Minister of Labour and Employment, Chris Ngige says there will be consequences if the striking Academic Staff Union of Universities (ASUU) refuse government’s overture to return to the negotiating table. Ngige disclosed this on Sunday in a statement signed by his media aide, Emmanuel Nzomiwu, in Enugu. The statement said Ngige spoke in his hometown Alor, Anambra, where he donated palliative worth N15 million to vulnerable households to cushion COVID-19 effects. Also, COVID-19: Students beg FG to reopen schools. He said that the Federal Government could activate relevant labour laws to deal with the situation. He said that the law permits the Federal Government to approach the National Arbitration Panel (NAP) and even the National Industrial Court (NIC). The minister said that the ASUU strike was all about the disagreement on the Integrated Payroll and Personnel Information System (IPPIS). “Any other reason given by ASUU is an alibi. I invited ASUU for a zoom meeting in compliance with COVID-19 guidelines, but they insisted on meeting me face to face. “We have labour laws and hierarchy of arbitration. There is the NAP and NIC. If I am tired, I can refer it there. “So the better thing is for them to come and negotiate on firsthand basis where we are not bringing an external arbitrator,” he said. According to him, ASUU as an employee lacks the right to dictate to the Federal Government on how to receive wages. “The important thing is for your salaries and wages to come to you. As a workman, you receive your pay as compensation for services rendered. So, that is on the statute everywhere,” he said. Ngige said that some of the people drawing salaries from the Federal Government coffers were ghost workers. He said that there had been a shortfall in tax returns by the various universities over time which accumulated to over N800 billion. He said that the Joint Tax Board (JTB) had penalised the Federal Government for nonremitance of the monies to the benefiting state governments. The minister said that it was sad that ASUU had been uncompromising in the dispute. “We had discussions and they said some of the agreements we had in Memorandum of Action 2019, were not implemented vigorously. “We agreed that they will be paid N25billion for their earned academic allowances and another N25billion for revitalisation of university system. “The Federal Government paid the first tranche of N50 billion and N25 billion. Thereafter, there was the issue of National Minimum Wage and its consequential adjustment,” he said. He said that the Federal Government spent N160 billion in the process. Ngige said that the Federal Government could not pay ASUU the next tranche of N25 billion in October last year. “They said there is a breach. We said we are owing. That we can pay it. Close to 85, 000 museums around the globe will suffer from COVID-19 pandemic, challenge experts have said.On the occasion of International Museum Day, two studies by UNESCO and the International Council of Museums (ICOM) confirm that museums have been especially affected by the COVID-19 pandemic, with nearly 90 per cent of them, or more than 85,000 institutions, having closed their doors for varying lengths of time during the crisis. Furthermore, in Africa and the Small Island Developing States (SIDS), only five per cent of museums were able to offer online content to their audiences. Nearly 13 per cent of museums around the world may never reopen. As a result of the COVID-19 pandemic, across the world, most cultural institutions had been indefinitely closed (or at least with their services radically curtailed). These include libraries, archives, museums, film and television productions, theatre and orchestra performances, concert tours, zoos, as well as music- and arts-festivals. Also art exhibitions, events and performances were cancelled or postponed. To this end, many individuals across the sector have become temporarily or permanently out of contracts or employment.The two studies, involving member states and museum professionals, were aimed at assessing the impact of COVID-19 on museums and museum institutions. They also aimed to find out how the sector had adapted to the pandemic and explore ways to support institutions in its aftermath. The study conducted by ICOM highlights the fact that museums that have been deprived of their visitors will face a decrease in their income. Professions related to museums, their operations and their outreach could also be seriously affected. “We are fully aware of and confident in the tenacity of museum professionals to meet the challenges posed by the COVID-19 pandemic,” said ICOM President Suay Aksoy. “However, the museum field cannot survive on its own without the support of the public and private sectors. It is imperative to raise emergency relief funds and to put in place policies to protect professionals and self-employed workers on precarious contracts.” Although, there are about 50 government owned museum stations across the country, and a large number of private, community and palace museums in various states of the federation, fully operational or in various stages of development, their impacts are hardly felt. Museums are success stories in Europe and America. They play a leading role in the success of the tourism of these countries, attracting millions of international and domestic visitors. They showcase the best of their nation’s history and culture to the widest possible audiences and captivate visitors with objects that tell stories of the world. It is not surprising that museums in Europe and America now make millions of euros and dollars yearly, either through admission charges and or sales of books, pamphlets, paintings, casts and other souvenirs. However, this boom has not translated into an increase in the visitor base nor is there a diversification of the traditional visitor profile (marked by high income and a high level of education). Among crucial contents of tourism is museum-visiting culture and many states of the federation have facilities owned by the Federal Government and managed by the National Commission for Museums and Monuments (NNCM) that can attract visitors. However, an inventory of Nigerian museums today will reveal a sad and painful treatment of the country’s historical monuments and heritage. Among the priorities indicated by states in their responses to the UNESCO study are capacity building, social protection of museum staff, digitisation and inventorying of collections, development of online content, technical assistance and the equipment of conservation laboratories, all of which require the mobilisation of resources. It should be noted that the number of museums worldwide has increased by almost 60 per cent since 2012 to some 95,000 institutions, according to the UNESCO study. This increase demonstrates the important place that the sector has taken in national cultural policies over the past decade. Every May 18, since 1977, the global museum community has always celebrated the International Museum Day. This year, the celebration was marked in the most exceptional circumstances since its establishment. According to Aksoy, “it seems like a strange time to celebrate, as