The dollar exchanged for N412 on Monday at the Bureau De Change segment of the market. This followed a temporary suspension of sale of forex to the Bureau De Change operators in the industry by the Central Bank of Nigeria. The Association of Bureaux De Change Operators of Nigeria had made a request to the CBN to grant it market holidays, given the ongoing challenges faced in the local and global economies due to the impact of the coronavirus pandemic. The CBN granted the BDCs two weeks market holiday as requested. According to the BDCs, there had been drastic decline in demand for forex due to the impact of the COVID-19 on the economy, as businesses were down and many people were not travelling. The Central Bank of Nigeria on Monday suspended indefinitely the clearing of cheque instruments in the Nigerian clearing system The apex bank said this in a circular released on Monday to all Deposit Money Banks and the Nigeria Inter-Bank Settlement System. The circular with reference number BKS/DIR/GEN/ClR/O7/002 was signed by the CBN Director, Banking Services Department, Sam Okojere. The apex bank said in the circular that the directive became imperative due to the lockdown issued by the President, Major General Muhammadu Buhari (retd.) in Lagos, Ogun and the Federal Capital Territory. The lockdown was to check the increase in the number of confirmed cases of the coronavirus pandemic in the country. The apex bank said in view of the lockdown and in furtherance of its effort to ensure hitch-free clearing and settlement activities, there was a need to suspend the clearing of cheque instruments. The circular said the suspension would commence from March 31, adding that no fresh cheque instrument would be allowed to pass through the clearing system on that date. It said only returned cheque would be treated on March 31. The circular read in part, “Please recall that the first index case of COVlD-19 was recorded in Nigeria on 27th February, 2020 and since that date, there has been some level of increase in the number of confirmed cases in the country. “The President, through a nationwide broadcast on Sunday, announced a locked down in Lagos and Ogun States and the Federal Capital Territory for two weeks in the interim, starting from 11pm of March 30, 2020 as a means of combating the spread of the virus and to ensure the safety of all Nigerians. “In view of these recent developments and in furtherance to the Bank’s effort to ensure hitch-free clearing and settlement activities, the Central Bank of Nigeria hereby suspends, until further notice, the clearing of cheques instruments in the Nigerian Clearing System starting from March 31, 2020. “For the avoidance of doubt, no fresh cheque instrument will be allowed to pass through clearing system on March 31, 2020. This season’s Champions League, Europa League and women’s Champions League finals scheduled for May have been formally postponed because of the coronavirus pandemic, European soccer’s governing body UEFA said on Monday. All three competitions are currently suspended along with almost every European domestic league because of the coronavirus while UEFA last week postponed the Euro 2020 tournament until 2021. “No decision has been taken on rearranged dates,” UEFA said in a statement. It also did not say whether it would be able to complete the competitions in the current format or would have to shorten them. The Champions League was halted halfway through the return legs of the round of 16 with four ties still to be decided. The final was due to take place in Istanbul on May 30. Some media reports have suggested ties could be reduced to one leg instead of two from the quarter-finals with a “final four” tournament in Istanbul. In the Europa League, two of the round of 16 first leg matches have still to be played and all of the second legs. The final was due to be held in Gdansk, Poland, on May 27. Lagos State Government on Monday issued public transport guidelines to operators and passengers to curb further spread of the coronavirus in buses, cabs, motor parks, and garages. Dr. Frederic Oladeinde, Lagos State Commissioner for Transportation, said in a statement hat the measures were parts of government’s efforts to further prevent a State- widespread of COVID-19. According to him, henceforth it is compulsory for all transport operators/companies to sanitise their parks and garages regularly and continuously at least before and after each trip. Oladeinde said: “All transport operators/companies are expected to have at the entrance to their respective parks/garages, washing hand equipment with soap and running water. ”All operators are expected to have alcohol-based sanitizers in their Vehicles for the use of drivers, conductors, and passengers. “All Operators are not allowed to overcrowd/overload their vehicles at this point in time, passenger’s spacing must be fully observed because NCDC recommends that at least 2m (5ft) distance is required between anyone showing symptoms of respiratory illness,’’ he said. The commissioner directed that there should be no standing in all Bus Rapid Transit (BRT) and the Lagos Bus Service Limited (LBSL) bus operations. According