By Dayo Adesulu The dialogue between the Federal Government and the Academic Staff Union of Universities, ASUU, over the ongoing strike has going messier, after the Federal Government yesterday introduced the implementation of ”No work, no pay policy”. The universities lecturers who had vowed never to return to work until demands are met, described the policy of no work, no pay as a threat that could hold no water. Lecturers who spoke to Vanguard posited that the policy was not new to ASUU, adding that it would further emboldened the Union because it had passed through that route before. Reacting to the development, the Director, Distance Learning Centre, University of Ibadan, Professor Oyesoji Aremu said: “ASUU as a Union has passed this route before, so it is not anything strange to its struggle. ” As a matter of fact, it has always emboldened the Union. “I think the Federal Government should have gone pass this threat of ‘No Work no Pay’ to workers while on strike. The question is, is strike not a legitimate instrument on the part of the workers? “And on the ASUU’s struggle, while is the government not addressing the issues? While is the government not sincere enough to address the agreement freely entered to and signed with the Union? “It is about time the Federal Government through its Team understands some principles in collective bargaining with a view to addressing the challenges confronting the university system in Nigeria. The rottenness in the education sector must be halted.” On his part, Professor of Peace and Conflict Studies and the Pioneer Director of the Institute for Peace and Strategic Studies UI, Prof Isaac Olawale Albert said: “It is not good for a person who doesn’t work to be paid. “However, ASUU has no other way of getting this regime, like the past ones, to respect agreements. Our primary and secondary schools collapsed because there was no strong movement such as ASUU to save it. ASUU is altruistic. It is doing whatever it is doing now to protect the credibility of Nigeria’s education.” Speaking in the same vein, Professor Ayodeji Olukoju, University Distinguished Professor, UNILAG said: “No work, no pay” is inapplicable to academic staff. “We still do the backlog of work (teaching & marking, etc.) even after the strike is over. To enforce the rule and expect the gap to be covered will be most unjust. Besides, it will do irreparable damage to industrial relations in the higher education sector.” For the Vice Chancellor of Caleb University, Professor Ayandiji Daniel Aina, suggest that both ASUU and government should exercise caution. He said: ” While ASUU should reconsider the industrial action in the interest of the students and quality education, the government should discuss with them further. Maintaining extreme positions by both parties is counter productive.” Meanwhile, ASUU-Lagos zonal chairman, Professor Olusiji Sowande, while reacting to the ”No work no pay” said: ”The no work no pay policy is not for ASUU because ASUU does more than teaching job. ”We engage in research and other academic activities.” According to him, the Federal Government should have known that this government is not the first to introduce the policy of No work no pay and none had ever worked, adding, ”It may work for lecturers who are suffering, but not us. “I see it as a threat to our agitation for better funding for our education sector. The new policy will further prolong the ongoing strike. Asked when is their next meeting with the government, he said: “Anytime they are ready, we are ready.” You will recall that ASUU commenced the strike November 5 over Federal Government failure to honour its 2009 agreements. Since the commencement of the ongoing strike, FG and ASUU had met three-time without a resolution. He said: “We must not ignite the fire of discord, religious bigotry and ethnicity which will be difficult to put out after the elections have been won and lost. “Peace and peaceful coexistence are certain essential for individual and national progress and we all must work to attain peace in our nation.” President Buhari urged tertiary institutions in the country to intensify efforts on the actualization of the Sustainable Development Goals (SDGs) for economic growth and national development. Pan-Niger Delta Forum, PANDEF, the umbrella body of traditional rulers, leaders and stakeholders of the Niger Delta region has accused the Vice President, Prof Yemi Osinbjo of causing confusion in the Niger Delta region with his purported abandonment of the Strategic Implementation Work Plan, SWIP, for development of the oil and gas-rich region. The group’s delegation led by His Royal Majesty, Diette Spiff and King Jaja of Opobo, stated this in an interactive session with the Senate and House of