“We have tried to renovate four General Hospitals at Okipke, Ikwuano, Nkporo and Arochukwu and we hope that we will be able to add more to this list within the first hundred days in office of this administration.

“For ease of doing business, in 2015 Abia was number 34 among the 36 States of Nigeria, but I am proud to say that a few months ago, this state was called to receive an award from World Bank which was handed over by no other person than the Vice President of the country, Prof. Yemi Osinbajo as one of the five most improved states in terms of ease of doing business in Nigeria.

An annual output value of about $5billion will be realized in this city.

“The pointer to the value of this project is that the federal government of Nigeria has invested into it by taking 20percent equity worth over 100bn. The multiple effects of the project on the rest of Abia are better imagined. This project will certainly succeed.

As part of his concluding official assignments, the outgoing Imo governor, Owelle Rochas Okorocha Monday flagged of the construction of the 380.5km roads for rural areas under the Rural Access and Mobility Project (RAMP).

The RAMP project which is a World Bank project jointly sponsored by the Imo State government and the World Bank is designed to cover 380.5km of rural roads in the state at whooping cost of 60m US dollars or 21 billion naira.

The governor stated that it is one of the Rescue Mission Project which struggle commenced about seven years ago involving him to shuttle many times between France, Abuja, Federal Ministry of Finance etc before it was realized.

Okorocha in his words, ‘’Imo is the first beneficiary of this first French supported project costing 60m dollars, the fund just arrived few weeks ago and is domiciled at the First Bank of Nigeria, Owerri branch. Project has been approved and ready for take-off.’’

He advised the incoming government to keep to the rules and avoid stories on the project. According to him, we brought the funds, designed the roads, and the life time of the project is two years.’’

Earlier, the National Co-ordinator of RAMP, Hon Olaramu Ubandoma had indicated that the event which he described as ground breaking will greatly contribute to the opening of the entire rural areas in Imo State, improve agricultural activities which will further reduce unemployment.

He thanked the Imo State governor for providing their counterpart funding without which the RAMP would not have been a reality in Imo and advised the incoming government to sustain the tempo.

Ubandoma further informed that 7 companies have mobilized their personnel and machines to Imo and sought the cooperation of the benefitting communities to provide good working environment.

He assured that the contractors will maintain high standards adding that those who indulge in sharp practices would be sanctioned.

Espousing on the benefits of the RAMP projects, the Co-ordinator stated that, ‘’RAMP comes with good tidings.

An organization called International Institute for Local Government, will be giving a soft loan to all small scale farmers living along the corridors of the RAMP project. So also would some Microfinance groups support their efforts’’

He expressed gratitude to the World Bank, Federal Ministry of Finance, National Planning Commission, members of the fourth estate of the realm, and especially the Imo governor for his doggedness and steadfastness in realizing the project.

Contrary to what you wrote Okorocha actually spread development to both Okigwe and Orlu as well as most villages in all 3 zones. He just didn't invest in media hype while his opposition concentrated in exaggerating what he has not done or where he erred. If I mention what he built in Okigwe zone it could be up to 500 verifiable projects projects including roads, schools, hospitals, ICT centers, markets and more.

As of today, Orlu has two tertiary hospital. IMSUTH and Nigerian Police Hospital (a federal hospital that is usually well staffed and equipped) done by Rochas.

Orlu has five universities and two polytechnics courtesy of Rochas

All the federal government projects built by the Imo State government were approved by the federal government and should be reimbursed to Imo state in due course.

The construction and completion of the Nigerian Police College of Finance and Administration Ideato is contained in FGN 2019 budget proposal. This project was attracted and built by Rochas and handed over to the police who is now funding it.

Governor Rochas Okorocha has said that for government’s establishments and Institutions to thrive, the Public Private Partnership (PPP) arrangement should be adopted or employed regretting that most people see government’s property as no-man’s property.

The governor spoke while handing over eight of the newly built Hospitals by his administration to Churches and Institutions, when the agreement to that effect was signed on Monday, May 20, 2019 at the Sam Mbakwe EXCO Chamber, Government House Owerri, with four other Hospitals also donated to the Army, Navy, Airforce and Police.

