How Bishops Are Appointed Introduction The ultimate decision in appointing bishops rests with the pope, and he is free to select anyone he chooses. But how does he know whom to select? The process for selecting candidates for the episcopacy normally begins at the diocesan level and works its way through a series of consultations until it reaches Rome. It is a process bound by strict confidentiality and involves a number of important players – the most influential being the apostolic nuncio, the Congregation for Bishops, and the pope. It can be a time consuming process, often taking eight months or more to complete. While there are distinctions between the first appointment of a priest as a bishop and a bishop's later transfer to another diocese or his promotion to archbishop, the basic outlines of the process remain the same. Key Terms Apostolic nuncio The pope's representative to both the government and to the hierarchy of a given nation; a key person in deciding what names are recommended to the Congregation for Bishops for possible episcopal appointment. Auxiliary Bishop A bishop appointed to assist a diocesan bishop. Whether in a diocese or archdiocese, his title is bishop. Coadjutor A bishop appointed to a Catholic diocese or archdiocese to assist the diocesan bishop. Unlike an auxiliary bishop, he has the right of succession, meaning that he automatically becomes the new bishop when the diocesan bishop retires or dies. By canon law, he is also vicar general of the diocese. If the diocese is an archdiocese, he is called coadjutor archbishop instead of coadjutor bishop. In recent years, a growing number of U.S. bishops in larger dioceses or archdioceses have requested and received a coadjutor in their final year or two before their retirement, in order to familiarize their successor with the workings of the (arch)diocese before he has to take over the reins. This minimizes the learning curve of a new bishop and eliminates completely the possibility of the diocese being vacant following the old bishop’s retirement. Congregation for Bishops A department of the Roman Curia, headed by a Cardinal. The head of the Congregation, called the "prefect," is presently Cardinal Marc Ouellet, a Canadian. Among the congregation's responsibilities are moderating all aspects of episcopal appointments; assisting bishops in the correct exercise of their pastoral functions; handling ad limina visits (regular visits to Rome by bishops every five years); and establishing episcopal conferences and reviewing their decrees as required by canon law. Its membership consists of approximately 35 cardinals and archbishops from around the world. Current U.S. members of the Congregation are Cardinal William J. Levada, Prefect Emeritus of the Vatican Congregation for the Doctrine of the Faith, and Cardinal Donald W. Wuerl, Archbishop of Washington. Diocesan Bishop Pastoral and legal head and representative of a diocese. Province A territory comprising one archdiocese, called the metropolitan see, and one or more dioceses, called suffragan sees. The Code of Canon Law spells out certain limited obligations and authority that the metropolitan archbishop has with respect to the dioceses within his province. The United States is divided into 33 ecclesiastical provinces. Terna A list of three candidates for a vacant office, including the office of bishop. Stage 1: Bishops' Recommendations Every bishop may submit to the archbishop of his province the names of priests he thinks would make good bishops. Prior to the regular province meeting (usually annually), the archbishop distributes to all the bishops of the province the names and curricula vitae of priests which have been submitted to him. Following a discussion among the bishops at the province meeting, a vote is taken on which names to recommend. The number of names on this provincial list may vary. The vote tally, together with the minutes of the meeting, is then forwarded by the archbishop to the apostolic nuncio in Washington. The list is also submitted to the United States Conference of Catholic Bishops (USCCB). Stage 2: The Apostolic Nuncio By overseeing the final list of names forwarded to Rome, the apostolic nuncio plays a decisive role in the selection process. He not only gathers facts and information about potential candidates, but also interprets that information for the Congregation. Great weight is given to the nuncio's recommendations, but it is important to remember that his "gatekeeper" role, however, does not mean that his recommendations are always followed. For Diocesan Bishops After receiving the list of candidates forwarded by a province, the apostolic nuncio conducts his own investigation into the suitability of the candidates. A report is requested from the current bishop or the administrator of a diocese on the conditions and needs of the diocese. If the appointment is a replacement for a diocesan bishop or archbishop about to retire, consideration will be given to the incumbent's recommendations. Broad consultation within the diocese is encouraged with regard to the needs of the diocese, but not the names of candidates. The report is to include the names of individuals in the diocese with whom the Nuncio might consult and how to contact them. Previous bishops of the diocese are consulted. Bishops of the province are consulted The president and vice president of the USCCB are consulted. If the vacancy to be filled is an archdiocese, other archbishops in the United States may be consulted. At this point, the nuncio narrows his list and a questionnaire is sent to 20 or 30 people who know each of the candidates for their input. All material is collected and reviewed by the nuncio, and a report (approximately 20 pages) is prepared. Three candidates are listed alphabetically – the terna – with the nuncio's preference noted. All materials are then forwarded to the Congregation for Bishops in Rome. For Auxiliary Bishops A diocesan bishop must justify to the apostolic