Representatives Committees on Niger Delta at Abuja. Development partners pick Abia, Edo as best Niger Delta states in planning In a statement that suggested a communication gap between the group and Osinbajo, PANDEF said, “In the meantime, as a distraction, the Vice President’s Office seems to have abandoned the SWIP for what it now calls the New Vision for the Niger Delta.” It regretted that efforts to avoid project duplication and promote concerted development action in the region have failed with the vice president’s new proposal, adding, “All the players in the region (Niger Delta Development Commission, Presidential Amnesty Programme and Hydrocarbon Pollution Remediation Project), are working independently without synergy. Given a background to the establishment of SWIP, PANDEF asserted, “SIWP is conceived in the context of a series of engagements with the stakeholders in the region, including the visit of the Vice President to the region where he made several commitments to come up with a document containing intervention/ measures covering the short and medium term.” “That document, which is the SIWP, partially integrates the 16- point agenda of PANDEF and the government’s 20-point agenda as well as the corporate social responsibility (CSR) initiatives of the oil and gas operators into a coherent development work plan. “Although its objective is to ensure coordinated delivery of the sets of interventions outlined by the various agencies and ministries of government and the oil and gas operators, the region is yet to see it’s take off. “As a result, the deliverables are not there to be monitored, tracked for implementation and reports made on delivery outcomes. The SIWP is envisaged to also assist in mitigating duplication of efforts and promote coherence through commonly agreed sets of objectives and development outcomes for the region. “In view of the above, a team of PANDEF and stakeholders from the region are here to interact with the NASS Committees on the Niger Delta and explore ways in the light of the 16-point agenda o of bringing meaningful development to the region,” they said. The PANDEF statement read: “There was some initial reluctance by us to engage with Strategic Implementation Work Plan, but some argued for the region to test the sincerity of the Federal Government by accepting it, although they knew it was a hurriedly conceived plan for the region. “The confidence that SIWP sought to exude in the beginning by pulling together the Ministry of Niger Delta Affairs, Ministry of Petroleum Resources, Ministry of Environment, Niger Delta Development Commission (NDDC), and Presidential Amnesty Programme, with the support of the Office of the Vice President of the Federal Republic of Nigeria, with stakeholders from the Niger Delta, Oil and Gas companies and other relevant agencies for its conceptualization, seems to have ebbed as we see less and less involvement of high level officials in the affairs of SIWP. “Secondly, the promise to engage the region to incorporate current and relevant project initiatives of the various agencies into the SIWP compact, particularly the host communities’ priorities, is yet to happen. “Thirdly, the identification of a lead Ministries Department and Agencies (MDAs) to give effect to the SIWP has been lacking and therefore, actions, which include the establishment of a system for monitoring and evaluation as well as a joint accountability framework to track implementation, have not happened. “Fourthly, the project activities outlined were to ensure the elimination of project duplication and promote concerted development action in the region. That has not happened as all the players in the region (Niger Delta Development Commission, Presidential Amnesty Programme and Hydrocarbon Pollution Remediation Project), are working independently without synergy. “Fifthly, the Inter-ministerial committee and technical working group on SIWP had since stopped inviting PANDEF to its meetings and as such, report on progress under the plan has not happened. In the meantime, as a distraction, the Vice President’s Office seems to have abandoned Strategic Implementation Work Plan for what it now calls the New Vision for the Niger Delta. “Lastly, the funding of the SIWP under the 2017 and 2018 budgets shows a total lack of serious engagement with SIWP (2017-2019) and therefore a need to re-evaluate the future of SIWP as it enters its third year (which is the end of the short term).” The group suggested: “That before the 2019 budget is presented, the NASS Committees must call for consultations with the Inter-Ministerial Committee and Working Group to establish how far they have gone in terms of implementation of SIWP and what the challenges are. “That if SIWP is to remain