thousands of museums remain closed and the uncertainty of what will happen in the coming months overwhelms our thoughts. Yet it is precisely now that we need to spread the message of the International Museum Day.” This global celebration was created with a clear objective: to promote museums as an important means for the development of mutual understanding, cooperation and peace among peoples. With the theme Museums for Equality: Diversity and Inclusion, “International Museum Day 2020 aims to become a rallying point for both museums and civil society in general, because this day is not only about museums: it is a celebration of every single person who makes them the places of wonder that they are. It is about wide-eyed schoolchildren, passionate curators, art enthusiasts, and dedicated security people, occasional visitors. It is about our natural heritage and its outstanding biodiversity. It is about our common memory and the diversity that unites us in our differences,” said Aksoy. “Museums play a fundamental role in the resilience of societies. Cross River State Governor, Ben Ayade, burst into tears on Thursday as he decried the tax burden on low-income earners in the state. “This is not Ben Ayade, this is not my nature,” the Governor said. “I am not wired for this insensitivity to a weaker person. I never knew that five years into office as Governor, I will still find someone living in a thatched house in Cross River.” The Governor went on to inaugurate an anti-tax agency designed to abolish payment of taxes by low-income earners. The move is part of the state’s COVID-19 palliative measures. Ayade added that the tax exemption is aimed at encouraging small and medium scale businesses, peasant farmers, commercial transport operators, food vendors, hotels with less than 50 rooms, and all those struggling to earn a living in order to expand and create a livelihood for their families. Speaking at the Government House in Calabar on Thursday, Ayade frowned at the activities of illegal tax consultants who extort money from the poor and vulnerable, a practice he says discourages the establishment and expansion of infant industries. Governor Ayade said he is not interested in generating income from all sources as he further charged the members of the newly inaugurated Agency, who are all religious leaders, to take their assignment seriously by vindicating the poor and Vulnerable from paying tax. Caretaker committee of Nigerian Union of Journalist, NUJ, Enugu Council on Tuesday lauded the palliatives measure of Gov Ifeanyi Ugwuanyi in sustaining the citizens and journalists during this COVID-19 lockdown. Caretaker chairman of the Enugu Council of NUJ Comrade Chinedu Adonu has dismissed claims by the former chairman Rex Arum that government palliatives was rejected by journalists. Adonu who addressed the media said the sharing formular between the identified factions was the problem as the former chairman who is still parading himself wanted more of the palliatives. "He even told the government team that journalists would kill themselves if the sharing formular was not as he suggested. "How can the same man who openly announced that he was the one that applied to government for the palliatives turn around to say he rejected the government gesture. "When the deadlock could not be resolved the government had no option but return the items pending the resolution of the impasse. "The NUJ matter which has to do with education qualification is in court and the State Executive Council, SEC, in line with the NUJ constitution elected a caretaker which I am heading." The NUJ chairman expressed gratitude to the state government for the gesture and apologized for the deadlock between the factions. The crisis engulfing the Enugu State Council of the Nigeria Union of Journalists (NUJ) on Saturday took a new dimension when journalists insisted that the imposed chairman, Rex Arum, should not receive the COVID-19 pallatives on their behalf. Trouble started when the aggrieved journalists led by the Vice President of NUJ, Zone C, Comrade Petrus Obi, advised the State Commissioner for Information, Chidi Aroh, to distribute the pallatives on individual basis, alleging that Arum infiltrated the union with miscreants. But not for the quick intervention of the Information Commissioner, the the squabble at NUJ Press Center would have escalated as the faction led by Arum threatened fire and brime stone if the pallatives were not given to him and his acolytes. To stem the ugly situation, the Commissioner after due consultation from the warring factions ordered for the return of the pallatives pending when the journalists reconcile their differences. In an interview NUJ Vice President, South East, Prince Petrus Obi said, “I am surprised that some people are blaming government for the crisis in NUJ. Did Government tell anyone not to go to school? “The problem in NUJ which journalists displayed today is an attempt by Chris Isiguzo, the embattled President of NUJ to impose an illiterate on Enugu State NUJ council. “Rex did not go to school. He therefore lacks the requisite requirement prescribed by the NUJ constitution to lead journalists and journalists in Enugu has said no. “The impasse on the state council election in 2019 prompted the setting up of a caretaker committee in line with the NUJ constitution headed by an acting chairman Comrade Chinedu Adonu. “Today, the Enugu State government in its magnanimity delivered a truck load of palliatives to journalists and they refused Rex to collect it on their behalf. “He (Rex) also refused the palliatives to be shared on individual basis having gathered his likes, non journalists. “He (Rex) even threatened the Government team lead by the commissioner of information that blood will flow at the press centre if the distribution proceeded. ‘To avoid such situation, government in its wisdom returned the palliatives to the government house. PRESS STATEMENT OF SAINT MIENPAMO ONISTHA ON MY DETENTION BY THE DEPARTMENT OF STATE SECURITY 12th Day of May, 2020 Good morning, distinguished ladies and gentlemen of the press, I am Saint Mienpamo Onitsha, the CEO of Naijalive TV. I am aware that there have been different stories flying the cyberspace concerning my suspected abduction. I am making this press statement to put the record straight about what happened. 1. It all happened on the 9th day of May, 2020. I was lying on my bed, sleeping, when at about 1:00 am, operatives of the Department of State Security broke into my house. I opened my eyes, and realized that l was at gun point. They were four of them in number who entered my room. It was a sting operation. The men were fully masked, and at that point, I knew I was in for it. Why have these men come after me, I thought? Initially, I felt they were kidnappers or some gently men of the high way. One of them then said to me: “Keep your head down.” For fear of my life, l didn’t say any word in response. But before they went out with me, they opened the room of my children. On seeing that, l told them that l have a daughter who is an epileptic patient, and that, she might collapse if she behold the ugly scene. They listened and closed the door. Thereafter, they took me out blindfolded. I was put inside a vehicle and then they drove off. Later, the car stopped. They all came down of the car, and I was alone in the car for after about one hour tweny minutes or so. l was still in the car, l observed that they put on the air conditioner in the car. As a result of the cold atmosphere, l started freezing. 