For now, he said the Vice Presidency occupied by Dr. Goodluck Jonathan is what the South-South is entitled to from 2007- 2015 and so the South-South should wait for its turn in 2015, he said, adding that, nobody should stop the North Central from completing its tenure, which is till 2015.
the Nigeria rotational presidency is very complex, and people interprets  it,  the best way it suit them.

Speaker                  - South west

What position are the Ibo position  occupying in the present arrangement.

The 28 Nigerian soldiers who returned from Liberia after serving in the United Nations Peace Keeping Operations, but are being prosecuted by the Nigeria Army for allegedly protesting over their unpaid salary arrears, have petitioned the United Nations, over their trial, arguing that they are being tried for exercising their right to freedom of expression.
Counsel to the soldiers, Mr Femi Falana, in the petition addressed to Frank Lewy, Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression of the UN Human Rights Commission, called on the world body to prevail on the Nigerian Army to stop the prosecution of the soldiers and release them unconditionally.

Said Falana: “I wish to draw the attention of the Rapporteur, to the “unlawful trial of some 28 Nigerian soldiers for peacefully exercising their internationally recognised human right to freedom of expression, and to urge you to urgently prevail on the Nigerian government to stop the trial and release the soldiers unconditionally, and to fully implement its international human rights obligations, including under the UN International Covenant on Civil and Political Rights to which Nigeria is a state party”.

“Following a peaceful protest on 4 July 2008 in Akure, Ondo State, the Nigerian Army unlawfully arrested and detained the 28 soldiers and subsequently charged them with mutiny.”

“The soldiers who returned to the country from Liberia after serving in the United Nations Peace Keeping Operations in that country were demanding the release of their unpaid operational allowances.

Throughout the seven months duration of the mission, the monthly salary of US$1,048 per person paid by the UN was illegally withheld by the Nigerian Army. Unlike their counterparts in the UN Contingent, the Nigerian soldiers had to fend for themselves. They were even compelled to buy their uniforms and boots even though provisions were made for them by the UN.

“We are seriously concerned that the soldiers who have been detained in dehumanising condition at the military barracks in Akure since June 5, 2008 are now being tried for a serious offence of mutiny, which attracts probable execution as prescribed by military laws in Nigeria simply for demanding their legitimate entitlements and human rights”.

“We consider the unlawful trial of the 28 soldiers to be in violation of the International Covenant on Civil and Political Rights, which provides in its Article 19 that “everyone shall have the right to hold opinions without interference.

Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice”.

“We also believe that legal restraints upon individual freedom of expression should only be tolerated where they are absolutely necessary to prevent infliction of actual harm or to secure the liberties of others. A more or less remote possibility that someone will be harmed or claims that the stability of society will be undermined is not sufficient justification for legal prohibition”, he added.

There seems to be no end in sight in the feud between the hierarchy of the All Nigeria Peoples Party (ANPP) and its candidate in the last presidential election, Major General Muhammadu Buhari as the party has now indicated its wish for the former presidential candidate to leave the party.
The National Chairman of  ANPP, Chief Edwin Ume-Ezeoke who gave the hint yesterday in Abuja while on a visit to the national headquarters of the Progressive Peoples Alliance (PPA) however noted that even though Gen. Buhari had allegedly been engaged in acts detrimental to the ANPP,  the party would not on its own expel him.

According to him, “we will never expel anybody. The reason is that it is a political party. If he doesn’t want what we are doing, he will simply on his own walk away. But to expel him, not only him, anybody at all, we will never expel anybody from the party.”

The party chairman advised the former presidential flag bearer of the party to take a cue on party supremacy from the incidents in the African National Congress (ANC) which recently ordered President Thabo Mbeki to resign and he obeyed.

“No man is greater than his own party. However much the influence you have, if you decide to go into a political party, you behave according to the rules and regulations of that political party. Any time you don’t want any more, you wash your hands and you walk away.

“You either form your own party or you go into another party but you cannot be there telling us who is where in a party that you know you have no interest,” Chief Ume-Ezeoke maintained.

