Please I have something bordering me. So I want to share here for your advice.
My TRV was declined on March 2020 on the reason of insufficient fund and personal asset.
So I contacted a lawyer who advised that I seek for judicial review. I did and the refusal was upturned and I was asked resubmit and updated documents.
Now I have got all other documents except the scholarship award update.
My problem is that my new start date is 7th September 2020. I am yet to submit the updated documents due to
1. Am yet to get the scholarship award update
2. Am afraid what will happen if I resubmit at the end of the month though am not sure when the updated award letter will be available because of the long process.
3. Should I go ahead and submit the available documents while i wait for the award letter?
4. I feel the start date is too close. The school had earlier said that they will not deferred my admission again because I have exhausted my deferment chances based on several Visa refusals upto 5 times.
Please what should I do now?

Yes, if you think you can't defer your admission till next year then you should apply (you never can tell). CIC has approved someone's application within 3 days of applying so anything can happen.
But only do that if you think deferring your admission isn't possible or might cost you.

@Anamekele Your profile is very okay, but like I said before you applied (I just remembered) your intended course (civil/environmental) and previous course (petroleum) are not directly related, so you have to really work on your SOP to show the vo how they are both related. I know there's a link between both but like I said most of these VOs don't have idea about all these so it is your duty to explain to them in detail(like a you are talking to a layman). I bet you with a good SOP you will scale through. I don't think you need to change any other thing on your profile, just work on your SOP and explain how related both courses are.
Another option (easiest) will be getting a PhD admission on petroleum engineering.
NB: If you decide to go with the first option, work on your SOP and send to me and other guys let's see how we can try to put one or two together to assist. Good luck

Getting a Supervisor is a difficult thing now.
I can send you my SOP though I really worked on it with Frank and Bracha. I also know that my research is on environmental engineering aspect of petroleum .

Honestly I don’t know why I’m interested in your case. But if you broaden your horizon outside of NL, you’ll know judicial review are mainly lost, based on the sole fact that it’s purely to determine if the VO followed procedural standards when coming to a decision.
And you contacted an immigration lawyer, did you verify their licence ? And frankly speaking what did you expect the lawyer to say ? ‘You don’t have a case, keep your money’
If the lawyer is experienced and in good standing, you can negotiate a 70$/hr fee, keep the lawyer on retainer to review your SOP and supporting docs, people on NL can help you with the rest of your application. You would probably get charged for 5-10 hours depending on how well the initial consultation goes.
Alternatively, go on the IRCC site to get a list of approved agents, there a lots of Nigerian ones, do the same as above but they’re cheaper $25-$40/hr.
Main reason I’m trying to steer you away from JR is the process of reapplication is faster, you spend less and if it’s still unsuccessful it makes more sense to spend the initial ~350$ and be sure about the quality of your application going into JR review, than spending $4k for a decision you’re not sure of, and something that could possibly be solved by just spending $350.

You mentioned your SOP getting reviewed by NL’ers .. I’ve had an SOP reviewed here, sought out about 10, was able to get help from 4. All 4 had vastly different comments, 1 was really hands on providing constructive criticisms, amending / rewriting paragraphs etc. Point of me saying that is to stress that only you can truly review your SOP, the best anyone would give you is advice gained from experience and most times it’s just structural nothing to vastly change your SOP, the onus is on you to pick and choose which advice best suits your situation. Even after getting help from NL, I reviewed my SOP with a CIC certified agent from the international centre in my school, and my final SOP after the adjustment was vastly different from my post NL review SOP. So man .. idk what else to say

Kindly share your profile let's see, then you can involve an immigration lawyer if your case is good enough. Like I said earlier, some people have gone that route and they won and were issued TRV but it is expensive and very stressful
We can talk on the phone if possible because some people on this platform have reviewed my SOP and yet the second application was declined..
I contacted an immigration lawyer who said my documents are OK and that I have a case but like you said is very expensive and time consuming.

Sorry for the delay. What was the reason for your denial? If you feel CIC made a mistake you can seek judicial review and you will need to get a lawyer in Canada to help you with that, some people have been lucky to win the case while others not so lucky. Before you make that move make sure your app is solid so your lawyer can have a good case to fight
