What the govt must do is to prosecute and bring to books the leaders of the group. If any of the idiotic foot soldiers realize that they have made a mistake and want to repent then that's good for the war on BH.
Even after world war 2, the allied could't prosecute foot soldiers, they only went after the identifiable leaders.
Trying to prosecute all Boko haram foot soldiers is an effort in futility, it will amount to nothing. It's practically impossible.
Also these repentant ones will be useful in getting some excellent intelligence information on how and where the remaining terrorist are.
As long as they have not been personally indentified as part of a group that killed anyone, then the best thing the govt should do is to use them for information, rehabilitate them and release them. That might sound cold, but it is the only practical and logical that the govt can do.