nuncio his need for an auxiliary bishop. This is easier if he is requesting a replacement for a retired or deceased auxiliary. The diocesan bishop prepares the terna, or list of three candidates, for his requested auxiliary and forwards it to the apostolic nuncio. The nuncio then conducts his own investigation of the priests on the diocesan bishop's terna, sending the names to Rome with a report and his own recommendations. On average, this part of the process may take two to six months. Stage 3: Congregation for Bishops Once all the documentation from the nuncio is complete and in order, and the prefect approves, the process moves forward. If the appointment involves a bishop who is being promoted or transferred, the matter may be handled by the prefect and the staff. If, however, the appointment is of a priest to the episcopacy, the full congregation is ordinarily involved. A cardinal relator is chosen to summarize the documentation and make a report to the full congregation, which generally meets twice a month on Thursdays. After hearing the cardinal relator's report, the congregation discusses the appointment and then votes. The Congregation may follow the recommendation of the nuncio, chose another of the candidates on the terna, or even ask that another terna be prepared. Stage 4: The Pope Decides At a private audience with the pope, usually on a Saturday, the prefect of the Congregation for Bishops presents the recommendations of the Congregation to the Holy Father. A few days later, the pope informs the Congregation of his decision. The Congregation then notifies the nuncio, who in turn contacts the candidate and asks if he will accept. If the answer is "yes," the Vatican is notified and a date is set for the announcement. One important element in selecting a bishop is the list of priests, of both the diocesan and the religious clergy, that the bishops of the ecclesiastical province or the whole Episcopal Conference judge to be suitable generically (without reference to any particular see) for appointment as bishops. They are required to draw up this list at least once every three years, so that it is always recent.[9] When it comes to a concrete appointment for a particular see, the papal representative (apostolic nuncio or delegate) asks either the outgoing bishop, or in case of a sede vacante, the vicar general or diocesan administrator, to draw up a report on its situation and the needs. That person will be the bishop who has presented his resignation or, if the see is vacant, the diocesan administrator or apostolic administrator. The papal representative is also obliged to consult the metropolitan archbishop and the other bishops of the province, the president of the bishops conference, and at least some members of the college of consultors and the cathedral chapter. He may also consult others, whether clergy, diocesan or religious, and "lay persons of outstanding wisdom".[10][11] Canon law insists on enabling those consulted to provide information and express their views confidentially, requiring that they be consulted "individually and in secret".[12] Accordingly, when the Irish Times of 12 April 2007 published the text of the letter with which Archbishop Giuseppe Lazzarotto, Nuncio to Ireland, consulted certain priests on the choice of their next bishop, he said, "All aspects relating to the process of episcopal appointments should be dealt with in the strictest confidentiality. I trust that you will understand that I cannot depart from this practice." The nuncio then decides on a short list, or terna, of three candidates for further investigation and seeks precise information on each of them. Since if it were widely known that a priest who was not the one who was finally chosen for the post had been under consideration, people might think he had been excluded because of some fault found in him (a groundless conclusion, since all those examined may be eminently worthy and suitable, but only one can be selected), the nuncio will ask those consulted about individual candidates to observe the strictest confidentiality on the fact of the consultation. He will then send to the Holy See a list (known as a "terna" of the (usually) three candidates that seem to be the most appropriate for consideration, together with all the information that has been gathered on them and accompanying the information with the conclusions that he himself draws from the evidence.[13]The qualities that a candidate must have are listed in canon 378 §1. As well as being at least 35 years old and a priest for at least 5 years, he should be "outstanding in strong faith, good morals, piety, zeal for souls, wisdom, prudence and human virtues", and should possess the other qualities needed for fulfilling the office in question; and he should be well versed in sacred Scripture, theology and canon law and, preferably, hold a doctorate in one of these fields. The congregation of the Roman Curia responsible for the appointment (one of the four indicated above) studies the documentation provided by the nuncio, taking into consideration his opinion, but not necessarily accepting it. It might even reject all the candidates he has proposed and ask him to prepare another list, or it might ask him to provide more information on one or more of the priests who have already been presented. When the Congregation decides on which priest should be appointed, it presents its conclusions to the pope, asking him to make the appointment. If he agrees, the papal act is communicated to the nuncio for him to obtain the consent of the priest to his appointment and to choose a date for its publication. The newly appointed bishop is obliged to get episcopal consecration within three months of the arrival the papal bull of his appointment, which is usually prepared only at least a month after the publication. If the consecration takes place within the diocese, he takes charge immediately. If it occurs elsewhere, a separate act is required, after the consecration, for taking possession of his new post.