simeonii: There is disquiet in the department of State Security Service (SSS) following mass dismissal and retirement of personnel perceived to be partisan, corrupt or on collision course with the present leadership of the service.
In a sweeping retrenchment Tuesday, the SSS sacked dozens of personnel including the former spokesperson of the service, Marilyn Ogar, and the former Chief Security Officers (CSOs) to President Muhammadu Buhari and former President Goodluck Jonathan, Abdulrahman Mani and Gordon Obua respectively.
Other prominent personnel affected by the mass lay-off are Liman Widi, Yomi Zamba, Little John Okojie, Ahmed Abdullahi, Ibrahim Katsina, Larry Obiagwu, Abdulganiyu Dauda, Dahiru Dodo, Suleiman Dabo, among others.
A notice for retirement issued to the affected staffers with a title: “Retirement From Service”, read, “Following the on-going re-organisation in the Service, be informed that that your services are no longer required in the Department of State Security Service (DSS). You are therefore, retired from Service under Section 8 Rule 020806(II) of the Public Service Rules, 2006 wef 31st August, 2015″. The notice, obtained by PREMIUM TIMES, continued: “In view of the foregoing, you are hereby directed to immediately render all Government property under your care, including Service Warrant Card, to your immediate Sectional Head/Director and obtain necessary clearance.”
While expressing the DG’s best wishes to the affected officers, the notification said “You are also to liaise with the Directorate of Administration, Personnel Department and Pension Department to conclude the necessary formalities for disengagement and payments of benefits.”
PREMIUM TIMES gathered that Mr. Obua is one of the staff challenging his dismissal by the service. Speaking through his lawyer, Andrew Itsekiri, Mr. Obua said he would challenge the decision of the SSS in court, as the service failed to establish anything incriminating against him when he was detained and quizzed over alleged corruption. Other affected officers who spoke with our reporter also cried foul over the service’s decision, saying their retirement or dismissal were borne out of malice than “on-going re-organisation in the Service”.
One affected officer who spoke to PREMIUM TIMES on the condition of anonymity said he was neither queried nor invited for questioning before his compulsory retirement.
“I have five years to retire. But suddenly I was sent on compulsory retirement without ever being queried or investigated for any wrongdoing,” he said.
Another officer who spoke to PREMIUM TIMES also faulted the service’s decision to sack him without violating either the service code or being invited for questioning over any wrong-doing.
The officer, who also preferred anonymity, argued that there was ulterior motive behind the mass retirement as it was targeted at “some specific staff”.
He accused the new Director General, Lawal Daura, of being on a “revenge mission”, saying Mr. Daura was targeting personnel he bore malice against before his (Daura’s) recall from retirement. “We will challenge this injustice in court,” he vowed. Security sources said the mass retirement and dismissal were also discriminatory as some officers who committed offices liable for outright dismissal were retired instead.
PREMIUM TIMES gathered that one of the affected officers went on Absence Without Leave (AWOL) for weeks with a service pistol, which he did not sign for, but was sent on retirement instead of outright dismissal.
“The offense is liable for dismissal. But because of favouritism, he was retired with full benefits, while others who did not commit any clear offence were dismissed from service. This is sheer injustice,” said the officer.
PREMIUM TIMES could not reach Mr. Daura for comment as he did not respond to calls to his mobile phone number.

GOATandYAMtheory: The Akwa Ibom State Governor, Udom Emmanuel, Friday denied the reported invasion of his official residence, known as Hilltop Mansion, by operatives of the State Security Service.
The governor, who spoke to PREMIUM TIMES through his Chief Press Secretary, Ekerete Udo, said the reported raid on the Government House, Uyo, is a “manufactured lie”.
“My brother, that is a manufactured lie that I am not even aware of,” Mr. Udoh said in a response to a telephone enquiry.
When it was explained to him that the call was initiated to get confirmation of the state government following the statement by the Ekiti State governor on the issue, Mr. Udoh insisted he was not aware of any such incident.
“I will have to call you back. I am in a middle of something here,” he said.
But hours after he promised to return the call, there was no word from the governor’s official spokesperson.
The denial by the governor came despite the confirmation of the incident by two top leaders of the Peoples Democratic Party, PDP.
PREMIUM TIMES had exclusively reported on how DSS operatives raided the Government House Uyo, Thursday and uncovered “incriminating materials”. The operation was jointly carried out by operatives from the SSS headquarters in Abuja and a detachment from Uyo, based on a tip off.
The PDP’s Acting Chairman, Uche Secondus, in a statement had raised the alarm and described the invasion as a civilian coup d’état.
Mr. Secondus said the action is part of the strategy of the ruling All Progressives Congress, APC and the Muhammadu Buhari-led government to forcefully take some states won by the opposition PDP.