2. After a while, they started driving again, after which they stopped. Thereafter, they asked me to come down which l did. l was asked to stand somewhere. l stood there for about 30 minutes after which they asked me to stand between two cars. After that, they removed the blindfold and took photo shot- of me. Then, they put the blindfold on me again, and then took me to the place l was previously standing. It was after this, that they took me to a cell in the Department of State Security. It was a gruesome site to behold as the cell was filled with cockroaches, and perhaps, other kinds of insects I can’t really describe with words of the mouth. This should be about 3:00 am to 4:00 am in the morning. 3. In the cell, there was just one small foam. The room was very dark and scary. It was like my world has come to an end. It was horrible because even at that point, no one has told me the reason for my arrest. At about 7:00 am to 8:00 am, they took me to another cell filled with mosquitoes. l was heavily bitten by the hungry insects. Within this period, I have not eaten anything. 4. On several occasions I asked them to tell me the reason for my arrest, but no answer was given. l was not shown anything as reason for my arrest, not even a petition. That same Sunday evening, l was taken to an office on handcuffs and still blindfolded. Not only were my hands in shackles, my legs were also in shackles. Then, about four officers started interviewing me. l was asked an unexpected question: What did you post about government? 5. At this point, I became aware that my detention was connected to the government. They asked me what l knew about the Bayelsa State Tribunal matter against the Deputy Governor of Bayelsa State. l replied by telling them about the news concerning the Tribunal as it deals with the Deputy Governor. They quizzed me further by asking me how I got to know about the subpoena. They wanted to know who gave me the subpoena. I replied them, telling them that the subpoena is a public document which anyone can get access to. I also told them that I got a soft copy of the served subpoena from a reliable source. It was obvious at this point that, my arrest is connected to the Tribunal matter. 6. When they asked me about the suspected impeachment issue of the Deputy Governor, l replied by telling them that l made publications concerning individuals’ reactions to it, and that, their reactions were basically statements that were issued by the persons involved. 7. After these explanations they asked me to stand up. They then took some shots of me. They took my face shot, back shot, and then sides-shots. They also captured my thumbprints. Afterward, they took down record of my profile, after which we returned to the interview session. It was a whole drama. 8. They continued by asking me a question concerning the Kogi isolation centre publication which l made. I then brought out the publication from my blog site; Naijalivetvv.com and showed them. l maintained that l got those details from the reactions of some persons from social media. They saw it and confirmed it. Within this period, several calls were made by the DSS operatives while the interview was ongoing. 9. After the interview ended, l was asked to give my statement. I started responding to the questions they asked me. Though the questions were basically about the Kogi matter, it was more like a dictation; that is, they were dictating to me how to pen down my statement. I was not given the opportunity to express myself freely even though I could write on my own. I was under immense pressure. 10. Minutes after, l was taken to the cell. I was bitten by very big mosquitoes continually. The bites affected me so much -- my health was also affected. I couldn’t sleep. 11. About 7: 00pm, on Monday, the 11th day of May, 2020, l was told that l am going to meet the DSS Director. 12. On Tuesday, the 12th day of May, 2020, l was taken to meet somebody who l suspected to be the Director. I was asked almost the same questions about the Bayelsa matter, and I furnished the answers I had earlier given. After that, I was taken to another room. I was brought out later again. When I came out, l saw Ovieteme George of TVC News and a Leadership News Correspondence. Without my consent, they started taking photos of me as if I was one petty criminal. What could I say? I was a man under pressure. I just watched them as they were doing what they were doing. The whole scene was tensed. I was told by one of the operatives of the DSS to apologize to the State government, that, the apology was aimed at gaining my freedom. Enough pressure was mounted on me to apologize. 13. The said Director stated that the media personnel should record that l am a serial fake news carrier and that, l will be prosecuted -- the so-called Director asked the media not to capture his face. 14. After that, the media men covered me, they asked me if l was kidnapped, l said no, and that l was detained by the DSS. I told them that l have no issue with the Bayelsa state government. I also repeated my stand on the Kogi and Bayelsa State matter which l published. I then apologized to the Bayelsa State Government as I was under pressure to do so. I will like to state these points: i. No Petition was given to me, as formal complaint against me. ii. The DSS operatives where so keen on their questions concerning the Tribunal matter already in court. iii. I did not post any fake news as was alleged. iv. The so-called apology was not my making as I was asked to do so under duress. Thank you all for listening. Truth is indeed power. …Exposes Plot to Fritter N13.5 billion …Says Using Children to Steal Is Sacrilegious The Peoples Democratic Party (PDP) says the school feeding claims by the Federal Government, even when schools are shut due to Covid-19 pandemic, is a huge scam and a scheme by corrupt All Progressives Congress (APC) leaders and some officials in the Buhari Presidency to siphon a targeted N13.5 billion public funds to finance their wasteful lifestyle. The party describes the use of innocent school children as cover to steal and funnel not less than N679 million daily to private purses as sacrilegious, wicked and completely unpardonable. While it is clear that the APC-led administration’s school feeding programme had always been a scam, the claims to feed school children even when schools are closed is a collosal racketeering taken too far. This goes to further expose that stealing and corruption are deeply engrained in the DNA of the APC and its administration. While the PDP has nothing against any transparent effort to provide succor to Nigerians, particularly our children, at this critical time, our party rejects the on-going fraud in which school children, who are in their respective homes, bearing the brunt of the failures of the APC administration, are being