He recalled that ANPP’s reconciliation committee had written to Gen. Buhari on the possibility of coming to resolve his differences with the party but he snubbed the committee, adding, “of course, he said he wouldn’t like to see them or look at their faces, talk less of talking to them. How can the house be in order with those sorts of people?”

The party chairman further remarked, “we are praying God that he may find another party or he may eventually decide to form his own party.”      

Gen. Buhari had maintained in a recent interview that Chief Ume-Ezeoke and a chieftain of the ANPP, former Zamfara State governor, Sen. Ahmed Sani Yarima were in fact members of the Peoples Democratic Party (PDP) and were thus, working for the interest of the PDP instead of the ANPP which they lead.

Speaking yesterday on the claims by Gen. Buhari, Chief Ume-Ezeoke debunked the allegation saying that Nigerians did not need Gen. Buhari to inform them of his membership of the PDP as it would be obvious for them to see if indeed he had returned to the party which he left in 2002.

He remarked that the former head of state had been calling him (Ume-Ezeoke) names ever since he as the national chairman of the party stood against an attempt to involve the ANPP in a mass action following the declaration of the 2007 presidential election results which gave PDP the victory.

Gen. Buhari was also miffed by the decision of the ANPP to participate in the PDP-led Government of National Unity (GNU), a decision strongly defended by Chief Ume-Ezeoke.

“Ever since I left PDP, I never wanted to have anything to do with them. Don’t forget the invitation to go to Government of National Unity was given by the President (Umaru Musa Yarádua) on behalf of the Federal Government. You have to draw a clear distinction. If it were PDP, I won’t go there,” he stated.

On the visit to the PPA, he stated that it was in line with the ANPP’s determination to strengthen the alliance among the opposition parties towards unseating the PDP in power as he noted that the ruling party had failed to meet the yearnings of Nigerians.

Also speaking at the occasion, the National Chairman of the PPA, chief Clement Ebri expressed the hope that the opposition could ignite a “political revolution” that would take over government from the

PDP, saying that even though the PPA was in the GNU, the marriage had not been smooth.
He regretted the level corruption in the country in which he observed everything had been compromised adding that “we are out to make a difference and add value to politics in the country.”

GOVERNORSHIP aspirant of the Peoples Redemption Party (PRP) in Delta State in the 2007 Governorship polls, Mr. Emmanuel Igbini says the Presidency of Nigeria will be an exclusive and non-negotiable right of the South-South geo-political zone by 2015 to 2023.
Going by the gentleman agreement brokered by the powers that be, which saw General Olusegun Obasanjo (retd.) emerge in 1999 from the South-West as President for eight years and the incumbent, President Umaru Yar’Adua from the North Central, succeeding him in 2007.

For now, he said the Vice Presidency occupied by Dr. Goodluck Jonathan is what the South-South is entitled to from 2007- 2015 and so the South-South should wait for its turn in 2015, he said, adding that, nobody should stop the North Central from completing its tenure, which is till 2015.

In a statement yesterday, he said, “To change this agreement now would be the worse injustice to the South South zone of Nigeria”.

His words, “irrespective of the unjust and underserved humiliating sack of Ambassador Babagana Kingibe, the Presidency of Nigeria has been zoned to the North Central geo-political zone from 2007 -2015) and it must exhaust this eight- year tenure in the event that President Yar Adua resigns due to his health”, adding, “This is in line with the highly moral gentleman agreement, initiated and faithfully executed by Gen. Ibrahim Babaginda to guarantee equal sense of belonging, rights and obligations to all the six geo-political zones, senatorial districts, etc to the leadership, protection and development of our beloved nation, Nigeria.”

“May I remind the nation that Presidents Obasanjo, Yar Adua, Vice Presidents Atiku, Goodluck Jonathan, Senate Presidents, House Speakers and the various Governors emerged first and foremost, not on their merits or credible elections, but, by the gentleman agreement, this agreement is to the advantage of the oppressed numerically disadvantaged zones of Nigeria like the South -South Zone, which has cried out against their marginalization and whose people would never have any strong hope of leading this nation if the constitutional provision of one man, one vote is strictly adhered to.

