It is based on this benchmark price, that the tenders board negotiate. This is also how it is done even in the private sector. The summary of that submission is that a system is put in place that handles procurement and contracts, and this system is matured enough to be self operated regardless of who sits as commissioner or governor
2. Even if the commissioners reported these contracts to Fashola, after the tenders board recommendation, I dare ask, is it Fashola's job to do market surveys?