used as metaphors to divert public funds to a few corrupt individuals in the Buhari Presidency. Nigerians are witnesses to how the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Umar Farouq, had always stammered, makes conflicting pronouncements and points to Mr. President’s speech as a cover each time Nigerians demand for details of her humongous spending. The minister had failed to provide details of how she intends to reach the 9.7 million school children, who are now in their homes in different locations since the closure of schools, even as officials continue to muddle up required documentations in a bid to cover their tracks. Nigerians are invited to note how the minister contradicted herself in claiming that the food would be shared door-to door and in the same breath, averred that vouchers would be allocated at specific collection times to “avoid overcrowding”. Such contradiction only betrays an unwholesome tendency, as Nigerians wonder how there would be overcrowding on door-to-door distribution of food to children who are claimed to have been individually designated in various locations. Our party notes that critical stakeholders in the education sector, including the Nigerian Union of Teachers (NUT) and Concerned Parents and Educators (CPE) had also raised queries over this fraudulent scheme, which is already going the way of the N500 billion Social Investment Programme of the Buhari administration which the First Lady, Aisha Buhari, had earlier exposed as a huge scam. The PDP is worried that with the constant reference to President Buhari's speech, it is clear that unscrupulous officials are cashing in on the situation to fleece the nation. If these officials indeed mean well for the school children, they should hand over the funds to the ministry of education in the respective states for appropriate dispensation to properly identified and documented vulnerable children. Our party therefore urges President Buhari to take urgent steps to end the corruption that has pervaded his administration, particularly the use of innocent Nigerians as cover to steal public funds. Around 3:30pm in the evening one of my friend Abugu Chiabuotu John Ojolojo called me #Senator how where are you? I told him am inside #GRA. He said there is a #Luxirious bus coming through Obollo- #Iheaka- #Ovoko- #Obukpa- down to Nsukka fully loaded with passengers and they don't know where they are going because they keep asking people for direction..... I said turn back and follow them let me block you people at #Beach junction. He said ok, I called one Police man he was not picking then I decided to alert my friend Opata Igbo and explained the situation on ground. I told him that it's a #Luxurious bus we are already following them once we get to #Total roundabout I will let you know if they are going towards Enugu or following #Odenigbo #Adani road going towards #Anambra..... We reached Total roundabout they diverted towards #Odenigboo road going to Adani. I and Opata volunteered to follow them back. Do you know what happened on getting back to Total roundabout those police men in Nsukka compromised immediately and collected money from them and showed them another direction to follow Enugu road. We were shocked and angry, I wanted to give up but #Opataaa resisted and said let's move on let's intercept them at Opi Junction Nsukka. What helped in tracking them very easily was the LiveStreaming I did at New Ikenga Hotel Junction to creat awareness of what is happening then the information circulated and people started calling me to know where we are at the moment. In summary the driver opened up because he is an #Igbo man and said that each passenger paid #4000 each at #Benue_Obollo border to cross into Enugu.... ...Urges NASS To Appropriate Fund The Peoples Democratic Party (PDP) has uncovered fresh plots by the cabal in the Presidency and the All Progressives Congress (APC) to use fake subheads and duplicated projects as ploy to re-loot the recently repatriated $311millon. The party signaled that the cabal had perfected the use of fake subheads as nomenclatures to mislead those who repatriated the fund and pave way for the frittering of the money to their private pockets as they had done with earlier repatriated funds. The PDP revealed that part of the strategy of the cabal is to hype hazy subheads and stampede the dissipation of the funds without the statutory approval of the National Assembly, which enables them to muddle up accountability processes, conceal their fraud and divert the attention of the unsuspecting public from the scam. The fraudulent dissipation of the funds will then be followed with false performance claims as well as blackmailing and intimidation of Nigerians demanding for both transparency and accountability in the handling of the money. The party noted that such had become the standard ruse for the cabal and APC leaders, who also looted the earlier repatriated $322 million under the guise of sharing money to the poor in 19 states and had no answers to allegations that more than 90 percent of the 300,000 households listed as beneficiaries were phony family names. Nigerians would recall how the claims of the APC Government was rubbished by the First Lady, Aisha Buhari, who had alerted the nation that the N500 billion Social Investment Programme of the Buhari administration was hugely shrouded in corruption and that bulk of the money did not get to the poor and vulnerable. Furthermore, the Federal Government had failed to publish the details of the alleged APC leaders who own the consulting firms that was allegedly paid billions of naira up front, as consultancy fee for the “sharing” of the money, which was not also passed through the constitutionally required approval of the National Assembly. The APC-led Federal Government had also failed to account for the $308 million repatriated in February, for which it cannot point to any project, but rather faced with allegations of unbridled looting by the cabal and certain APC leaders, including those exposed to be receiving huge percentages from repatriated funds. The PDP invites Nigerians to note that the APC government had remained silent on the report by the US Department of State that the Federal Government plots to funnel this repatriated money to certain individuals connected to the APC. The report had exposed that the Federal Government was even in the process of funneling $100 million of the funds to Kebbi State Governor, Atiku Bagudu, the Chairman of APC Governors Forum, who was reportedly indicted by the US for allegedly helping in transferring billions of dollar out of the country during the military era. It is also strange that the Federal Government is keeping an ominous silence on how much, in line with its style, would be farmed out to vested interests as legal fees on the repatriated funds. The PDP counsels that this repatriated $311 million should be safeguarded from the antics of the APC cabal. Our party demands that the fund should be surrendered to the National Assembly for proper statutory appropriation and urge Nigerians to resist schemes by the cabal to prevent them from demanding explanations on the looting of repatriated funds. At independence Nigeria had a population of 40 Million, 20% less than the United Kingdom. 