The 16mm are for the beams. You don't need 16mm for this staircase and cantilever.

You need details of the beams as well to get the correct quantity of the steel.

Would be 99 x 480 / 289 = 165piece of 12mm.
Then add about 100 pieces of 12mm needed for the beams
So you are looking at 265 lengths of 12mm

The 16mm looks ok because it is for stairway and any cantilever you might have.

The estate is located along a major highway and there are series of building construction works going on there, so it won't be out of place.
