Nigeria’s economy is highly dependent on imports, despite the ambitious rhetoric and best efforts of successive governments.
But imports carry a consistently high cost for businesses bringing in shipments to Africa’s most populous country. Thanks to decades of inefficiency, processes at Nigeria’s main port are hamstrung by excessive bureaucracy and corruption, driving up costs.
Research shared with Quartz by SBM Intel, a Lagos-based geopolitics and economics intelligence firm, details just how pricey imports into Nigeria are compared to other key African ports. For its analysis, SBM tracked shipments coming into ports in Nigeria, South Africa, and Ghana from the European Union zone over a three-month period last year.
In particular, local transport costs in Lagos are more than seven times higher than in Tema and Durban, largely thanks to perpetual congestion at the Apapa port. Poor access roads and long waiting times at the port’s entrance often cause backups of container-laden trucks stretching 10km (6 miles), resulting in traffic jams on the city’s major highways and bridges.
The congestion and inefficiency comes at a significant price for Nigeria’s economy. After implementing reforms at its port in Lome, Togo has seen container traffic rise more than three-fold since 2013. It now surpasses Lagos as the leading port by container traffic in West Africa.
The Nigerian government has attempted reforms at the Apapa port, including mandating 24-hour operations and attempting to clamp down on entrenched bribery, but a lack of enforcement has meant those measures have not fully taken hold.
The long-term effect is that import costs into Nigeria will likely remain expensive from anywhere in the world. While SBM Intel’s data only tracked imports from European Union countries, shipping costs from the US to Nigeria are similarly expensive. While Nigeria is closer to New York than South Africa is in terms of nautical miles, it costs nearly twice as much for someone to ship a package from New York to Lagos than to Cape Town.

Ebonyi state and cross river state doesn’t make sense
Arochukwu areas of Abia state and cross river state and Akwa ibom is very questionable.

Enugu and Ebonyi northern areas doesn’t make any sense.
The area to start with is obviously Enugu and Ebonyi. It's two igbo majority states. It should be very easy to adjust borders assuming they wish to be governed by new state government. Adjust borders comes with new factors to consider like public services, taxation, and taking their share of debt.
Would these people want to be governed by Abia? Can the state match the benefits enjoyed in Rivers or Akwa Ibom. There easy sell is being with people who are similar culturally, politically and demographically.
Good luck on your quest. If they're interested the process will move smoothly and probably snowball into something big.

If I were to organize this movement I would copy the people advocating for Greater Idaho. Go local government by local government getting necessary support. It will naturally take longer but it's beneficial in long run.

A greater Akwa Ibom would be preferable to Akwa Cross. It's wouldn't require Cross River's dissolution but simply changing map lines. It's much easier to incorporate people who are similar culturally, politically and demographically if they're willing join Akwa Ibom. The big concerns that will have to be addressed are public services, taxation, and taking their share of debt. It's can be achieved constitutionally with national assembly support, Cross River and Akwa Ibom assembly.
States splitting up or reuniting are pretty issues unlike fiscal and electoral issues. Changing the lines on the map only alters how allocation is calculated slighty due to population and land mass. There's not going to any changes to the number federal representatives by redrawing boundaries. It would only effect state elections.
The process will be dependend on Cross River state government willingness to part with hypothetical secessionist. Even if the people vote to leave it has to be approved by both state assemblies. The national assembly wont care since this doesn't effect the Nigeria's union.

Criminal Code Act Chapter 77
Chapter 25 sec. 341:
Any person who unlawfully abandons or exposes a child under the age of seven years, in such a manner that any grievous harm is likely to be caused to it, is guilty of a felony, and is liable to imprisonment for five years.
Chapter 32 sec. 372:
Any person who being the parent, guardian or other person having the lawful care or charge of a child under the age of twelve years, and being able to maintain such child, wilfully and without lawful or reasonable cause deserts the child and leaves it without means of support, is guilty of a misdemeanour, and is liable to imprisonment for one year.
The Muslim Rights Concern (MURIC) on Monday called on the Federal Government to criminalise child abandonment by parents in Nigeria.
The MURIC director, Prof. Ishaq Akintola, who made the call in a statement issued in Lagos, said it would hold parents accountable and reduce incidents of child neglect.
"We are worried about the large number of children roaming the streets. These are the leaders of tomorrow.
"Our children are our strength but that is only if we give them proper upbringing through a balanced education otherwise they become a sword of Damocles hanging above our heads. MURIC calls on the National Assembly (NASS) and all state legislatures in the country to set the machinery in motion for criminalising child abandonment," he said.
He said men who failed to educate or train their children and allow them to roam the streets should be held accountable.
"The Glorious Qur'an chapter 2 verse 233 charges parents (particularly fathers) to provide the basic necessities of life including food, accommodation and clothing," he said
He added that the Quran also compelled parents to educate their children.
"It is therefore a gross dereliction of parental responsibility to send children to the streets to beg, hawk or engage in any form of child labour.
"There is also the eschatological correlate in the issue of child bearing. Allah is going to ask parents how well they take care of their children," he said.
He said it was sad to note that the permission to marry more than one wife which was contained in Qur'an chapter 4 verse 3 was often abused and misunderstood.
"Men ignore the provision contained in the same verse that marrying more than one wife is only permitted if he has the ability to provide adequately for the extra wives and the children.
"The existence of about 10 million almajiri children is an alarming phenomenon.
"More so the gory sight of thousands of children and young hawkers running after vehicles for the purpose of making sales and thereby getting their daily bread is symptomatic of governmental failure.
"These roaming youth are time bombs. We cannot solve the problem of crime proliferation without securing the future of our young ones,"