[14] Bringing the process to a conclusion obviously requires much time, usually taking at least nine months, and it may on occasions take up to two years. The procedure described above is the normal one for the appointment of a diocesan bishop. In the case of an auxiliary bishop, the diocesan bishop chooses the three priests to be presented for the appointment, but the nuncio still has the duty of gathering information and opinions on the candidates, and the Congregation can either select one of them or ask for a different list of candidates to be presented.[15] In some countries, the diocesan chapter or some other body decides on the three names to send, through the nuncio, to the Holy See. With the names, the nuncio sends the information he has gathered on the candidates. If none of the three candidates is acceptable to the Holy See, the chapter is asked for another list. However, the Holy See can reject the list in its entirety and appoint someone not proposed by the chapter.[16] In other cases the cathedral chapter chooses the bishop from among a list of three presented to them by the Holy See.[17] |

The ritual being performed is worshipping of the Ori (chi) and I'm going to give some explanation on the importance of the inner head (Ori), represented by the physical head called Ori in Yoruba or Chi in Igbo culture. The inner altar, a place, where our fate is created is a principle that decides on human lives. Ori is the basis of our personality, it decides about our good and bad luck that is why our Ori (the place in our head) is the most important thing we have, something that we should worship in our life. Ori is symbolically represented by our head. Our head is also the reference of our physical personality. In the physical world, Ori is responsible for all personalities that we show outwards; for our good character, bad character; for our impatience, self-confidence, responsibility, and lack of responsibility. Our Ori is the main reference for our spiritual and social identity; therefore it is of great importance to take good care of it. Ori is considered as a divinity. Ori is the individual god. Each of us has his/her own Ori whether strong or not. Ori can join us in two ways – we can choose our destiny ourselves, or something is meant for us to happen. Ori and the human fate are in close relationship with time. The fate is the reality. Our fate determines what we are supposed to or what we are going to experience in our life. There is no need to despair or anxious in one's life. It is very important to take care of ones' Ori, to worship and to talk to it. In this manner, we will always be in right time at that specific moment in that right place, where our fate can most positively take its’ course. In this way, we have control over our lives. Therefore we will not be too impulsive and we will be able to control our impatience. If we have more control over our own manifestation, we will also gain more control over things, which occur in our life. For a person who respects, takes care of and values his/her Ori, is lack of balance in his/her life, not an option, such a person is very harmonious. The process of taking care of ones’ Ori simultaneously means constant care of ones’ spiritual energy and greater harmony in life. Worshiping of Ori My Ori is like my lover. It is a divinity. I embrace it in the morning, stroke it and ask for good things in my life – aloud, with a loving determination. Continue repeating this, and you will find out how very responsible you can be in your life. This is the first and the simplest way of worshiping our Ori. Another one is more difficult; we ask ourselves how to be more tolerant, more patient, how to get inner peace, inner fulfillment in our lives. Another way of worshiping Ori is the way of worshiping Ori by ritual, called BORI. This way is more complex. It involves certain procedures and is performed by certain people who are qualified to do it. This is a ritual through which we feed our personal god and honor him to be nicer to us. Moreover, we do this ritual for our Ori, our personal god, to be present and attentive in our life, so he can be at our service all the time. Ori is something of a significant importance and something we all possess, therefore in the philosophy of Orisha Ori is the first divinity – the first energy, which needs to be worshiped. Our individual Ori is the one, who creates the conditions for all other divinities, regardless of religion we belong to, to exist in our life. I have my Ori and this Ori is my personal divinity. All other gods, from whichever religion, all depend on how my Ori receives their messages. Each individual is the basis for gods. We all have Ori and we don’t believe in poor, miserable, unlucky fate. However, we do believe in lack of ability to improve one's life and this is a matter of training. Literally, we have to train our perception, our thinking, our comprehension, our vision of life. Good day Gurus in the house, I have been unable to start my car for almost two weeks now. The car cranks but wont start. All the lights in the dashboard are showing, the injector noozles have been serviced, the distributor (Ignition) has been changed and confirmed okay, the BRAINBOX has also been confirmed okay, the security has been disable as well yet it only cranks without starting, the fuel pump was removed and tested okay but will not work when fixed back to the engine and the spark plugs does not spark. I will appreciate any assistance please.

I have been expecting a professional membership package from American Society for Industrial Security (the world regulatory body for security professionals) since July 2015. The organization insisted the package left USA for Lagos, Nigeria hence they can not issue another membership certificate. I have visited the post office on several occasions without any success. As at December 2016, they still insisted that the package was sent. |