90% of the population lived in the rural areas and practised farming, cattle rearing and trading. In 1898 Nigeria was created by decree after the UK and France finally came to an agreement about which parts of West Africa each would expropriate and exploit. The British took the part where there were famous warrior kingdoms the Dhomey, the Fulani, the Yoruba and the Hausa, all desiring to keep their freedoms, cultures and institutional forms – they fought the British every inch of the way. Benin Kingdom was first taken till 1897, Kano not till 1903 and parts of Iboland remained recalcitrant. In 1903 the Northern and Southern protectorates were amalgamated to form Nigeria and that was the point at which the struggle for independence began. The Nigerian state was created largely by colonial conquest and violence; the motives were clear the British sort to acquire territory for the purposes of economic exploitation and political domination. The imperialist motives, by their very nature, created violent encounters. Their method was also clear; small wars were directed at various groups and the British justified this violence in ethical ways as it was the responsibility of the ‘civilised nations’ to uplift Africans. As “barbarians” and “primitives” those who opposed the advance of civilisation deserved to be killed. They had a righteous cause and a mission divinely given to the ‘superior’ West to carry out on “barbarous subjects”. The colonial political system had a racist background and disempowered the majority of the people, they appointed paramount chiefs and concentrated power in a few hands. The colonial system not only destroyed the established distribution of power but also disturbed that age-old balance of power: where power was diffused amongst elders, priests within Secret societies, women and different ages amongst the Ibo. In the North and West, the Chiefs and Emirs were recognised by the Colonials and were used as their agents for indirect rule so they collected taxes, administered rules, regulations and laws. In return they got a percentage of the tax revenue to administer at their discretion while their children and wards of court were educated and sent abroad for training and admitted into the Colonial civil service. Power was firmly entrenched in the British Colonial officers who were often violent and abusive in achieving their aim of making the subjects respect the new colonial institutions. The natives were flogged by the colonial officers and as was pronounced by the Chief Justice of Nigeria in 1908 “that the only way to correct black people was to flog them”. Chiefs and Kings were publicly flogged and humiliated till they obeyed. To realise their aim of indirect rule, new native officers were appointed to run the institutions in positions such as warrants chiefs, court messengers and court clerks. The natives viewed these officers as collaborators and traitors and in the process of fighting the British or in conflicts over power Nigerians killed other Nigerians and black on black violence became common. Violence was directed against agents of the state even if they were Nigerian, property associated with the state or its agents constituted another set of targets and the headquarters of The Royal Niger Company and many courthouses were destroyed in the 1920s by the EKUMEKU insurgents. The judiciary, police, and prisons also suffered many unexpected attacks and became instruments of terror and oppression rather than a source of justice and security. The link between the police and maintaining colonial order was clearly defined from the beginning of colonial rule; the police and their uniforms became a symbol of terror. Since the police could ‘redefine laws and regulations” to suit their whims the people were generally afraid of them. Having the colonial army behind these officers, these clerks and agents acted in ways that antagonised and alienated the local people. Throughout the colonial period there were consistent violent confrontations, uprisings and skirmishes with the Nigerians. There was the Bassa Komo revolt of1911, the Bassa Nge riots in 1914, Kwale uprising in 1914, riots consistently broke out between 1914 and 1916 in all Warri districts, the Adubi War of 1916, the Egba rebellion of 1918, Abeokuta in 1918, the Dekina uprising in 1924, Owerri riots 1927-28, the Women’s War in 1929, the Arasamashe rebellion of 1931 amongst many more. Majority of the anger was because of the unfair imposition of taxation, installation of undeserving warrant chiefs, and payment in the newly introduced currency, all the uprisings resulted in the loss of many lives on both sides. After investigations and reforms were implemented by Lord Hugh the new Governor General to the taxation system there was a relative period of calm for about a decade and then in the 1940’s the flames for the quest for independence began. Then came the discontent over working conditions and wages in form of the General labour strike of 1945, Burutu workers’ strike, coal miners’ strike of 1949. The literature and media of the 1940s fired the imagination of the youth, leaving young men and women to develop the political consciousness that lead to political activism and aggressive nationalism. Young people began to feel as if they could challenge whiteness and the colonial order. They put their western education to good use to articulate nationalism. Some had tasted privilege in the colonial service and enjoyed good income in self-employment. Those who had been educated in Europe and the United States were able to compare Nigeria with other countries and develop an idea of progress premised on the idea that they would use their education, knowledge and skills and move the country forward. The 1950’s was marked with the decline of Empire after the Second World War and much reform in the Nigerian administration. Growing agitation and political consciousness by Nigerians saw the formation of political parties along regional and tribal lines which defeated the purpose of nation building. To deflect the energies and pent up aggression of the nationalists the colonial authorities encouraged regional entities to form governance structures as this suppressed unity. To combat this, the radical Anticolonial Nationalists sought to unite people of different ethnicities and groups to create a Pan-Nigerian platform, they began preaching the ‘One nation; regional and ethnic corporation and the unification of the educated elite and the masses’. On the cusp of independence there is a monolith of governmentally controlled corporations and enterprises. The railroads, post and telegraph, ports, education, radio and television systems are all owned by government and all subsidised. The private sector constituted a negligeble percentage of the economy. There should be no doubt in anyone’s mind that the major purpose of British rule in West Africa and Nigeria for almost 100 years was NOT to develop the country, or to enlighten or tutor or free the natives. Education was sparse beyond elementary level and illiteracy was 85% as of 1958, the majority of schools were