a working tool for government and a more effective and holistic regional development strategy, the National Assembly Committees need to invite and engage the Ministries of National Planning & Budget and Finance over the inclusion of SIWP in the Medium-Term Expenditure Framework (MTEF-2017-2019) and Economic Recovery and Growth Plan (ERGP-2017-2020) “That the engagement will be with all the relevant MDAs, particularly the Federal Ministries of National Planning and Budget and Finance to ensure that SIWP is an integral part of the formulation of the 2019 budget. We are of the view that SIWP should be part of the policies that determine the focus of this administration in dealing with the issues of revenue generation and natural resource management. “That there is need to assess the 2017-2018 budget allocations and releases to know if the FG is committed to SIWP and what it has done to reverse some of the unfavorable trends affecting the region. “That there is need to challenge all the MDAs working on the Region on the importance of having a coordinated strategy for bringing about development and reversing many of the negative outcomes of poor governance.” It added, “In conclusion, we have worked hard to achieve the peace in the region, held back the agitation by the youth and ensured the flow of oil, however, the failure to implement the SIWP is in the least a betrayal of trust, a negation of the points canvassed in the 16-point agenda by PANDEF and a challenge to the existing peace in the region.” The group advised, “To sustain that hard-won peace and support for this government, there is need to return to the drawing table and show political will by undertaking a total overhaul of the approach of Federal Government to the political will by undertaking a total overhaul.” https://www.today.ng/news/nigeria/pandef-yemi-osinbajo-frustrating-development-niger-delta-175456/amp?__twitter_impression=true

The presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar, has appointed three youths and a woman as his aides. Atiku’s spokesperson, Paul Ibe, disclosed this in a statement to newsmen on Sunday in Abuja. The new appointees of the former Vice President are: Dr Ahmed Adamu, Special Assistant (Youth and Strategy); Aliyu Bin Abbas, Special Assistant (Youth Support Groups); Phrank Shuaibu, Special Assistant (Public Communications); and Mrs Funmi Lamuye, Special Assistant (South-West). 33-year-old Adamu is an academician, petroleum economist and leadership and development expert, who hails from Katsina State, and a pioneer Global President of Commonwealth Youth Council. He was an international expert at the United Nation’s Global Forum on Youth. He was also ranked among the top 100 most influential young Nigerians by Advance Media Africa. 34-year-old Abbas, an indigene of Borno State, is Director-General of the Atiku Cares Foundation (ACF). ACF is a philanthropic platform of the former Vice President for humanitarian interventions to vulnerable persons and communities. “ACF has under the leadership of Abbas, made great impact in bringing succor to the most vulnerable around the country, especially in the Northeast zone,’’ he said. Ibe said Shuaibu, 43, a publicist and public communications consultant hails from Kogi. He also said Lamuye, a lawyer and philanthropist, was the founder of Prince Alade Lamuye Foundation (PALF), a vehicle she had used to impact on the lives of the widows in her state, Osun. “She was until recently a member of the National Assembly Service Commission,’’ Ibe said. The governorship candidate of the Peoples Democratic Party in Lagos State, Mr. Jimi Agbaje, has petitioned the state Commissioner of Police, Edgal Imohimi, over his torn campaign billboards. Agbaje had posted a video of the torn billboards on social media on Saturday, lamenting lack of a level playing ground for candidates in the state. He was said to have also petitioned the police over the matter. The police spokesperson, CSP Chike Oti, who confirmed the PDP candidate’s petition, said there was no way the command could deploy policemen to monitor all campaign materials in the state. He noted that the command would rather adopt the ‘Aberdeen System.’ Oti, who released a statement on the incident, said the CP had decided to invite the Independent National Electoral Commission, party candidates and chairmen for a meeting. He said, “The Commissioner of Police, Lagos State, CP Edgal Imohimi, this December 1, 2018, around 9:15am, received a complaint from the governorship candidate of the Peoples Democratic Party in Lagos, Mr. Jimi Agbaje, to the effect that his campaign boards were vandalised and removed by unknown persons. The complainant went further to post his concern on the social media alleging the vandalisation and removal of the aforementioned items. “To this end, the CP directed the Deputy Commissioner of Police in charge of the State Criminal Investigation and Intelligence Department, Panti, Yaba, to set up a monitoring team comprising the command’s Riders Unit, to daily monitor and arrest anybody seen vandalising or defacing campaign posters or boards. “In addition, the Commissioner of Police has directed that invitation letters be sent to state chairmen of all political parties in the state, their candidates, the INEC and other stakeholders for a meeting scheduled to hold on Wednesday, December 5, 2018, at 11am, at the Police Officers’ Mess, GRA, Ikeja. “This is to further drive home the fact that there is no alternative to peace and the need for all political parties, their candidates and supporters to shun acts capable of breaching public peace. President Muhammadu Buhari will leave Abuja on Saturday for Katowice, Poland, to attend the 24th session of the Climate Change Conference known as the Parties (COP24). Femi Adesina, presidential spokesman, announced this in a statement on Friday. The statement said COP24, under the UN Framework Convention on Climate Change (UNFCCC), would hold from December 2 to December 4. During the summit, Buhari will deliver a national statement highlighting Nigeria’s commitment to addressing climate change by implementing the goals set out in its national determined contributions. “President Buhari will continue to champion these pressing issues at COP24 in Katowice, among others, as well as reiterate Nigeria’s position on the need for African countries to access financial resources, especially the Green Climate Fund to draw up climate change adaptation policies and actions for implementation,” the statement read. “The Nigerian delegation will also showcase the policy measures and actions of the Federal Government at ensuring environmental sustainability and effectively combating climate change through several side events within the Nigerian pavilion. “While in Poland, President Buhari will hold an interactive session with the Nigerian community in that country. “The Nigerian leader is also scheduled to hold bilateral meetings with the President of Poland, Andrzej Duda and Prime Minister Mateusz Morawiecki.” The president will be accompanied by Ifeanyi Ugwuanyi, governor of Enugu state; Yahaya Bello, governor of Kogi state and Abubakar Bello, governor of Niger state. Former President Goodluck Jonathan says he cannot take responsibility for the kidnap of 276 students from Government Girls Secondary School, Chibok, Borno state, in 2014. Jonathan had been accused of not doing enough to secure the release of the students. But speaking in an interview with BBC, the former president said Boko Haram should be blamed for the abduction which sparked global outrage. “I cannot take responsibility for the abduction; I don’t control Boko Haram. They are criminals,” he said. “But as a president, of course you know it is not the president that goes to the field. You have security and intelligence officers that do the work. “Let me admit that yes, maybe they did their best but their best was not good enough for us to recover the girls. That I cannot say I am right or I am wrong. That does not mean I am trying to remove myself from any blame. “I may not be blamed for the action but I could be blamed that my security intelligence system was not strong enough to rescue the girls. If I as a politician could tell the whole world that my political ambition for any office is not worth the blood of a single Nigerian, how would I be happy that girls have been kidnapped? I am not that kind of character.” The former president also accused the government of the US at the time of politicising the Chibok issue. He wondered why Michelle Obama, first lady of the US carried a ‘Bring Back Our Girls’ placard. “Immediately the Chibok issue came up, we expected Nigerians to be concerned about how to get these girls out,” he said. “Within a couple of days, we saw people going to the US with ‘Bring Back Our Girls’ placards. How? Why? As an international police communications system that connects law enforcement operatives in all member nations, the MoU, I-24/7 enables users share sensitive and urgent information with their counterparts globally at all times, PR Nigeria reports. During the reception of the delegations led by the INTERPOL commissioner, Shola Subair, at the EFCC headquarters in Jabi, Abuja, the acting chairman of the anti-graft agency, Ibrahim Magu, expressed his appreciation for the initiative. Magu added that the move will help in checkmating fraudulent activities throughout the world generally and in Nigeria particularly. The EFCC's boss also said the MoU will create a greater technical