to him, all commercial buses should be at 60 percent capacity and not 100 percent capacity. “All Air Conditioning System in public transport be put off and all public transport operators/companies must have temperature reader to test each passenger before boarding the bus. “All drivers and conductors should always wear hand gloves and nose guides while in transit and all passengers are also required to sanitise themselves before and after each trip. “Passengers are also required to regularly wash their hands with soap and running water before and after each trip,” he added. Oladeinde said that operators/companies and passengers were expected to report any suspected case of COVID-19 to the Ministry of Transportation or call 08000CORONA. He urged passengers to report any operator/company that failed to comply with these guidelines to the monitoring officer at sight or write to the ministry, stating the Vehicle Registration Number, Park and Time. As part of measures to check the spread of the Coronavirus, Enugu Commissioner of Police Ahmad Abdurrahman, has put a stop to unnecessarily arrests and detention of suspects. In a statement by Enugu Police Public Relations Officer, PPRO, ASP Daniel Ndukwe, the CP also enjoined Officers and Men of the Command to observe personal safety measures. He directed them to stop forthwith any form of unnecessary arrest and detention of suspects in Police Cells within the Command. He also ordered the immediate release on bail of suspects who might have been detained for offences considered not very serious and/or bailable. In line with this, suspects arrested for serious offences such murder, armed robbery, kidnapping, rape/defilement and others that are non bailable, must be thoroughly screened before they are detained to avoid the spread of the virus. CP Abdurrahman further ordered strict enforcement social restriction orders given by various levels of Government and warned against the unnecessary arrest and detention of suspects. While urging the good people of the state to abide by such orders the CP ordered all Area Commanders, Divisional Police Officers and Heads of Tactical/Operational Units of the Command to ensure the strict enforcement of the social restriction orders and other legitimate orders by the Federal and Enugu State Governments. He urged the citizens to remain vigilant and law-abiding within this period and to avoid, except where absolutely necessary, social visits to Police Stations and offices as well as reduce official visits. Oil prices regained some ground in volatile Asian trade on Monday, but remained at multi-year lows due to the double shock of the coronavirus pandemic and the Saudi-Russia price war. International benchmark Brent crude rose 2.3 percent in afternoon trade at $26 a barrel, after earlier being down about five percent. The bill had proposed funding for American families, thousands of shuttered or suffering businesses and the nation’s critically under-equipped hospitals. Oil markets began plunging earlier this month after top exporter Saudi Arabia launched unilateral price cuts following a failure to secure an agreement with Russia to further reduce output and support prices. There were hopes for some action to support the market after an envoy from Texas, a top oil-producing US state, was given a rare invite to an OPEC meeting in June. But hopes for an agreement fizzled after he faced criticism for suggesting output curbs. The European Union will launch a 37 billion euro investment initiative as part of a package of measures to cushion the bloc’s economies from the impact of coronavirus, European Commission President Ursula von der Leyen said on Friday. Other steps the EU’s executive will take include giving member states flexibility on budget deficits and state aid, von der Leyen told a news conference, in a move meant to grant full spending flexibility to Italy, the European country so far most affected by the crisis. The EU will also use 1 billion euros of EU money to guarantee up to 8 billion euros in loans to 100,000 virus-hit firms in tourism, retail, transport and other ailing sectors, von der Leyen said, confirming a Reuters report earlier this week. “I am convinced that the European Union can withstand this shock,” she said. “But each member state needs to live up to its full responsibility and the European Union as a whole needs to be determined, coordinated and united.” Von der Leyen did not provide details on where the pledged money would come from. On Tuesday she announced a 25-billion-euro investment plan based exclusively on existing EU funds already committed to EU states. Fiery Catholic Priest and founder, Adoration Ministry, Enugu Nigeria, (AMEN) Fr Ejike Mbaka has denied media reports where he was wrongly quoted to have said he has forgiven the Catholic Bishop of Enugu Diocese, Most Reverend Callistus Onaga for disagreeing with his prophesies. Mbaka who insisted he had no issues with the Bishop accused some individuals and media organizations of creating an unreal frosty relationship between him and the bishop in other to achieve their individual aims. The Nigerian Red Cross Society, Lagos Branch, says