax payer's money yet we dont get any benefit from them because they dont do the work they are supposed to do? It seems that Civil Servants are becoming a waste of tax-payer's money nowadays because they dont do their job anymore, either out of fear or out of having been compromised. In the days of Fashola as Governor of Lagos State, you dare not put your wares on the road or throw refuse into the gutters/drainage, there would be some Green Uniform (Environmental) or Brown and Whte Uniform (Health Official) to arrest you and as such, people's behaviour became positively conditioned but Ex.
