The DSS is part of the Civil Service like other Security Agencies. No member of the service are supposed to be linked with any political party. The loyalty of the DSS boss is to the Nation first because he has constitutional mandate. The position of DSS is not like the NSA or Ministers. @OP you are right with this, The penalty are little in some cases and also in the case of over billing, FRSC will never over bill you, they will only make you go through stress that you will rather over bill yourself by paying them more... FRSC will stop you in Lagos and ask you to go and pay a penalty of 2000 naira in Abuja