missionary schools and were viewed with suspicion by the North. The Eastern region spent almost 50% of its budget on education, the Western region about 38% while the North only 18%. There were 958 medical personnel, 40 dentists, 2 opticians and 107 hospitals; again, with the vast majority being missionary hospitals where you had to agree to be ministered to so as to receive treatment. In the densely populated city of Lagos (population 1.5 million), disease was rampant with the highest incidence being bronchitis & pneumonias (20.6%), malaria (15.3%), dysentery and diarreah (10.3%). It is clear that these major killers would have been averted by prevention, control and treatment by the excellent modern hospitals in Lagos but access to health facilities and services were mainly available to the expatriates and only very few top Nigerian officials. There were 37 Nigerians of Officer rank in the army with the highest position being a major. There were a handful of trained agronomists, technicians, scientists, engineers, social scientists, social welfare workers and only 3 Nigerians in the statistical services. The British left behind a parliamentary governmental system and a caste civil service which had built-in corruption features. ‘There were exasperating problems bringing unity and efficiency into a government and civil service which operates at a leisurely pace on a six-hour work day often with two-hour midday lunch period and numerous tea breaks. Complicating the tasks are the tax free relatively higher pay given to all expatriates, the differentials in housing for expatriates and all senior service officials, the free reservations, the alphabetical titles (the DO’s, EO’s, CO’s, SP’s and so on) the enticing additions and the other “amenities”. The motor allowances and practice of touring, the set of “general orders” which make possible strange and legal ways to secure additional income and which are so complicated and extensive that a few individuals could even try to understand and interpret how they are administered; then the complicated filing red-tape system based on reference numbers and codes which makes it difficult to expediate even the simplest activities’. The seniority system which ignores competency and imagination and efficiency and which bases promotion on hours, days and months of service, the rather curious compensation scheme for payment of contract officers and expatriates who are career colonial servants. They had an unswerving graceful social life amidst the beautiful luxurious compounds and gardens, frequent cocktail parties, cheap obsequious servants, all this was inherited by the Nigerians. The British left behind their passion for lazy work, the filing of forms and writing of the directives, a worship of hierarchical titles, the desire to pass examinations and obtain certificates. Above all striving for the security and status of civil service positions and the incredible differential between the wages of messengers and clerks, the Junior, the senior and super scale officers. They leave behind their many casts and class differentials which are based on tribalism, educational certificates and economic distinctions. Having said that the British have accomplished much in Nigeria in the hundred years of rule. The infrastructure projects, the agricultural and commodity boards, introduction of paper money and they leave a stable well-balanced sophisticated rulership and theoretical political structure that simultaneously unified and divided along tribal lines. Unfortunately bubbling under all the positives was a delinquency that has continued to define post-colonial Nigeria. This necessitated for Nigerians to rely heavily on the British and other expatriates to navigate and function around this system. The Japanese came with electronic devices and technologies; British, French, Italian came with construction companies, Americans with ambitious business surveys and Industrial proposals, AID and the educational sponsorship of the new University of Nigeria. Nigerians were both being courted by the Eastern block and the West so they just sat back and waited for the highest bidders or those with the most lucrative bribes. For Nigeria independence on October 1, 1960 meant admittance into the duplicitous international world order as a Sovereign State with automatic membership in the Commonwealth and the United Nations. The economic benefits of the Commonwealth membership were emphasised by the British which included preferential treatment on trade and tariff policies as well as advantages of being part of a stable currency and access to facilities for raising loans in the Commonwealth money markets with conditions that Nigeria must to adhere its guiding principles. Domestically each major political party represented each region; the Nigerian People’s Congress in the North, the National Council of Nigeria and the Cameroons in the East and then the Action Group in the West. Each successfully kept control of its region and all struggled bitterly to control the centre. For majority of the population the march to independence was not only about political Power but also economic empowerment. They hoped with their own people in charge their standard of living would improve: when this didn’t happen, many became disappointed and angry. Nigeria did not experience violent struggle for liberation instead they had a group of pioneer political elite; unfortunately, all motivated by self-interest and the defence of ethnicity. All the troubles of the 1950s between political parties and ethnicities continued after independence. The colonial government were neither interested nor attempted to resolve the issues of how to reduce tensions in society, how to limit state power, how to placate radicalised civil society, how to deal with a variety of complex social struggles, how to resolve conflicts between rich and poor, between one ethnic group and another and between minorities and majorities. The British separated both the army and the police from society which was not the traditional African way and they promoted the spirit of loyalty and obedience by using salaries and benefits as coercion. The distance of the police and military barracks so that they would have no sympathy for the people whenever they had to maintain order. Recruitment often exploited ethnic differences and soldiers from different ethnicities were made to work among other ethnic groups on the belief that ethnic animosities would foster disunity and make them ruthless. By the 1950s many senior officers from the south feeling the sentiment of regional competition for power harboured tribal rather than national convictions this became a precipitating factor leading to the coup of 1966 led by Igbo’s, six months later another coup was staged by Hausa officers revealing the ethnic tensions and divisions. Upon independence Nigeria still had all the complex colonial issues relating to lack of trust, violence and using force for the protection of interests rather than people. Even though Nigeria’s territorial integrity has never been threatened, it is torn by internal conflict hindering the journey towards nationhood. Nigeria became a nation without the fundamental mechanisms to address matters of social cohesion, inclusiveness, patriotism, economic development. The power structure remained that of rulers and subjects and did not in any way change to become one of mutual trust, growth and citizenship. 