Out of the 6 states in the SW 3-4 are definately going Jonathans Way, by election and rigging. in the presidential elections.

I cant say all yoruba peeps will support him but atleast half closer to 60% will vote for Jonathan over Atiku, IBB, Buhari Shekerau.
60% is much more than enough. To win the presidential election, a candidate has to score 25% of the votes in at least two thirds of the states.
Even if the majority SE vote goes to IBB, as long as Jonathan shoots 25% of the vote, he will be fine. The same goes for the 6 Hausa-Fulani states.

The presidential election has nothing to do with winning the overall majority of votes. It is about the spread of your votes. If you win all SE and far North states with 100% of the vote and you don't win elsewhere, even if you have the majority, you would lose to someone meeting the vote spread as required by the consitution.

Wed Aug 25, 2010 5:24pm GMT
By Nick Tattersall

LAGOS (Reuters) - When Nigerian President Goodluck Jonathan presents a roadmap on Thursday for ending chronic power shortages, it is not just infrastructure financiers and industrialists who want to hear what he has to offer.

Jonathan has made bringing reliable electricity to the nation's 140 million people a cornerstone of his administration and it is no coincidence that he has chosen to unveil his power sector reform programme at a rare public presentation in Lagos less than five months before presidential elections.

Constant power outages are perhaps the greatest paradox of life in Nigeria, which despite being the continent's biggest oil and gas producer is reliant on belching diesel generators to power everything from phone chargers to luxury hotels.

Government after government has pledged to fix the problem, but powerful vested interests, such as billionaire tycoons who import diesel and generators, and the chronic mismanagement of state-run utilities has meant little progress has been made.

"Stable power is a number one priority for Nigerians and Nigerian companies , His predecessors have promised to sort out the power problem, but to no avail," said Kayode Akindele, a director at consultancy Greengate Strategic Partners.

"President Jonathan has made it a key pledge , There is no time to assess his performance in this sector with elections in a few months, but it will definitely be a key plank of any presidential bid by him," he told Reuters.

Jonathan has not yet said whether or not he will run in polls due in January, but recent announcements by his administration suggest he is gearing up for a bid.

He has pledged to partly privatise a domestic power sector made up of inefficient state monopolies, ringing the right bells with foreign investors who stand ready to invest billions of dollars once the sector is properly regulated.

It has also raised hope among some that Jonathan could, at last, be the leader who solves the country's most pervasive problem. Some of his fans have suggested a decline in blackouts in recent weeks is already the fruit of his labours. Others point out heavy rains have filled hydroelectric dams.

PRIVATISATION

Nigeria's generation sometimes plunges below 1,000 megawatts (MW), largely due to a lack of maintenance at power stations, around a tenth of the country's basic needs. South Africa, with a third of Nigeria's population, has ten times the capacity.

The central bank says 60 million people rely on generators and spend $13 billion a year fuelling them.

Some parts of Jonathan's reform programme are already known.

The government said in May state power company PHCN would increase the amount it pays energy firms such as Royal Dutch Shell and Exxon Mobil for their gas, the main source for electricity generation, over the coming years.

The previous gas pricing regime gave energy companies too little incentive to provide gas for domestic power generation.

Jonathan has said Nigeria will privatise electricity generation and distribution next year, and the privatisation agency this week announced it was seeking bidders for 11 electricity distribution firms.

Two weeks ago, he announced plans for a $3.5 billion "supergrid" to be financed with the private sector and development agencies, which would boost generating capacity to over 14,000 megawatts (MW) by the end of 2013.

Nigeria's Business Day newspaper said on Wednesday the World Bank had pledged $800 million to help fund the reforms.
The central bank said on Wednesday it was ready to release $2 billion in funding to stimulate lending, much of it to help the development of projects in the power sector.

"This is one of the key pillars of reforms and of his political agenda," said Bismarck Rewane, head of Lagos-based consultancy Financial Derivatives.

"If he can come through with power reforms and they are sustained, it could be a political game changer," he said, but added electoral reforms also promised by Jonathan would be needed too to ensure he had a credible mandate.

Political analysts point out that while Jonathan is making all of the right noises, laying out the plan is the easy part. Fighting the corruption and mismanagement that have bedevilled the sector will be much more of a test.

A strike by PHCN workers could mean even Jonathan will be relying on generators to power his presentation on Thursday. It could also be a sign of the battles still to come.

* Aim is to create jobs, spur economic growth
* Nigeria expects investment to rise over coming years
* Employment key to post-amnesty programme in Niger Delta

By Nick Tattersall

LAGOS, Aug 25 (Reuters) - Nigeria is committed to boosting the role of indigenous firms in its oil industry so as to derive greater benefit from anticipated investment of $150 billion in the sector over the next five years, a senior official said.

President Goodluck Jonathan in April signed into law a local content bill aimed at boosting the involvement of local firms in its mainstay industry and creating jobs in Nigeria, most of whose 140 million citizens have seen little tangible benefit from crude oil in the five decades since it was first pumped.