“This gentleman arrangement is and must remain sacrosanct and superior to all sections of the Nigerian Constitution , including the much talked about Sections 146 and 147 requiring the Vice President to become President in the event of permanent incapacitation or resignation of President”, he said.

Igbini noted, “The South West had their 8-year Tenure (1999 -2007) why then should the North Central be short-changed? Despite the impeachments of Senate Presidents (1999- 2007), the Senate Presidency was reserved for the South East to exhaust her 8 years. Only few months ago, Speaker Bankole emerged after Hon. Etteh because it was the South West turn.

“Kingibe would soonest be vindicated, showered with commendations rather than condemnations as we see now. Truth is bitter but we must swallow and defend it at all times,” he asserted.

DEFENCE Headquarters yesterday dismissed claims by the Movement for the Emancipation of Niger Delta (MEND) that it has ordered a cease-fire, saying that it is spurious term, since as the Nigerian military was never in any war with it or any group within the country.

Director of Defence Information, Brig. Gen. Mohammed Danjuma Yussuf, said in a statement in Abuja yesterday that if the group wants to be taken seriously, it should show it by laying down their arms "for the sake of national interest."

According to the Defence Spokesman, "the attention of Defence Headquarters has been drawn to the claim by a militant group going by the name 'MEND' to the effect that they have declared a cease fire in their so-called 'oil war' in the Niger Delta region of Nigeria.

"We want to categorically and emphatically state that the Nigerian Armed Forces is not at war with any individual or group and as such the issue of a cessation of fire or cessation of war as is being portrayed certainly does not arise.

"However, if the restive youths in the region are actually serious about stopping their acts of brigandage, they should show it by laying down their arms for the sake of national interest."

A top military officer told The Guardian that the military was unhappy that some Nigerians see its presence in the Niger Delta as meddlesomeness. This, he said, is because "in the first instance, as a sovereign nation, the military is expected to be deployed in every part of the country as a matter of routine. And with the crisis in the Niger Delta, the military's presence is purely to help in nudging forward the political solution including dialogue and guaranteeing security for infrastructure development of the area."

Meanwhile, the Peoples Democratic Party (PDP) National Organising Secretary, Uche Secondus, has described militancy and youth restiveness in the Niger Delta as potential threats to the actualisation of President Umaru Musa Yar' Adua's seven-point agenda.

MEND has expressed its willingness to meet with the members of the Ledum Mitee-led Presidential Technical Committee on the Niger Delta as part of efforts to find lasting solutions to the protracted Niger Delta crisis. Secondus was PDP Rivers State chairman under former Governor Peter Odili.

Secondus, while addressing newly inaugurated local council party chairmen at the PDP secretariat in Port Harcourt yesterday, bemoaned the precarious security situation in the region, which has led to the abandonment of major construction projects like the East-West road by Julius Berger and others.

Also, the wife of detained Henry Okah, Azuka, has called on the State Security Services (SSS) to obey an order earlier given by a Federal High Court, Jos that her husband be taken to hospital for treatment of his kidney ailment.

Similarly, the National Association of Resident Doctors of Nigeria has expressed concern over the significant drop in medical care in the Niger Delta region because of the rising level of armed conflict within the region.

The association said in a statement issued after its yearly General Meeting (AGM) held recently in Port Harcourt that, "health care indices such as infant mortality rate and maternal mortality rate will continue to grow at an alarming rate except something is done fast to stop the problems in the region".

The national president of the association, Dr. Owhondah Golden lamented in the statement that oil exploration in the region had brought several diseases to the people.

THE United States has placed Nigeria and 18 other nations on a list of major drug transit or major illicit drug producing countries.

Pakistan, Afghanistan, Burma and India also figured among the countries so identified for fiscal year 2009 in a report sent to Congress by President George Bush under Foreign Relations Authorisation Act 2003.