team work and allow the agency to be connected to the 194 member countries of the organisation. He stressed the need for EFCC staff to take the interpol as their model. The Peoples Democratic Party (PDP) Presidential Candidate, Atiku Abubakar, says he is convinced beyond any doubt that 2019 elections will be a victory walk for the PDP. Abubakar said this during the party’s National Executive Committee (NEC) meeting on Thursday in Abuja. He said that going by the momentum the party had gathered through its transparent primaries and the people working together, victory was awaiting the party. He urged the leadership of the party to build on the momentum from its National Convention and the just concluded primaries. President Muhammadu Buhari has approved the issuance of operating licences to 213 new public and private broadcasting outfits in the country. Director-General of National Broadcasting Commission (NBC) Ishaq Modibbo-Kawu disclosed this on Tuesday in Port Harcourt at the opening of the 71st General Assembly of Broadcasting Organisations of Nigeria (BON). Giving the breakdown, Modibbo-Kawu said that the president approved 147 new FM radio licences; 23 DTT Television licences, three new national radio network licences and two national television licences. He said the commission had also received presidential approval for 16 campus radio stations; 24 community broadcasters and three public organisations FM licences. The Director-General said that the total of 213 licences were the single largest number of stations ever licensed at any point in Nigerian broadcasting history. He reiterated the importance of BON as the umbrella body for all the broadcasting outfits in the country. "Our industry is opening up and the importance of broadcasting will become greater as a contributor to the economic fortunes. “It is also a platform of molding the values of national development,” he said. The NBC boss raised concerns over the spiking of hate and dangerous speech, that was freely broadcast on leading television networks. He said the NBC commissioned a major study of Hate and Dangerous Speech in Nigerian broadcasting, using the 2015 general elections as a case study. “The Validation Report from that study has been presented in Kano; Enugu and Sokoto. “We will similarly present the report very soon in Lagos and at a big national gathering of broadcasters and other national institutions in Abuja. “The NBC has also gathered a lot of experience from elections in Anambra; Ekiti and Osun states,” he said. Modibbo Kawu cautioned that as the country entered the season of heightened political activities, en route the 2019 general elections, NBC would not hesitate to sanction erring stations. “For us at the NBC, we cannot be responsible for the statements that politicians make. “It is important to remind the broadcasting outfits in BON, that you would be liable for any violations of the Nigeria Broadcasting Code by the politicians that you broadcast live during political rallies. “So, it is your responsibility, not just to collect those huge sums politicians are willing to pay; but you must make them remember the liability you carry for decency in what comes out on radio and television. http://dailypost.ng/2018/11/27/buhari-approves-213-new-broadcasting-licences/

10. Svalbard Global Seed Vault, Spitsbergen, Norway: Granted, it’s not very likely that you’ll ever make it to the small Norwegian island of Spitsbergen, about 810 miles from the North Pole. But if you do, the Svalbard Global Seed Vault is definitely off limits. Deep inside a mountain and earthquake proof, this is where the world’s most prized crops are stored. Since 2008, almost every country in the world has entrusted the seed vault with specimens totaling more than 865,000 different samples, out of which 150,000 are rice alone. The facility on Spitsbergen serves as a backup to the more than 1,700 genebanks worldwide, ensuring against man-made or natural disasters. As the seed vault in Norway acts as a copy, no access is granted to researchers, scientists or breeders. No Nigerian has been here!

9. Coca-Cola Vault, Georgia, US: Till date, No one knows for sure the secret formula involved in the production of Coca Cola, or Coke as known by most Nigerians. The legendary secret formula for Coca Cola, one of the world’s most highly regarded trade secrets, is kept in the Coca-Cola Vault in the World of Coca-Cola Museum in Atlanta, Georgia. A very closely guarded and best-kept secret, the formula for Coca Cola represents over 125 years of history, special moments, memories, and the timeless appeal associated with the iconic beverage. No Nigerian has successfully entered if not, we would have been the world’s largest manufacturer of the well relished drink.

