Floods washed away at least two million tons of rice in Nigeria, the second-largest importer of the grain. That is more than 25% of the previously projected national output of 8 million tons, according to estimates by a farmers’ organization.
At least 450,000 hectares (1.2 million acres) were destroyed in Kebbi, the country’s main rice-growing state, according to Mohammed Sahabi, the state chairman of the Rice Farmers Association of Nigeria. Planters had targeted a 2.5 million ton contribution to the national basket, but will now meet less than 20% of the target. Farmers in five other states -- Kano, Nigeria, Enugu, Jigawa and Nasarawa -- also reported damage.
“Although we heard the forecast of flooding this year, we didn’t expect that the damage will be of this magnitude,” Sahabi said by phone from the northwestern city of Birnin Kebbi. “Our target at state level was 2.5 million tons this year, but now we are looking at only 500,000 tons of harvest.”
Nearly 50 people died in Nigerian floods this year as torrential rains caused Africa’s most populous country’s two main rivers to overflow, according to the National Emergency Management Agency (NEMA). The agency had warned that at least 28 of 36 states of West African nation were at risk of flooding due to heavy rainfall. Other crops such as sorghum, millet and corn were also affected.
“There is this trepidation that we might have food problems on flooding and existing insecurity challenges,” Kabir Ibrahim, head of the All Farmers Association of Nigeria said by phone from Abuja, the nation’s capital. “It will be too soon to know how devastating the impact is.”
Nigeria’s rice production was about 6.7 million tons in the last three years, with imports seen declining by 200,000 tons in 2020 from 1.2 million tons last year as price-sensitive consumers switch to local staples, according to the U.S. Department of Agriculture. The spotlight has continued to beam on Calas Vegas, a project by Ben Ayade, governor of Cross River, despite the “$450 million investment” setback by Tinapa, another tourism facility in the state.
The project, located at the Twin Island in Calabar, the state capital, will become the luxury destination for Nigerians who prefer to travel abroad for tourism, according to the governor.
“We’re building a fine, classy place. Instead of you to go overseas for holiday, you have Calas Vegas in Calabar to come and spend your holiday,” Ayade said during one of his visits to the project’s site.
The governor also said that the resort, when completed, “can only be accessed by water or air,” adding that the measure was done “on purpose so that we can control traffic.”
In a recent video, Elizabeth Dakwan, special assistant to Ayade on Calas Vegas, said the project, which is a work in progress, was part of the governor’s vision to build one of the most sought-after exotic resorts across the world.
“His vision for this project is to build an exotic island in class and style to world standard in comparison to a few exotic islands across the world. The likes in Indonesia, Dubai, Greece, Mexico,” she said.
Calas Vegas, Dakwan explained, will “be a complete gold city” and will house several unique facilities to cater for the “elites” — which happen to be its target.
“It’s going to be a complete gold city which will be housing a town square, sports and club house, a hotel, the governor’s mansion, a club house, golf court, parks, water-front villa, public entertainment zone for music, performing art centres, conference and food, fun park and water ways,” she added.
But there have been concerns over the project’s success in the long run after completion. This is due to the setback of Tinapa, a similar business and leisure resort, earlier initiated in the state.
The project, initiated by Donald Duke, a former governor, in 2007, and sustained by Liyel Imoke, his successor, was valued at $450 million, according to a CNN report in 2010.
Like Ayade’s Calas Vegas, Tinapa was also touted to boost business and tourism in the state. It has a shopping centre, film studio, hotel and water parks.
But the multi-million dollar project failed to bridge expectations — three years after its completion, according to the report.
“It was supposed to jump-start the economy of south eastern Nigeria and its impact expected to be felt across Africa. But three years after completion, it stands virtually empty…for now, the Tinapa dream looks like a nightmare,” the report said.
According to a 2007 report by Reuters, the project was originally set to be launched in 2006 but faced several challenges including “construction delays and bureaucracy.”
Imoke had attributed the project’s setback to dearth of sufficient collaboration between government and private investors.
“We believe that facilities like this should not only be managed by the government. We are not the best managers. So to that extent, we’re going to work towards bringing in private investors not only to operate but also to invest,” he had said. The Federal government has decried the closure of Nigerian Traders shops in Ghana saying urgent steps would be taken to address the issue.
The Ghanian authorities had explained that the closure of the shops belonging to Nigerian traders was premised on their ‘failure’ to pay the Ghana Investment Promotion Council (GIPC) registration fees.
The requirement for GIPC registration is $1 million minimum foreign equity, while registration fee is 31,500 cedis.
While reacting, the Minister of Foreign Affairs, Geoffrey Onyeama described the closure of the shops as painful.
“Nigerian Government has watched with dismay the painful videos of the forceful closure of the shops of Nigerian traders in #Ghana. Urgent steps will be taken.” he twitted.
The president of Nigerian Traders Union in Ghana, Mr Chukwuemeka Nnaji, had in an interview decried the closure of shops owned by Nigerians, saying the Ghanaian authorities demanded cash payment of $1million from them before the shops would be opened.
He said an inter-ministerial task force went round on August 10 to identify shops owned by Nigerian traders and requested for registration of business taxes, resident permit, standard control and Ghana Investment Promotion Council (GIPC) registration.