60 years after Independence, much has changed yet much still remains the same. COVID-19 has given us a historic opportunity turn the destruction of entrenched systems that have caused us so much stagnation into opportunities by seeking home grown solutions. Businesses experienced cyber-attacks 22 million times last week as cybercriminals made use of the coronavirus (Covid-19) pandemic lockdown to attack companies’ online assets worldwide. According to data from Atlas VPN, hackers over 63 per cent of these hacking attempts were malware attacks. Malware is a type of software that tends to either steal your files or encrypt them and render them useless until a password is entered that will decrypt your data. The hackers are taking bad advantage of the lockdown to pummel millions of people who are staying indoors to avoid the spread of COVID-19. This is not limited to America, Australia, Mexico, Europe and Asia. It is happening in Africa, specifically, Nigeria. Hackers demand a ransom in order for you to retrieve the password, hence the commonly used name ransomware. However, the most popular scenarios are phishing and command and control (C&C) attacks. Phishing is the fraudulent attempt to obtain sensitive information such as usernames, passwords and credit card details by pretending to be a trusted figure such as a bank, your colleague or even regulatory authority. C&C attempts to take over control of your system and then steal or delete your data. This can also be used as a part of a phishing scam or a way to infect the network with malware. Atlas VPN has extracted and organized the data acquired from a cybersecurity giant Akamai, that provides real-time data on cyber-attacks that their corporate customers are under. The company catches a significant amount of attacks globally since it is one of the largest distributed computing platforms in the world. More African-Americans than other racial groups in the United States are dying of coronavirus and COVID-19. This is according to preliminary numbers from Louisiana, Michigan and Illinois. Officials said the statistics reflect the disparities among racial groups to healthcare access. The figures were reported by state and city leaders at briefings on the coronavirus. Louisiana Governor John Edwards said more than 70% of the 512 people killed by the coronavirus as of Monday were black. In contrast, black people represent just 33 per cent of the state’s population. Michigan officials also said that the coronavirus took a disproportionate toll on African-Americans, who are 14 per cent of the population. As of Tuesday, 40% of the reported 845 deaths in the state were African Americans.. Michigan has 18,970 coronavirus cases. The data is preliminary and not national and does not explain what is causing the disparities. However, community leaders and public health officials said it could reflect both higher levels of underlying illnesses that make African-Americans more vulnerable as well as possibly lower levels of access to healthcare. U.S. Surgeon General Jerome Adams, acknowledging the early data, said on Tuesday that black Americans were more likely to have heart disease, diabetes and high blood pressure. Diabetes, heart disease and long-term lung problems are the most common underlying conditions among Americans hospitalized with COVID-19. The U.S. Centers for Disease Control and Prevention (CDC) disclosed this in a report published on March 31. Only one in five people requiring intensive care had no such health issues, it said. QuanTez Pressley, a 33-year-old preacher at the Third New Hope Baptist Church in Detroit, said that issues such as lack of access to fresh foods and people crowded into small living quarters “make those individuals in marginalised communities more vulnerable to the worst outcomes of pandemics.” Some officials at the CDC and various state health departments over the past week have privately said the data they are receiving from hospitals is inconsistent, which they attributed to the chaos of trying to keep people alive amid a pandemic. They said there were instances where health care providers did not check the boxes that provide demographic information on the patients. “If you end up in a situation where you are on a ventilator, and that ventilator is keeping your lungs working and your body is fighting off the infection, if your heart or your kidneys or your lungs are already weaker, you have a harder time fighting off that infection,” Detroit Mayor Mike Duggan said at a briefing on the coronavirus on Monday. Civil rights groups and some lawmakers have criticized the CDC and some state health departments for not publicly releasing details on the racial breakdown of those dying or becoming critically ill from COVID-19. Brazilian football legend, Ronaldinho and his brother, Roberto Assis, have been released from prison in Paraguay. He was released after serving 32 days despite facing a six-month sentence over alleged fake passports. The Brazilian football legend is now placed in house arrest due to the ongoing coronavirus outbreak which has claimed for more than 82000 lives worldwide. The 40-year-old reportedly paid a £1.3million bond after he, along with his brother, were charged with entering the South American country with fake passports last month. The 2005 Ballon d’Or winner and former Barcelona star were being kept at Asuncion prison after a court in Paraguay refused his bail and rejected appeals for house arrest. The 2002 World Cup winner had also said that he went to Asunción for business reasons. The former footballer and his brother said the documents were offered as a gift by a Brazilian businessman, Wilmondes Sousa Liria, who has been jailed. Ronaldinho’s passport was seized in November 2018 because of a lawsuit over alleged environmental crimes. China on Tuesday reported no new coronavirus deaths for the first time since it started publishing figures in January, the National Health Commission said. Cases in mainland China have been dwindling since March, but the country faces a second wave of infections brought in from overseas, with health officials reporting nearly 1,000 imported cases in total. China’s health authorities reported 32 new cases nationwide, all of which were imported. There were also 30 new asymptomatic infections, health officials said, bringing the national total to 1,033. Around a quarter of the current total of asymptomatic cases were also imported from overseas. Last week, China began disclosing the number of asymptomatic cases for the first time, after growing public concerns over the potential of “silent” carriers to spread the disease. Fears have also been growing over a potential resurgence in the epicentre of Wuhan, where the virus was first detected late last year. After a number of asymptomatic cases were confirmed in the central Chinese city, local authorities revoked the “epidemic-free” status of 45 residential compounds on Monday. To