8. Room 39, North Korea: Room 39 is a secret organization associated with the dynasty of the North Korean dictators, the Kim family. The department is believed to finance the family and top party officials with business ventures some legitimate and some not that include counterfeiting and drug-smuggling. The actual Room 39 is thought to be located inside a ruling Workers’ Party building in the capital city of Pyongyang. No Nigerian has visited this secret room.

7. Vatican Secret Archives, Vatican: Many Nigerians are catholics; but none has been allowed to visit the Vatican secret archives. These archives Contain important state papers, correspondence, papal account books, and many other significant documents which the church has accumulated over the centuries, the Vatican Secret Archives are among the most forbidden places in the world. In fact, it was not until 1881 when Pope Leo XIII finally allowed at least some researchers to view some of the contents. These days, only highly qualified scholars may apply for entry. Even then, there are very strict limitations to what accepted scholars can actually view.

6. Qin Shi Huang, Xian China: Buried under a 250ft high hill, the tomb of China’s first emperor Qin Shi Huang, who died in 210 B.C., remains a mystery. The 1974 massive discovery of the life-size terracotta warrior army is one of the greatest archaeological finds of all times and lead to more than four decades of excavations. The grave of the emperor they are guarding and an estimated 6,000-8,000 additional warriors have remained undisturbed for more than two millennia. It is not likely that the tomb will be opened anytime soon, neither for scientists nor tourists. From booby traps mentioned in ancient literature to the large scale of the underground palace itself, it appears that no technology worldwide is ready to deal safely with the excavation. No Nigerian has been here.

5. Area 51, Nevada USA: Theorists and conspirators have numerous tales to tell about this place. Most notable of all, is that it is a base for aliens and UFO sightings! weird right? Area 51 is arguably one of the most secretive places on earth. Also known as Groom Lake, the United States Air Force base’s purpose remains unknown to the public, leading to wild speculations and conspiracy theories. It is commonly thought that top-secret aircraft and weapons technologies have been developed and tested in Area 51 since the facility was established by the Central Intelligence Agency (CIA) in 1955. Others believe the area is home to numerous UFOs(unidentified flying objects) and that aliens are being held captive there! Although Area 51 was never declared a secret base, it took until 2005 for the U.S. government to publicly acknowledge its existence. Access to the area around Groom Lake, is controlled by vigilant surveillance and motion sensors, and is off-limits to civilians and the airspace above is a no-fly zone for commercial aircraft.

4. Lascaux Caves, France: Recall what you learnt in history class about historic painting in france by the early men during the paleolithic age. These caves are highly secured due to the valuable prehistoric paintings they contain. These cave paintings have been traced back to 20,000 years ago! Sadly, the caves have been banned to the public since 1963, as they have been invaded by fungi and black mold, both detrimental to human health. Plus, human presence is considered destructive to the works of art. No Nigerian has been there.

3. Snake Island, Brazil: Here in Nigeria, people eat snakes; and it is a popular delicacy especially among the locals. However snake island is a place no Nigerian wants to visit. This Brazilian island is home to thousands of highly venomus snakes. Ilha da Queimada Grande, also nicknamed Snake Island, is the only home to thousands of highly venomous golden lancehead pit vipers. The island is located about 90 miles offshore and access is strictly controlled by the Brazilian government. Experts’ estimates claim that there is one snake for every three square feet in some spots. Annual visits by the navy to look after the lighthouse are always conducted with a doctor present as bites can cause internal bleeding, kidney failure, and death. Although the snakes are dangerous, the real reason the island is closed to the public is to protect the critically endangered snakes from poaching. No Nigerian even wants to be here.

2. North Sentinel Island, India: This island is known to be a very creepy place. Thanks to the hostile natives who have resisted any form of civilization and till this day, they remain primitive. The North Sentinel Island is one of the Andaman Islands that politically belong to India. The island is known for picturesque pristine beaches and stunning nature. However, the native tribes are extremely hostile and violent toward any outsiders. They reject any contact with other people and have been even known to kill several intruders. No wonder the access to the island is strictly forbidden. Just last week, a missionary John Allen Chau, broke rules, and tried to reach out to the sentinelese; he was killed. So far, no known Nigerian has been there. Life is precious.