it has mobilised over 80,000 volunteers in the state for social mobilisation against the spread of Lassa Fever and Covid-19. The Branch Chairman, Mrs Adebola Kolawale, made the disclosure at a press briefing organised by the Society on Wednesday in Lagos. According to the News Agency of Nigeria, NAN, the event was supported by the Society’s National Headquarters, the International Federation of Red Cross and Red Crescent (IFRC) and the Ministry of Health. Kolawole said the spread of the latest outbreak of Lassa fever is quite alarming compared to previous years, adding that to help prevent the spread, the NRCS volunteers would visit schools, markets, and religious institutions to sensitise Lagos residents on precautionary measures to adopt. “Social mobilisation will commence in earnest; our volunteers will even go from house to house to sensitise the citizens of Lagos. “Our volunteers are all over the 20 local government areas (LGAs) and 37 local council development areas (LCDAs) within the state and will continue to hold sensitisation sessions,” she said. The chairman further said that the strategies adopted included community clean-ups and vector control activities, door to door health education and epidemic control activities. Speaking on the Covid-19 Virus, Kolawole said volunteers trained in epidemic control by the IFRC had already been placed on alert to help manage the situation should it spread to Nigeria. She urged Nigerians to embrace the preventive measures recommended by the Federal Ministry of Health. The recommendations according to Kolawole, include washing of hands regularly with soap and water for at least 20 seconds, regular use of hand sanitizers, covering of nose and mouth while coughing and sneezing. The Lagos State Government has begun investigation into a suspected case of Coronavirus in the State, as the suspect has been isolated. A tweet by the Lagos State Ministry of Health on its Twitter handle on Wednesday night said the attention of the Lagos State Ministry of Health has been drawn to news making the round about a “suspected case of #COVIDー19 @Reddington Lagos.” . The government said action had been taken by the Ministry of Health and that the situation was currently being investigated. The government said the patient has been isolated at the Mainland Hospital and that blood samples had been taken for investigation, while the result was being awaited. “We are currently investigating. Bussa Krishna who says President Trump is his “god,” started worshipping him four years ago claiming he ‘came to him in a dream.’ After the dream, Krishna says he employed 15 labourers to work with him for a month to make the 6-foot statue of Trump in his village in the southern state of Telangana, India. “Instead of praying to other gods, I started praying to him,” Bussa Krishna told New Delhi TV (NDTV), showing the statue of Trump in a red tie and blue suit, and calling him “my god, Donald Trump.” “My love for him has transformed into reverence.” ”That has given me immense happiness. Hence instead of praying to other gods, I started praying to him,” “I am facing difficulties because of my relatives,” Krishna said. “They tell me that I am disgracing them in society. Supreme Court have agreed to review the judgment it used, to declared Senator Hope Uzodinma, as the governor of Imo State, after series of protest letters, and wailing by Nigerians. INEC had declared Chief Emeka Ihedioha of the Peoples Democratic Party (PDP), as the winner of the February 16th, 2019 election as the winner, but the victory was upturned by the Supreme Court, due to the evidence of cancellation in 388 polling units, presented not by INEC but APC candidate, Hope Uzodinma. The votes addition in the 388 polling units, have raised several questions, which can only be answered by the Supreme Court alone, as INEC have said that, they can only answer for the result of the election declared, that produced Ihedioha. But, our investigation reveals that, the total number of votes credited to Uzodinma, is in variance with the INEC's result. Total number of accredited voters, has gone far beyond what is on the record of INEC due to the new addition for Uzodinma in the disputed 388 polling units. We obtained the results below from an independent group, showing that each candidates scored the followings in the, 3,135 polling units at the main election. Ihedioha who is the candidate of PDP scored 273,404, and Uche Nwosu of AA got 190,364, Ifeanyi Ararume, scored 114,676, while Hope Uzodima of the APC has votes for by 96,458 people. But, according to the disputed results Supreme Court based its judgement on, in the purported omitted 388 polling units, Ihedioha was said to have zero vote, same as Uche Nwosu and Ifeanyi Ararume, while Hope Uzodima scored and unbelievable votes of 213,615. The question now is that, how did Hope scored 213,615 in just 388 polling units, out of total of 3,135 polling units? It is only Supreme Court that can shed light and clear the controversy, by inviting INEC to provide the original results from all the polling units. Supreme Court must clear itself as a matter of urgency, without allowing external