On his part, the Ekiti State Governor, Ayo Fayose, called for the immediate sack of the Director General of the DSS, Lawal Daura, who he blamed for the invasion.
Mr. Fayose said armed men from the Special Squad of the SSS invaded the Presidential Wing of the Government House, Uyo, in a commando style, ransacked it, intimidated and harassed the occupants, claiming that they were searching for bomb and documents.
While wondering when Akwa Ibom State Government House became a bomb-making factory, Mr. Fayose said he was shocked that men of the SSS were overzealously looking for bomb in Akwa Ibom instead of the Boko Haram-ravaged North East Nigeria.
“From the barbaric act of the DSS yesterday and other actions of Security Service under Alhaji Lawal Daura in the last few weeks, one can conclude that Daura is taking Nigeria back to the 1984 era of General Mohammadu Buhari and this is unfortunate,” Mr. Fayose said.
“No doubt, the Director General (DG) DSS, Lawal Daura is acting out a sinister script of taking over Peoples Democratic Party (PDP) controlled States in the South-South and South East by whatever means,” Mr. Fayose said.

Boscojugunu: A statement by the Senior Special Adviser on Media and Publicity to the President on Media and Publicity, Mr Garba Shehu said “the documents submitted to the CCB, which officials say are still being vetted and will soon be made public, show that prior to being sworn in on May 29, President Buhari had less than N30 million to his name. He also had only one bank account, with the Union Bank. President Buhari had no foreign account, no factory and no enterprises. He also had no registered company and no oil wells”, the statement said.
The statement further added that “the Vice President, Professor Yemi Osinbajo (SAN) who had been a successful lawyer before his foray into politics declared a bank balance of about N94 million and 900,000 United States Dollars in his bank accounts”.
It added that President Buhari “had shares in Berger Paints, Union Bank and Skye Bank.
The documents also revealed that “President Buhari had a total of five homes, and two mud houses in Daura. He had two homes in Kaduna, one each in Kano, Daura and in Abuja. One of the mud houses in Daura was inherited from his late older sister, another from his late father. He borrowed money from the old Barclays Bank to build two of his homes.
“President Buhari also has two undeveloped plots of land, one in Kano and the other in Port Harcourt. He is still trying to trace the location of the Port Harcourt land.
“In addition to the homes in Daura, he has farms, an orchard and a ranch. The total number of his holdings in the farm include 270 heads of cattle, 25 sheep, five horses, a variety of birds and a number of economic trees”.
The documents also showed that the retired General “uses a number of cars, two of which he bought from his savings and the others supplied to him by the federal government in his capacity as former Head of State. The rest were donated to him by well-wishers after his jeep was damaged in a Boko Haram bomb attack on his convoy in July 2014.
The same forms, according to Mr Shehu, notes that ” Vice-President, Professor Yemi Osinbajo’s asset declaration include his 4-bedroom residence at Victoria Garden City, Lagos and a 3-bedroom flat at 2 Mosley Road, Ikoyi. The Vice President also has a 2-bedroom flat at the popular Redemption Camp along Lagos-Ibadan Expressway and a 2-bedroom mortgaged property in Bedford, England. Aside from these, the Vice President has no other landed properties on the form.
“Apart from his law firm, known as SimmonsCooper, the Vice-President also declared shareholding in six private companies based in Lagos, including Octogenerium Ltd., Windsor Grant Ltd., Tarapolsa, Vistorion Ltd., Aviva Ltd. and MTN Nigeria.
“His personal vehicles are one Infinity 4-Wheel Drive SUV, one Mercedes Benz and a Prado Jeep.

It is full of contradictions, needless self-salutations and puerile lies. Coming from a government that is 97 days old today, one wonders what dramatic flourish they will not envision for their 365 and 1461 days.
Shehu’s piece gives the impression that his boss does not have a blueprint of what to do with victory and they are currently winging out governance. After spending years rhapsodising what they – the opposition – will do differently if they snatch power from the Peoples Democratic Party, they are fast becoming what they criticised. Their unending obsession with the PDP, the unrestrained and now boring commentary on PDP’s faults, and the constant appeal for patience now seems like a riveting distraction; to keep the public busy so they will not have to own up for their current lack of ideas and ideological offerings.
The SSA can disown ‘One hundred things Buhari will do in 100 days’ and ‘My covenant with Nigerians’ but he cannot deny that the contents of those documents were extrapolated from APC’s manifesto put out during electioneering. The wordings might not be exactly the same but the scale of promises was just as ambitious, declarative and far reaching. If we distance Buhari from his campaign promises, he at least cannot deny the promises stated in thisisbuhari.com, a document circulated in December 2014.