“A country's presence on the Majors List is not necessarily an adverse reflection of its government's counter-narcotics efforts or level of cooperation with the United States,” Bush said in a memorandum for the Secretary of State, Condoleezza Rice, asking her to send the report to Congress.


Other nations on the list were: The Bahamas, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, Guatemala, Haiti, Jamaica, Laos, Mexico, Panama, Paraguay, Peru, and Venezuela.


The number of drug couriers has been on the increase in recent times in Nigeria following the light court sentences on those brought before them.


However, only Bolivia, Burma, and Venezuela were identified as countries that have failed demonstrably during the last 12 months to adhere to their obligations under international counter-narcotics agreements and take the measures required under US law.


In the case of India, the presidential determination noted that the government "maintains a strong track record of regulating, monitoring, and curbing its illicit opium production and distribution process."


However, the US continues to be concerned about illicit opium poppy production in certain areas of the country, such as West Bengal and the state of Uttaranchal along the India-China Border, previously thought to be free of such cultivation, it said.


Noting that during the past year, India has destroyed substantial areas of illicit poppy cultivation, the presidential memo said “The Indian government must also continue to investigate cases of large, illicit poppy production and accordingly bring perpetrators to trial.”


In Nigeria, the National Drug Law Enforcement Agency (NDLEA) has continued to have a running battle with many people at the nation’s airports who continued to smuggle drugs abroad.

I dont think the use of force can settle the Niger Delta problem. There are thousands of kilometres of pipeline spread all over the area with several installations, no army in the world can protect it. Any mad man can just walk into the bush and blow up the pipeline. Somehow you need to engage the people and find a political solution.

AFTER one week of sustained attacks on oil facilities in Rivers State, the Movement for the Emancipation of the Niger Delta (MEND) has announced a ceasefire following intervention by some Ijaw leaders in the Niger Delta.

Meanwhile, the Joint Task Force (JTF) whose attack on MEND bases and seven Tombia communities penultimate Saturday triggered militant attacks and the President of the Ijaw National Congress (INC) have welcomed the development.

MEND spokesperson, Jomo Gbomo, yesterday announced that the militants who had attacked over six oil and gas facilities belonging to mainly Shell Petroleum Development Company and Chevron since September 13 have decided to downgrade the oil war code-named 'Hurricane Barbarossa' to a state of alert code-named "Tropical Storm Vigilant."

His words: "After one week of intense lopsided fighting and an unprecedented sabotage on the oil industry prompted by an unprovoked attack on one of our positions, including indiscriminate attacks on civilian communities, the Movement for the Emancipation of the Niger Delta (MEND) will downgrade the oil war code-named Hurricane Barbarossa to a state of alert code-named "Tropical Storm Vigilant."

Gbomo explained that MEND's cessation of hostility was due mainly to intervention and passionate pleas by Ijaw leaders like Chief Edwin K. Clark, Chief Government Ekpemupolo, Senator David Brigidi and no others.

According to Gbomo, "Effective 0100 Hrs, September 21, 2008, exactly one week we launched our reprisal, MEND will begin a unilateral ceasefire till further notice. During this time, the International Red Cross alone will be allowed access to retrieve the bloated floating bodies of several soldiers to avoid an epidemic."

MEND explained that it decided to stop further attacks even at a time of victory over the military and alleged utter helplessness of the oil companies operating in the Niger Delta. MEND, however cautioned that it only speaks for itself and would not vouch for the other angry groups that aligned with it during the one-week of persistent attacks on oil facilities.

He said: "We hope that the military has learnt a bitter lesson. The next unprovoked attack will start another oil war that will be so ferocious that it will dim the pleas of the elders. That blood oil war will come in the form of another hurricane and its devastation and mode of operation will be different from what was seen with Barbarossa."

The country may have been losing about 300,000 barrels daily of its crude oil output following MEND attacks. Due to the severity of the attacks, Shell was forced to declare force majeure on Nigeria's oil export.

