You are missing out the part that all the council chairmen in FCT were pressured and armtwisted by Wike to decamp to APC or risk their allocation getting withheld. The Chairman of Kuje resisted, and he's very popular that explains why he will win Kuje. Wike even withheld his January allocation to pressure him. Faced between voting their fellow indigenes and outsiders, the indegenous people of FCT chose to support their people. However, it was still heavily induced with engineered apathy and vote buying. This support for their preferred candidates does not automatically translate to love for Tinubu.