Travelling is no doubt fun. If you are a thriller seeker, traveling to far away places is indeed the energy that drives excitement. There are places however that do not entertain much visitors. Some of these places are extremely remote while some accommodate the “permitted” Nigerians are known to travel a lot; this is exceptionally true for the rich and wealthy, no doubt, majority of Nigerians cannot afford a trip abroad. I have done my research and here are ten places no Nigerian has ever been to by Factboyz 1. Space: As of June 17, 2018, a total of 561 people have gone to space. As of November 6, 2013, a total of 536 people from over 40 countries have gone into space according to the FAI (Fédération aéronautique internationale) guideline. 62% of the world’s space travelers, represented by 335 individuals, have come from the United States. USA and USSR or Russia were the major countries who have contributed in space work since the beginning years. Later, it was followed by many other countries, both developed and developing such as Germany, China, Japan, Canada, France, Italy and more. Unfortunately or rather should we say unluckily for Nigeria, no Nigerian has been to space. You could be the first to be there; but you got a lot of studying to do!

Vice President, Prof. Yemi Osinbajo, says over N600 billion has s far been allocated to the education sector in 2018. Osinbajo disclosed this at the opening ceremony of a two-day Stakeholders’ Workshop on Sustainable Funding for Education in Nigeria held on Tuesday at the Presidential Villa Banquet Hall, Abuja. The workshop was organised by Federal Ministry of Education in collaboration with Federal Ministry of Finance. He said that in spite of the difficult economic situation when the President Muhammadu Buhari’s administration came on board, the Federal Government made sure that funding of education was not neglected. “We were able to increase capital allocation to education; for instance, in the Federal Budget, capital allocation was increased from N23.53 billion in 2015 when we came–that was the allocation. “In the budget that we did, we took up the capital allocation to N35.99 billion in 2016. “Then in 2017, we took it to up to N56. 81bn and this year, the current capital budget on education is N102.9 billion. “So, this shows substantial increase in education budget; in addition, there is the UBEC funding which in 2018 amounted to N109.86 billion. “In fact, if you include the recurrent budget, the amount allocated to education by the Federal Government this year is more than N600 billion.’’ Represented by the Minister of Budget and National Planning, Sen. Udo Udoma, Osinbajo said that additional funds were also made available through the Tertiary Education Trust Fund (TETFUND). He said, however, that the amounts were still insufficient to provide the high quality education which the administration was determined to give to all Nigerians; hence the importance of the stakeholders workshop. Osinbajo said that stakeholders must seek ways of increasing funding to education from all the tiers of government–the Federal Government, State and Local Governments. “ While government funding is important and critical, it is not the only source of funding for education. “There are two broad sources of funding for education-the most important are the grants from governments at all levels; that is the Federal and State and Local Governments in the form of capital budgets, recurrent budget and special allocation. “The second source of funding are from non-governmental sources—these include contributions from sources such as school charges, private donations, corporate sponsors, alumni associations, charitable and faith-based associations and among others,’’ he said. He said the workshop was expected to come with innovative ways by which increased funding of education could be achieved from all possible sources including any additional sources they could identify outside the aforementioned. On his part, the Minister of Education, Malam Adamu Adamu, said that funding education was a very crucial issue; hence the importance attached to the workshop. According to him, funding is key to the delivery of qualitative education which is the foundation for national growth and sustainable development. He said that upon his appointment, he met a lot of challenges in the basic, secondary and tertiary education as well as teachers’ professional development, technical education, access and quality of education. Adamu said that against the foregoing, the