The government has built twenty-one, 200-bed Hospitals with one each in the twenty-seven local governments of the State and 1000-bed Somto Hospital another 1000-bed Mother and Child Hospital and Ochie Dike Diagnostic Hospital making it a total of 30 Hospitals.

The Anglican Diocese of Owerri took the Hospital at Ogwa in Mbaitoli LGA, the Lord Chosen Church headed by Pastor Lazarus Muoka took the one at Ohaji/Egbema local government, while the Anglican Diocese of Mbano and that of Okigwe South took those of Isiala Mbano and Okigwe LGAs respectively. They would manage the Hospitals for twenty-five years and only pay the State Government One Hundred Thousand Naira (N100,000)only, monthly.

The general hospital at Isu LGA was leased to the Claritian University as teaching Hospital, for ninety-nine years with the Imo State Government having ten percent investment. The Orlu United Medical team took the Orlu general Hospital and would also manage it for 25years and to be paying N100,000 monthly to the government.

The Galilee Education and Health took that of Obowo General Hospital, while the Nigeria Army has the one at Obinze, Nigeria Navy, the one at Ngor-Okpala, Airforce, the one at Owerri North and the Nigeria Police, the one at Ideato South.

The governor said at the event that government’s establishments and Institutions are better managed under the PPP arrangement, adding that NITEL, NIPOST, Nigeria Airways, and others would have stayed if they were driven under the PPP arrangement.

His words, “We are here to expand the scope of our government by bringing in Private Participation in running the affairs of government. We in Rescue Mission Government believe that government cannot do all things alone. But in partnership with organizations. We conceptualized this idea of PPP in Imo State 5 years ago with a law abiding it which allows the government to partner with Private Organizations and non-governmental organizations in the development of both the health and educational sectors of our economy. That has yielded fruits. Why we did that is because we want to make Imo State a health-town State”.

He added “But let me emphasize a little more on this PPP arrangement. By this PPP arrangement, you are expected to manage the Hospitals for the number of years contained in the agreement i.e. 25 years at the first instance. Your performance will now determine whether government will allow you to go for the next 25 years depending on how you have performed.”

In her speech the Commissioner for Health Dr. (Mrs.) Angela Uwakwem said “At the beginning of the Rescue Mission Government, Owelle Okorocha started with the policy of health at your doorstep and soon after, envisioned 27 general hospitals, one in each local government. Today, we are exploring the option of Public Private Partnership into actualizing this goal and making sure that this vision thrives well beyond this government. The issue of founding health is very high and government may not be able to do it alone”.

She stated “Today, we are happy to announce that we have partners who have shown enough willingness to help drive this goal of turning Imo into a health tourist State”.

My Question is, what is it that can make a right thinking person be proud of Anambra, a state that lives by propaganda, no meaningful development, a state without a standard state owned stadium, a state without a good functioning state hospital, a very dirty state that pay little or no attention to cleanliness, beautification and tourism, a state with little attention to education, a state that is a total failure to southeast and a state that always bring disunity among the great Igbos.

I know Obi and Ngige tried their best in some aspects of the state economy, but what has Obiano done? Just built 3 substandard flyovers in Awka, fixed 2 or 3 roads in Onitsha, that's all. Every day party and drinking and the myopic indigenes are not only being comfortable but also praising a less performing governor. Someone who has not built a single school, hospital, estate, market or expand Onitsha and Awka. If I demand for a picture of development in the whole Anambra the only thing I can get is the flyover at upper Iweka, Enugu/Onitsha road and people's private buildings in Onitsha, then in Awka, the substandard flyover with iron bars snapped from different angles, Nnewi is no go area.

But demand for such from Ebonyi, Abia, Imo and Enugu and see flocks of pictures from different areas of the state. For your information, Abia is far ahead of your claimed state. If you are still in doubt let's fix time and do picture comparison so that the unbaised people here will give their judgement. And if you can't do this, please don't disturb me and Abia state again.