As the ‘ghostwriter’ of ‘My covenant with Nigerians’ noted, the document is an abridged version of the party manifesto. If ‘My covenant with Nigerians’ was not Buhari’s thoughts as is being intoned presently, why were there no debunks before now? Why wait until your 100 days report card is due? Whether Buhari’s media team authorised the documents or not matters less as to whether they are on track of fulfilling the promises they made. Shehu says he can bet his last kobo that Buhari neither saw nor authorised these documents. Sophistry has a new name and it is resident in Aso Rock.
The question is, the one he saw and authorised – the party manifesto – how far has he laid the groundwork for its realisation? How far has Buhari gone with the promise to, for instance, “initiate action to amend the Nigerian constitution with a view to devolving powers, duties, and responsibilities to states in order to entrench true federalism and the federal spirit” as stated? He does not seem to be talking of restructuring the nation to make administration less unwieldy anymore, what happened? What of the promises he made in the sectors of education, infrastructure, security, economy and yes, foreign policy? How is he driving the reforms he stated in his manifesto? By his body language or through a clear and defined vision? Does Shehu realise that after the 100 days assessment, we would soon be assessing Buhari’s one year in office? His promises remain the yardstick by which we shall measure his effectiveness.
Furthermore, Shehu should stop insulting us by telling us ‘Buhari has given the job his best shot and the whole country is saying that we never had it so good.’ Such hyberbolic statements are disrespectful to both Nigerians who voted Buhari and those who voted against him for good reasons. Where was the poll carried out where Nigerians spoke in unison and agreed that their lives are perfect now since Buhari became President? If what has been seen so far is Buhari’s best, then Nigeria is in for a long and difficult ride. And no, Buhari’s endorsement by both the US President, Barack Obama, and UN President, Ban Ki-Moon, count for nothing. Those men are politicians who say what they are supposed to say even when it is either irrelevant or banal. Obama once praised former President Goodluck Jonathan such that the man questioned – in his infamous spiel, “I am not a General, Goliath, Pharaoh or a King” why Nigerians refused to see any good in him despite those high profile commendations.
Buhari was sold to us as the man with a magic wand capable of solving Nigeria’s recurrent corruption problems. By the time I got to the part of the document that states, ‘President Buhari is being praised at home and abroad for his ongoing fight against corruption….’ I had to wonder what the ‘‘ongoing fight against corruption’’ was all about and where it was taking place. What we have had so far is propaganda and lots of noise about who and who stole what.
There is practically no ruler in Nigeria – military or democratic – that has not paid the obligatory lip service to fighting corruption. The collapse of the First Republic via the coup in 1966 happened partly because some soldiers were disgusted by the depth of the corruption in government.
There is no point asking Shehu how the documents being denied presently came into existence; we were alive when the Third Term Agenda was blamed on the printer’s devil. What Shehu owes us now is to explain what Mr. President plans to do to tackle corruption beyond the simplistic and unrealistic mantra borrowed from Narendra Modi, ‘I won’t steal and I’ll not allow others to do it!’
How does the President monitor and prevent people from stealing in a country as large and as complicated as Nigeria? If an anti-corruption agenda can work simply by whom the President permits to steal, a President like Olusegun Obasanjo would have solved the problem long ago! That was one man who hounded those who stole without permission.
Shehu, in that same press release says that ‘Buhari will turn out to be a leader in the tradition of Lee Kuan-Yu and India’s current reform-minded Prime Minister Modi… He may however differ with (sic) them by not micro-managing things.’ A President whose anti-corruption plans is about who is allowed to steal is already a micro-manager.
Shehu cannot convince us this government is serious about fighting corruption until we see their action plan. How do they plan to take the anti-corruption agenda to wards and local government levels? Is their strategy bottom-up or top-down approach?
My advice to Shehu is to take a deep breath and stop talking for a while so they can put their house in order. This administration has talked so much like a tape on repeat. The energy deployed on talking could be useful for other ventures. Nigeria is not a stranger to empty rhetoric. This government talks too much for people who are supposed to be rebuilding a vandalised country. That emphasis on talks without requisite action makes them look unserious. The APC should spend some time poring over their manifesto and reminding themselves of their promises to Nigerians. That, hopefully, might put a spring in their steps.

The mad man was said to have held a hammer, which he used repeatedly to hit the machine, trying to destroy it.
The incident, which reportedly threw ATM users into confusion and kept them on their heels scuttling for safety, happened at about 9 a.m after the suspect was mistaken for a robber on a mission to rob customers at the ATM.
According to reports, the attack allegedly rendered two bank machines useless, leaving customers exasperated.
The state Police Public Relation Officer, Collins Sola Adebayo, who confirmed the incident, said the suspect was shot on his leg.
