Panorama investigates claims that as much as $23bn (£11.75bn) may have been lost, stolen or not properly accounted for in Iraq. When the US goes to war, corporate America goes too. There are contracts for caterers, tanker drivers, security guards and even interrogators, many of them through companies with links to the White House. Now more than 70 whistleblower cases threaten to reveal the scandals behind billions of dollars worth of waste, theft and corruption during the Iraq war. Gagging orders A total of $23bn (£11.75bn) is under scrutiny. The US justice department has imposed gagging orders which prevent the real scale of the problem emerging. But Panorama's Jane Corbin has spoken to some of those involved - with astonishing stories to tell of who got rich and who got burned. She hears allegations of mismanagement, fraud and waste; tales of contractors chosen for their US government connections without a competitive bidding process; contractors inflating their costs and double counting to increase their profits and billions supposed to be used to rebuild the Iraqi military allegedly ending up in the pockets of some Iraqi government officials. Even the contract to oversee the expenditure went to a company with no relevant qualification in accounting. "They are the quintessential war profiteers," said a witness to one of the most notorious companies involved. For the first time, the extent to which some private contractors have profited from the conflict and rebuilding has been researched by the BBC's Panorama using US and Iraqi government sources. A US gagging order is preventing discussion of the allegations. The order applies to 70 court cases against some of the top US companies. War profiteering While George Bush remains in the White House, it is unlikely the gagging orders will be lifted. To date, no major US contractor faces trial for fraud or mismanagement in Iraq. The president's Democrat opponents are keeping up the pressure over war profiteering in Iraq. Henry Waxman who chairs the House Committee on Oversight and Government Reform said: "The money that's gone into waste, fraud and abuse under these contracts is just so outrageous, its egregious. "It may well turn out to be the largest war profiteering in history." In the run-up to the invasion one of the most senior officials in charge of procurement in the Pentagon objected to a contract potentially worth seven billion that was given to Halliburton, a Texan company, which used to be run by Dick Cheney before he became vice-president. Unusually only Halliburton got to bid - and won. Missing billions The search for the missing billions also led the programme to a house in Acton in West London where Hazem Shalaan lived until he was appointed to the new Iraqi government as minister of defence in 2004. Judge Radhi al Radhi: "I believe these people are criminals." He and his associates siphoned an estimated $1.2 billion out of the ministry. They bought old military equipment from Poland but claimed for top class weapons. Meanwhile they diverted money into their own accounts. Judge Radhi al-Radhi of Iraq's Commission for Public Integrity investigated. He said: "I believe these people are criminals. "They failed to rebuild the Ministry of Defence , and as a result the violence and the bloodshed went on and on - the murder of Iraqis and foreigners continues and they bear responsibility." Mr Shalaan was sentenced to two jail terms but he fled the country. He said he was innocent and that it was all a plot against him by pro-Iranian MPs in the government. There is an Interpol arrest out for him but he is on the run - using a private jet to move around the globe. He stills owns commercial properties in the Marble Arch area of London. |
I praise the Lord God for this. Many Nigerians are beginning to believe the truth about OURSELVES. For several years, I have consistently told people to look at themselves rather than point at the leaders and they have never been willing to do so. If everyone of us decides to change ways and mentality while also discouraging anyone around us from being involved in evil (no matter what we stand to gain materially), Nigeria will see drastic changes for the better. |

If you were over 35 and met a guy under 30 in Nigeria, you'll definitely be divorced now except if the guy is yet to get his green card. Your case is clearly different from older western women looking to use younger Nigerian men to satisfy their need for old age companionship. I wish you well |
if you dont like the laws of any country, stay away from there. I refuse to visit any Islamic country because I'll find it difficult to live according to their laws but I wont condemn them for that. It's the way they want their country. It's hypocrisy and a lack of level judgement to say that one country has a right to make certain laws based on it's own beliefs and convictions while condemning another country for making laws based on it's own convictions as well. Britain believes that only mad countries have the death penalty but the death penalty exists in america! Should we all say that America is one of the axis of evil as a result? |

Note to women(especially westerners): If you want to use a guy and you get used, you should not be complaining. That's for westerners because African women tend to be smart enough not to fall for that kind of nonsense. |

Every nation should have a right to decide what laws to put in place and implement; if you go to any Nation, try and respect their laws. If you go to America, you cant even have a joke about incidents that touch their hearts without paying the price for it. A british girl saw hell for joking about 9/11 at an airport a few years ago. Who are we to tell other Nations what to legislate upon? |

My position is that Britain triggered off the problems of Zimbabwe when it reneged on an earlier agreement. If Britain did not renege on the earlier agreement, Mugabe would not have decided to take over the lands and there would have been no sanctions and Zimbabweans would not be so poorly today. Mugabe however was not very smart in dealing with the situation. He should have realised that Britain and America are capable of damaging the reputation of any regime they want to and he should have been more cunning in going about the land reforms. He took away the land without planning for the after effects (just as America went to take out Saddam without thought). The same thing happening to Zimbabwe can happen to Nigeria, however to a more reduced extent because we have oil and there will always be nations ready to buy oil from us. If Britain and America impose sanctions and get their supporters to alienate any government, that government is in trouble. America is too powerful and she countinues to bully the world. |