date, 81,740 people have been infected and 3,331 have been killed by the deadly virus in China, with the vast majority in Wuhan and the surrounding Hubei province. We welcomed the year 2020 with very high hopes, marching in great strength and zeal. We charted a course to explore the new year. The news on Coronavirus started trickling in December 2019 and we hoped that it would be managed till when it fizzles out. My heart goes out to people in Italy, China, Spain and even here in the US; one of the hardest hit countries in the world, where most have lost their means of livelihood and loved ones to the pandemic. As the world battle the novel Coronavirus (COVID-19) in almost all the countries, I’m distraught at the level of fatality caused by this contagion. The pandemic has created a semblance of war, the uncertainty and chaos everywhere in the world, have made governments to face the daunting task of trying to save lives, at the same time hoping to salvage the economy. In fact, it has been a long time since mankind has been faced with this kind of pressure, which has unsettled world leaders. It is worrisome to come to terms with the fact that most developed countries are running out of ideas on the challenges Covid 19 pose on healthcare and the economy. Despite my full grasp of the sophisticated health care system in the USA, I daresay that it struggles under the weight of this scourge. Unfortunately, as I write here, a vaccine is yet to be developed and certified to quell this rampaging and destructive contagion which has infected over 1m people across the globe. I am immensely disturbed concerning the fate of my people in Africa. Unfortunately for me, due to flight restrictions occasioned by the lockdown order here in Nevada, some parts of America and even in my homeland, Nigeria, I am unable to be with my people in this trying and nerve-wracking period. I feel for our people and fear that a state of hopelessness could pervade the polity. It is my utmost wish to be in Nigeria, in body and spirit and to be with my people at this trying time. Similarly, I am particularly pleased by the firmness and professionalism with which the Lagos State Government is tackling this challenge head on. This true and empathetic leadership is worthy of emulation. Governor Babajide Sanwo Olu has proven his mettle and has etched his name in gold as a defender of what is best for the people. It is also important not to dismiss the efforts of the Ministry of health, ably led by Dr Osagie Ehanire, and the dogged and indefatigable Dr Chikwe Ihekwuazu of the NCDC. These men are working tirelessly with other government agencies and taskforce to see that Covid-19 is kept at bay. You all have shown that with the right support we can tackle any challenge that rears its face. Even though it would appear that our efforts to contain this contagion is belated, we are taking giant strides. It also gladdens my heart that Anambra is not left open without the barricades of governance. The efforts of the State Government led by Chief Willie Obiano is commendable. The Governor has taken steps to ameliorate the suffering of Anambrarians who bear the pain of the lockdown. I am aware that Governor Obiano has been very proactive in delivering a state of the art isolation centre in Onitsha ,adjudged one of the bests in the country. He has also provided surge centres at Mbaukwu and other parts of the state.These are all steps in the right direction. I must also commend all the donors who are giving out of their wealth,investments and mite in order to push this malaise out of the country.I must encourage others to join the train. The manner in which the private sector rallied round government in the fight against Covid-19 is laudable. It is a proof that we can actually unite and whenever we do, we have always defeated our common enemy. We are hoping to see the curve of the spread flatten in the United States of America. Moreso, I’m glad that the survival rate here in Nigeria and in most African countries, are quite high. Infected persons who have recovered are being discharged in droves while compliance to measures meant to curb the contagion is gaining traction through a collective strategy of information dissemination and governance. If we do the right thing, the country will be up and running in a couple of weeks. There are lessons to reflect upon from this scourge and when the lessons are rightfully implemented, it has the potential capacity to usher in positive developments in our country. It has dawned on us that there is the need to strengthen our healthcare system. There is no doubt that healthcare is intricately linked to a working and robust national economy. We need to create measures that will fortify our healthcare system for this kind of shock and other kinds of shocks to lives and the economy. We also need to improve on our database. Adequate database would have helped in contact tracing and even in the distribution of all the welfare packages to citizens at this time. We must also strengthen our educational infrastructures. We must be deliberate in our effort to raise acclaimed researchers who can help with homegrown solutions at a time like this. This depression has also engendered an inventiveness in our people. It has led to the rise of so many cottage industries which can be harnessed in our SME programmes. In order to cushion the expected Post-Corona doldrums and gross unemployment in the economy, government should systematically invest in the Small and Medium scale ventures of our people. The lessons learnt from this global shock must be localised and be translated into tangible and systemic changes for the betterment of our people. The essence of the Local Government (LG) administration is to bring Government presence down to the people at the grassroots. Over time, there are unfortunate situations where the leadership of the various Local Governments desert their place of primary assignments and relocate to the various hotels in Owerri, while their core duties at the LGAs suffer. To checkmate this therefore, the members of the Local Governments' Interim Management Committee (IMC) must live in their Local Governments. If for any reason so pressing or official they should come into Owerri, an approval must be secured from the office of the Special Adviser (SA) on Local Government affairs. Twelve customer’s vehicles was badly damaged after a part of Spar Mall in Calabar collapsed on Thursday. The Manager of the Shopping Mall has promised to pick the bills for the overall repairs of the affected 12 vehicles. Several customers, today, escaped unhurt after a massive signboard belonging to Spar shopping mall fell and damaged 12 vehicles belonging to its customers. The incident, which happened at 3pm on Thursday, sent thousands of customers scampering for safety. According to the mall manager, Mrs Kemi Daniel, the cause of the collapse is currently being investigated. Mrs Daniel also promised to repair the 12 vehicles that was damaged during the incident. She said : “We are grateful to God that nobody, none of our esteemed customers was killed or injured. We are picking the bills for the overall repairs of the affected 12 vehicles.