influence, in order to preserve its name and integrity. Ahmad Gumi, a Kaduna-based Islamic cleric, has noted that he thought former president, Goodluck Jonathan was not competent enough to handle the security situation in the country, until Muhammadu Buhari took over power. The preacher, who is now a more vocal critic of Buhari administration, stated that he had thought Jonathan was unable to end Nigeria’s security woes during his administration, but he is now convinced that Muhammadu is much worse. He said the bIoodshed under Buhari is more than doubled of what occurred under Jonathan, saying he does not see any reason why Buhari should continue to rule the country. He therefore advised the president to resign from his position. Is that possible today? “Now more bIood is shed from negligence, from sleeping, from laziness, from I-dont-care. “If I am true to myself, as I called for the resignation of Jonathan, I should call for the resignation of President Buhari, and with immediate effect! And government paper should carried it also, if there is truth. “As bad as Jonathan was, he was more democratic and had given people freedom to speak — even against him. You could see when he saw there was problem, he relinquished power, saying ‘I don’t want bIood to be shed. “This man (Jonathan) build for us nine universities in the North, more than 150 Almajiri schools. Even this railway from Abuja to Kaduna. He has done a lot of things. But I was charging him because bIood; bIood is the most expensive thing in life. “There was nothing I have not said (against Jonathan). He should be impeached, he should resign, he was divisive. “So now I have one of two options. If I can not tell my own brother what I have told this man, then I should take an aeroplane from Abuja to Jonathan and say please forgive me for castigating you in public. “I rather seek his apology or castigate the president too. The World Health Organisation (WHO) says in the last 24 hours China has reported 1,820 laboratory-confirmed cases of Coronavirus (COVID-19), bringing the total to 46,550. Dr Michael Ryan, Executive Director, WHO Health Emergencies Programme, said this in a statement posted on the agency’s website on Friday. Ryan gave the figures while briefing newsmen on COVID-19 at WHO headquarters in Geneva. “China reported 13,332 clinically confirmed cases in Hubei province. “ We understand that most of these cases relate to a period going back over days and weeks and are retrospectively reported as cases, sometimes back to the beginning of the outbreak itself. “So this increase that you have all seen in the last 24 hours is largely down to a change in how cases are being diagnosed and reported. “So, in other words, in Hubei province, only a trained medical professional can now classify a suspected case of COVID-19 as a clinically-confirmed case on the basis of chest imaging, rather than having to have a laboratory confirmation,” he said According to him, this allows clinicians to move and report cases more quickly, not having to wait for lab confirmation, ensuring that people get to clinical care more quickly. “It also allows public health responses in terms of contact tracing and other important public health measures to be initiated. ”You have noticed with suspect cases, there have been some backlogs in testing and this is also going to help ensure that people get adequate care and adequate public health measures can be taken. “So we are not dealing, from what we understand, with a spike in cases of 14,000 on one day,” he said. According to him, to an extent, this is an artefact of the reporting and we are working with our colleagues in China, and our team there are working very hard. “They are working hard to see exactly how many days and weeks and how those numbers are spread across those days and weeks. “In the rest of China and the rest of the world, laboratory confirmation for reporting is still required,” he said. According to him, WHO will continue to track both laboratory and clinically-confirmed cases in Hubei province. “We have seen this spike in the number of cases reported in China, but this does not represent a significant change in the trajectory of the outbreak. “Outside China, there are 447 cases from 24 other countries, and now two deaths. In addition to the death in the Philippines, there is now one more death in Japan,’’ he said. Meanwhile, Africa recorded its first case of COVID-19 on Friday as a foreigner who had been put in isolation at a hospital in Egypt tested positive for the disease. In a statement, the Egyptian Health Ministry said it had informed the WHO and had taken all necessary preventative measures. It did not give the nationality of the affected person or any other details. A total of 17 African countries, including Nigeria, have confirmed having facilities where the disease can be detected. Apart from Egypt, other countries where the virus has been confirmed are Singapore, the UK, Malaysia, Taiwan, Spain, Vietnam, Germany, UAE, France and Japan. Other countries where cases of the disease have been reported are Thailand, Canada, Australia, Italy, Russia, Sweden, Finland, Cambodia, and the United States.
