Try com_create_guid() . It will give you a guid which is always a 32 character hexadecimal. Its fixed length and unique.

<?php
$uniqueId = com_create_guid();
echo $uniqueId ;

The question is like asking whether oil is better than water. There is no answer.
You can write 100% functional database apps in both languages; the only things that might constrain you to one language over the other, would be very specific details on how both handle (or mishandle) very specific things.

Nigerian Ruling Party Senior Members Threaten Legal Action Against President
Joe DeCapua 25 June 2010

Some senior members of Nigeria’s ruling party, the People’s Democratic Party, say they will take President Goodluck Jonathan to court if he fails to remove himself from next year’s presidential election.

They are asking the courts to compel the president to respect the zoning policy of the PDP.

From Awka in Anambra state, VOA's Chinedu Offor reports the senior members are under the umbrella known as the “Northern Elders Assembly.”

“They are asking the president to respect the zoning formula of the PDP because they say it is the constitution of the party and that he has to respect the rules made by the party—that the next president of the country should come from the north, and that effectively means Goodluck Jonathan should step down next year as the country’s leader,” explained Offor.

Offor said these members feel they do have a court case.

“They say they do have a case because it is written in a document of the PDP.  They also point to the fact that former president Olusegun Obasanjo served two terms based on the zoning formula.  They also say some party positions are shared on the basis of the zoning formula.  And, some prominent northern politicians led by the former military head of state, Major-General Ibrahim Babangida, are trying to get all powerful northern politicians together to oppose the President as one group, united,” said Offor.

However, the President’s supporters say there is nothing in Nigeria’s constitution that stops the President from running in next year’s election.

“They are saying the Nigerian constitution is superior, and that the President would not in any way worry if such a case goes forth.  They are pushing for Jonathan to run.  A group known as “Support Jonathan 2011” has set up offices in all 36 states of Nigeria.  They are recruiting members and they are taking out ads in newspapers and running commercials on TV and radio, clambering for people to support him”, explained Offor.

Now I hate Nigerians. Many are being critical of Nigeria they think it makes them kind of intelligent undecided undecided. Nigerians are least racist people I know on this planet. apart from Niger Delta crisis where in Nigeria has whites or any other been discriminated against? White folks in Nigeria enjoy what they can't enjoy in Europe even if they have the money,

You guys are just plain loons. You base your entire philosophy on being critical of your own to make you sound intelligent and unbiased? That'll automatically lead to low self esteem and lack of self pride. You don't beat yourself for someone that is already beating you and I thought you wise ones will know that, I've seen the trashiest of white folks come to Nigeria and feel loved more than he or she would in any white ruled nations.
You are the fool that is too drugged up to think straight. The only reason some white wretches, who would be the dregs of their own societies live like royalty in Nigeria, is because of a national inferiority complex that fools like you will continue to deny exists, all the while making wacky arguments that would shame toddlers.

You've seen the trashiest whites loved and worshiped in a country where babies are slaughtered, as in Jos. . . And nothing strikes your mind? Well, I can tell you, its the drugs! They make you stup!d even when you try not to be.

W.T.F shocked shocked shocked. Hamilton my backside. Hamilton himself, is he free of controversy in his short career, from spygate to liegate e.t.c. I know you like Hamilton but it is disrespectful to even try an allege Schumi wouldn't have cut it against Hamilton, not to mention Alguesuari in his prime.
Schumi was / is talented no doubt, but is totally overrated and overhyped (as Rosberg is proving). Its my opinion that Alguesuari would beat Rosberg in the same car (just as Rosberg is now beating Schumacher).

Yes Lewis isn't free from controversy, but it was from McLaren cheating (as all F1 teams do), rather than him deciding on his own to cheat. Spygate had nothing at all to do with Lewis, if you recollect, it was the emails between Alonso and Pedro de la Rosa that incriminated McLaren, Lewis was just a new boy to F1 then (1st year). He didn't even have to say a word in the French court.

Schumi, on the other hand, never needed prompting to cheat. . .

Schumey is the greatest F1 driver of all time. It will take an exceptional driver to break the numerous records that he has set. You can't dominate an international sport for that long by "cheating". The man's a legend. smiley

By the way McLaren have confirmed that they will not have the updated aerodynamic Red Bull-style exhaust outlets for the next race. Red Bull have lost their chance though. Their period of dominance is over.http://news.bbc.co.uk/sport1/hi/motorsport/formula_one/8755765.stm
Schumi is talented no doubt, but he is very very far from being the most talented in history. In fact, at his peak, he wouldn't have cut it against phenomenal talents like Lewis or the up and coming Alguesuari. He could hardly beat Alonso; do you recall how Monaco became a parking lot for him in his last attemt to cheat before retirement? That was because Alonso was doing a better qualifying lap.

His carreer is littered with underhand tactics, outright cheating and a lot of FIA mafioso style interventions. Thank goodness F1 is now rid of the nazi, mad Max Mosley --crosses self-- ; we can now see races as they truly pan out and accurately evaluate each drivers talent, a truely dark era in F1 came to a close with his ejection from the FIA. Rosberg is now roundly trouncing him in such a way that makes you wonder, where has all Michaels "talent" gone?

This is the most unbiased article of his controversies you will ever find (others are much worse and scathing) http://en.wikipedia.org/wiki/Michael_Schumacher#Controversy

This is one very sad thing about the fact of our identity crisis as a people. We love to be told who and what we are by total strangers (as long as they are white), we love this almost as much as we love to be called "Peter" or "Paul" and name our kids "Hezekiah" or something similarly ridiclous like "Longinus".
The only way we can make progress is by being ourselves.

If your lecturer has told you the problem is similar to the sort of flow in an Expert System, methinks you need to dig a bit deeper to pass with flying colours.
Maybe, simple conditional will not do you enough good, you need to chain your conditionals in such a way that different answers provide different inferences (you might want to look up Inference Engines). Better still, read up on Expert Systems.

If you are working with webservices, then you need to watch encoding (UTF-8 and UTF-16).