Ernest Nwapa, executive secretary of the Nigerian Content Development and Monitoring Board (NCDMB), set up to oversee the implementation of the bill, said less than 20 percent of an average annual industry spend of $18 billion was retained in the OPEC member nation, a situation which had to change.

"For decades, operators and planners have focused squarely on foreign sourcing of equipment, facilities and materials," he said in a speech on Wednesday.

"The unfortunate result is that after executing thousands of major projects worth trillions of dollars, there is hardly any capacity developed within the country to manufacture equipment for new projects or support, existing facilities."
He said Nigeria was looking to the example of Brazil, which had developed a world-class oil industry while focusing on local content, lifting local participation from $35 billion from 2003-2007 to a projected $190 billion for 2009-2013.

The monitoring board was following Brazil's lead by establishing a database of local firms to identify available domestic skills and areas which needed developing. It would also work with the central bank to ensure easier access to long-term lending at lower interest rates for local firms, Nwapa said.

FORMER MILITANTS

Nigeria's local content bill gives domestic firms priority in the award of oil blocks and requires foreign partners -- such as Royal Dutch Shell (RDSa.L: Quote), Exxon Mobil (XOM.N: Quote) and Chevron (CVX.N: Quote) -- to hire more local staff.

It also lists in minute detail the number of materials and services that must be sourced in Nigeria -- for example, 65 percent of divers in energy projects must be Nigerian and 60 percent of steel ropes made by local firms.

Nigeria hopes wider legislation to overhaul the industry, in the form of the Petroleum Industry Bill (PIB) currently before parliament, will spur a new wave of investment and further promote indigenous involvement in the industry. [ID:nLDE66T1FD]

Nwapa said anticipated investment of $150 billion in Nigerian oil and gas over the next five years would include drilling rigs, vessels, Liquefied Natural Gas (LNG) plants, refineries, pumps, valves and pipeline systems and that local firms needed to position themselves to meet these needs.

"It is estimated that over 150 times more jobs are created in other countries than in Nigeria on the back of Nigerian projects, at the expense of national development," he said.
Less than 20 of around 280 vessels operating in the industry are Nigerian owned, meaning fees are going overseas, he said.

Industry executives say finding the local resources and employees to meet these new requirements is likely to be tough.

Aside from a lack of skills training, Nigerian manufacturing has been crippled by poor infrastructure. Intermittent mains power supply and high operating costs mean much of the equipment needed in the oil sector cannot be locally produced.

Educational standards have fallen sharply in Africa's most populous country since the mid-1980s. Its once proud universities are a shadow of their former selves and those who can afford it prefer to study in Europe or the United States.

But thousands of former militants who gave up weapons under an amnesty programme in the restive Niger Delta last year are receiving skills training and Nwapa said he hoped the local content bill would help them to find employment.

"There is no better way of addressing the large number of participants in the programme than creating these facilities," he said. (For full Reuters Africa coverage and to have your say on the top issues, visit: af.reuters.com/ ) (Editing by Alison Birrane)

PHCN workers go on nationwide strike
August 25, 2010 01:27PM

Workers of the Power Holding Company of Nigeria (PHCN), on Wednesday, begin an indefinite industrial action.

The workers are protesting the nonpayment of their monetisation arrears among others. The workers, under the aegis of National Union of Electricity Employees, had on Monday, released a memo instructing all members to lock all the gates to PHCN's offices and installations nationwide.

The workers' strike is coming two days before President Goodluck Jonathan is scheduled to unveil his power generation and distribution blue print. The workers are also protesting the procedure that government plans to adopt in the privatization of power distribution.

Mr Jonathan had, on Monday, approved the sale of 11 power firms, which are subsidiaries of the power company. The government insisted that this move will help to checkmate the high aggregate technical, commercial, and collection losses suffered in the course of electricity generation and distribution in the country.

Jonathan Appoints Dalhatu Tafida Campaign Director
•IBB picks Dokpesi
From Chuks Okocha in Abuja, 08.25.2010

President Goodluck Jonathan has appointed Nigeria's High Commis-sioner to the United Kingdom, Dr. Dalhatu Tafida, as the Director of his campaign - on a day his Special Adviser on National Assem-bly matters, Senator Muham-med Abba-Aji, announced that he would declare after the Ramadan fasting in September.

Former military president Gen. Ibrahim Babangida has, meanwhile, appointed the CEO of Daar Communications which owns AIT and Ray Power broadcast stations, Dr. Raymond Dokpesi, as the Director-General of his campaign organisation.

The president had at the weekend announced to a group of about 100 politicians from Northern Nigeria that he would join the presidential race, thereby putting paid to speculations that he would not run.
A source told THISDAY from the UK last night that Tafida, a physician, has accepted to be the Director of Campaign of the president.

Tafida was personal physician to President Shehu Shagari in the Second Republic and was also Senate Leader under former President Olusegun Obasanjo. He hails from Wusasa in Kaduna State.
Under the Option A4 system of picking presidential candidates, Tafida defeated former head of state, General Yakubu Gowon, on the platform of the National Republican Convention (NRC) to end Gowon’s dream in the 1992 presidential primaries of the party.