ministry proposed the Ministerial Strategic Plan for Education hinged on ten pillars. He listed the pillars as -Out of School Children, Youth and Adult Literacy, Teacher Education, Basic Education, Curriculum Matters, Tertiary Education, Education Data and planning. Others are- Technical and Vocation Education and Training, Information and Communication Technology in Education and Library Services. He said that increased funding of education had facilitated access to tertiary education in Nigeria but posed a huge financial burden on the funding of public institutions. Governor Umaru Tanko Al-Makura of Nasarawa State has sent the names of 11 nominees to the state House of Assembly for confirmation as commissioners and members of the state executive council. Alhaji Ibrahim Balarabe-Abdullah, the Speaker of the House announced this after the Majority Leader of the House, Tanko Tunga (APC-Awe North) read the t letter to that effect during the House proceeding in Lafia on Tuesday. The Nation reports that the 11 nominees are: Hajiya Halima Jabiru, Salisu Abubakar Haske, Pham.Victor Tella, Musa Suleiman, Hajiya Jamila Sarki , Dr Roseline Kera, Hajiya Sa’adatu Yahaya, Hudu Yamba, Dr. Clement Ehemba and Mohamed Bashir Aliyu. Former Oyo State Governor Rashidi Ladoja is currently testifying at the Federal High Court, Lagos. The former governor is standing trial on an 8 count charge alongside Waheed Akanbi, who served under him as the Oyo State Commissioner for Finance. In the charges, Ladoja and Akanbi were accused of converting a sum of N1,932,940,032.48 belonging to Oyo State to their personal own, using a Guaranty Trust Bank account of a company, Heritage Apartments Limited. The EFCC claimed that they retained the money sometime in 2007, despite their knowledge that it was proceeds of a criminal conduct. In another instance, Ladoja was accused of removing a sum of £600,000 from the state coffers in 2007 and sent it to Bimpe Ladoja, who was at the time in London. The former governor was also accused of converting a sum of N42m belonging to the state to his own and subsequently used it to purchase an armoured Land Cruiser jeep. He was also accused of converting a sum of N728,600,000 and another N77,850,000 at separate times in 2007 to his own. The EFCC claimed that Ladoja transferred the N77, 850,000 to one Bistrum Investments, which he nominated to help him purchase a property named Quarter 361, Ibadan, Oyo State. By Yinusa Ishola Five members of the All Progressives Congress (APC) were confirmed dead in a ghastly motor accident a few meters to Oke-Onigbin, a Kwara suburb, on the Omu-Aran-Ilorin highway on Sunday. The News Agency of Nigeria (NAN) gathered that the APC members and some party executives of Irepodun Local Government Area of the state were on their way to Oro for a rally. NAN gathered that the rally in Oro, the hometown of the Minister of Information and Culture, Alhaji Lai Mohammed, was meant to celebrate the outcome of Saturday’s bye-election which the party’s candidate, Raheem Olawuyi. The vehicles conveying the party members, a Nissan Previa with registration number BU 383 ABJ and Mazda 323 number FKJ 169 AN, were said to have had a head-on collision with a Nissan Murano Jeep marked KJA 905 CV at about 4:30 pm. One of the party members was said to have died instantly following the impact of the crash while others were rushed to Adeyemo and Ajisafe hospitals in Omu-Aran. The other four victims were said to have died in the hospital while those who sustained injuries, among them the party’s Chairman in the council, Hon. Yemi Aransiola, were being treated. An eyewitness, Kunle Azeez, said the driver of the jeep survived. Azeez told NAN that the jeep had overtaken a trailer while on top speed before the head-on-collision with the cars conveying the party members. A NAN correspondent, who visited the hospitals on Monday, reports that the party ’s stalwarts were seen making frantic efforts to receive the corpse of the victims for burial at their respective communities. Mr Tyia Asagun, an official of the Federal Road Safety Commission, Omu-Aran Unit Command, who claimed to have coordinated the accident rescue efforts, told NAN that the cause of the accident was still being investigated. He, however, said that over speeding and dangerous driving were suspected to have played major roles in the accident. Asagun said the command, after the rescue efforts, had handed over the accident case to Oke-Onigbin Police Division located a few meters from the accident scene.