JTF spokesperson, Lt. Col. Sagir Musa, described MEND's gesture as good for the militants, the Niger Delta region, the nation and the international community.

He explained that the military was disposed to the amicable resolution of the crisis in the region and would continue to monitor situation on ground to ascertain that MEND was genuine.

According to him: "At the JTF level, we will continue to carefully and firmly monitor the situation, exercise limited level of restraint until MEND's new position is seen to have been actualised. We are open to the amicable resolution of this in-house crisis, hoping it is not going to be another tactical deception, which we are used to and are already prepared to contain."

Similarly, Prof. Kimse Okoko has lauded the militants for heeding to the pleas of Ijaw leaders and well-meaning Nigerians.

The Ijaw leader, who had bemoaned the JFT's action that triggered the week-long crisis, has urged the military to reciprocate MEND's gesture by halting all military offensives in the region.

According to him: "Military bombardment is not the way to resolve the crisis in the Niger Delta; if you kill all the militants now, others will rise up. Even if you bomb all the militant camps, others will rise up for sure."

Prince Olagunsoye Oyinlola, Osun State Governor, has also appealed to militants in the Niger Delta to sheathe their swords in the overall interest and development of the zone.

He said the problem of the area was receiving more attention by the Federal Government with the creation of a separate ministry by President Umaru Yar'Adua to cater for the special needs of people in the area.

Speaking yesterday at an event tagged "2008 Veteran Walk for Peace" in Osogbo, the Osun State capital, the governor noted that the much desired development in the area would be difficult to achieve in view of the renewed violence and called on the militant groups to give peace a chance.

The governor also called on leaders in the area to use their position by prevailing on the militant groups to toe the path of peace to enable the Niger Delta Ministry function properly and fulfill its mandates.

And the new High Commissioner of India to Nigeria, Mr. Mahesh Sachdev, has suggested speedy social development plans of the Niger Delta as a way to bring a quick solution to ongoing crisis in the area.

He also suggested solid empowerment programmes that could translate into viable employment opportunity for the youths with transfer of technology and infrastructural development.

Speaking during a reception party held in his honour at Victoria Island, Lagos, by members of Indian Universities Alumni Association, Lagos over the weekend, Sachdev noted that India was much concerned about the Niger Delta crisis and is ready to assist the country in anyway possible that would bring lasting solution to the issue.

"My view is that the restive youths should be empowered while massive infrastructural development with transfer of technology should be put in place," he said.

The High Commissioner described the relationship between the two countries as a very cordial one that has translated into solid economic, social and political development over the years.

"Nigeria-India relationship is an excellent one that is based on shared values. It has translated into viable economic, social and political partnership. I can say that our relationship with Nigeria is one of the best all over the world. The two communities have come to appreciate each other with cultural values."

The President of the alumni, Mr. Moses Omorogbe, in his speech enjoined the High Commissioner to encourage India to join other nations in further exploring into the Nigerian oil and gas sector, including establishment of refineries.

According to him: "We do know that there is some level of professional efficiency in the way things work in India, like the transport sector, power and energy sector, manufacturing, educational, agricultural and water resources management sectors and indeed the Indian economy. We would like to see India collaborating with Nigeria in these sectors.

From Calabar, the Minister of Youth Development, Senator Akinlabi Olasunkanmi, has called on youths in the area to give peace a chance. He made the appeal at the opening of a three-day workshop on National Peace Building and Conflict Resolution at the weekend, warning that if current situation of kidnap, street gangsters and other vices continue, nothing meaningful can be gained.

The minister who spoke through the Director of Networks & Social Mobilisation, Mr. Dauda Kigbu, said the current trend in the Niger Delta will impede both development in the region and the attainment of the Millennium Development Goals (MDGs) by 2015.

In my own opinion, the man should be jailed for child abuse because there is no way I will believe that he is or will be able to cater for all those kids. I think that the family is more of a breeding ground for criminals or criminals to be (no disrespect intended).