Abba-Aji said yesterday that the president will officially declare his intention in respect of the 2011 election after the Muslim fasting.
Speaking to journalists under the aegis of Friends of Jonathan, Abba-Aji said: "The President will certainly run and he will declare after Ramadan. He is fasting along with us. He is right now fasting.

"This is not something that he started now; he started it since he moved to Abuja as Vice-President. Because of this he is holding on. But as soon as the Ramadan is over, he will declare for the presidency.
"There is no doubt about that. We will take a convenient date after the Sallah and you will be duly notified. Don’t believe those who are saying president won’t run. Don’t believe them. The president will run. It is the desire of every politician to aspire to the highest level."

THISDAY, however, learnt the president has asked the committee working on the declaration to pick between September 14 and 15 for the much-awaited event.
Jonathan was said to have shifted the date to the second week of September to coincide with the end of Ramadan fast, which may be September 11 or 12.

“It is true that Jonathan is fasting with his Muslim brothers and sisters. The Ramadan fast may end by September 12. He has therefore, advised the committee preparing for the event – his presidential declaration to pick 14 or 15 September. And we are looking at September 14,” the associate said.
Jonathan is said to have chosen the date because he did not want Muslims to be saddled in the period of Ramadan with the kind of political activities that will follow his declaration.

THISDAY learnt the president has set up a committee to ensure that all stakeholders, institutions and other interest groups are consulted in planning for the event.
The Presidency had stated recently also that Jonathan had to delay his declaration for the presidential race to enable him consult widely with all segments of the country.

Yesterday, Abba-Aji also said the President is now the closest person to the presidential seat because “he is already sitting on it”.
He said: "He is the closest person to the Presidency in 2011. Nobody is closer to it than Jonathan because he is already on the seat. He is going to run and there is no doubt about it.

"We have made it abundantly clear that President Jonathan has inherited all the political fortunes of late President (Umaru Musa) Yar’Adua. Were he to be alive he would have been automatically entitled to a second chance. That chance is the entitlement of President Jonathan."

Referring to the actions of PDP governors, he said: "We are not threatened by the action of the PDP governors. They are very important leaders of our parties in their various states and in the governance of the country.
"They know that this is the turn of Jonathan because as a sitting President, it would take thoughtlessness to suggest that somebody other than him should be given the chance. We have no fear at all we know that our governors will support the president in due course.

"Many of them are doing that already. Right now on our count, I am sure that we have a majority. Over two-thirds of the governors are with us and not that the rest are not with us but they are yet to declare but they will declare for the President in due course."
Meanwhile, President Jonathan has said he will draw on the pledged support of the government and people of Nasarawa State should he decide to seek re-election next year.

Welcoming a promise of “total support and commitment” to his victory in the election from a high-powered delegation led by Governor Aliyu Akwe Doma, President Jonathan said he was greatly encouraged by the delegation’s visit and its appreciation of his administration’s achievements in the little time it has had in office.

In the delegation were the state Deputy-Governor Michael Abdul, former Governor Abdullahi Adamu, Speaker of the State House of Assembly Alhaji Musa Mohammed, Emir of Lafia and Chairman of the State Council of Chiefs Alhaji Mustapha Agwai, Senator Abubakar Sodangi, Senator Walid Jibrin and PDP Chairman in the state Chief Yunana Iliya.

A statement last night from the office of the President and signed by O. J. Abuah, said President Jonathan reaffirmed his commitment to ensuring that every vote counts in next year’s general elections.
“We will not shift an inch away from it. Public office holders must truly enter office with the mandate of the people. If votes do not count, then public office holders cannot be compelled to do the right thing. Ensuring that all votes count is therefore the best way of ensuring that our democracy stabilizes and our people reap its positive dividends,” President Jonathan told the delegation.

On the specific request by the delegation that the dualisation of the Abuja-Keffi Road be extended to Akwanga and Lafia and further to Makurdi and Enugu, the president said it was his belief that all the arterial roads into Federal Capital Territory should be expressways to facilitate easy movement in and out of the city.
They told the president that the people of the state had resolved to give him their full support if he presents himself for re-election next year.

“We wish to state that should you decide to answer the clarion calls on you from different parts of the country to contest the 2011 presidential election, we, the people of Nasarawa State are resolved to give you our total support and commitment,” they said.
Others in the delegation were Alhaji Yusuf Agade Ayitogo, PDP National Vice-Chairman, North-central Zone, Alhaji Hussaini Akwanga, Senator Joseph Umaru, Alhaji Hassan Mohammed Agwai, Emir of Nassarawa, Alhaji Hassan Ahmed, Andoma of Doma, Alhaji Ahmadu Onawo, Eus Karu, Chief Luka Panya Baba and several community leaders.

The water front demolition seems to be a very touchy issue that has even been taken up by human rights groups. Some see it as ethnic warfare, others see it as targetting the poor for displacement, development etc. I think non-indegenes would be wise to steer clear of comments on this one.
