But it seems kind of weird the NHS would deny an illegal HIV treatment because it does defeat their aim of HIV eradication or containment as they cant guarantee the patient wont spread the disease.

A small kiosque in a good part of town (near banks, business district, offices) with beverages to go with it run by an employee might be an addition.
