The Phd degree is a doctorate degree conferred on someone with zeal and passion for knowledge. It is not really a technical degree per se and definitely not suited or designed for people with interest in managing a zoo or animal. So your argument is moot (not of practical significance) and kinda idiotic for an engineer. You should know better. Managing a country requires a totally different set of skill from that needed for obtaining a phd or managing a zoo. You dont need a degree to manage a country and there are many presidents who have done fantastically well with ordinary college degrees or none at all.
