Why is it so hard for you to publish per capita stats? Is it because your government doesn't publish it's crime stats? The United States is 5 per 100k. Nigeria had murder rate of 9.85 in 2015 according UN stats. Lol did nigeria some how drop by half with 5 years. Even that's an under estimation.

Data on homicides, in particular, in Africa is patchy and diverging. In Nigeria official statistics are hard to come by. In 2004 the World Health Organization reported the homicide rate in Nigeria at 5.4 per 100.000 inhabitants. Data provided by the Nigeria Police Force indicate that there were 2,712 and 2,861 homicides in 2012 and 2013, respectively. However, according to the Federal Ministry of Justice, these data are incomplete since not all States appear to maintain statistics or report on them on a regular and reliable basis. A report published recently by the National Bureau of Statistics put the number of "murders" in 2017 at 3,219. An alternative source is provided by the World Health Organization (WHO) who estimated in 2014 17,059 victims of homicide. In 2017, the National Bureau of Statistics published prison statistics indicating that from 2013 to 2016 an average of 8,264 per year, were imprisoned for allegedly committing homicide.

To find out more about homicides in Nigeria, UNODC, in partnership with the National Bureau of Statistics of Nigeria, in 2016 conducted a survey covering more than 33,000 households across all 36 States and the Federal Capital Territory of Nigeria. The results of the survey provide strong evidence that the level of lethal violence in Nigeria could be significantly higher than reported to the authorities or estimated based on public health data. On the basis of the survey sample, the annual homicide rate of Nigeria in the period 2013-2016 was estimated at 34 per 100,000 population, corresponding to around 64,000 victims of intentional homicide annually with significant variations across the six geopolitical zones. The total homicide rate was estimated to be the highest in the North-East: 79 per 100,000 population and North-Central: 65 per 100.000. With an estimated 4.4 victims of homicide per 100.000 inhabitants, the homicide rate was the lowest in the South-West.

What you are proposing will involve ballot boxes right? Nigerians shoot in councilorship elections. We start shooting sef before election materials arrive. So if whatever you are proposing involves voting via ballot, expect what is obtainable now. If our elections have always been peaceful, would have been a different thing all together. Plus, with electronic voting, implementing what you stated wont take much time and funds again.
It sounds like your problem is securing the facility. The same people will just shoot up regardless as you put it. The cost is reduced in staff counting votes. You just have to buy the Electronic Voter Machines. Printing more paper isn't that expensive. You'll just deal with potential hacking and transmitting data over phone and secured network.

State and local governments already have the means to conduct ballot measures. In respect to federalism these processes should be conducted and regulated at the local level.
Again these measures measures are intended for state and local governments. If you feel you need this in particular for your locality go ahead. States electoral commission already conduct local elections. It would behoove you start your campaign there for the next election cycle.

I dont think electronic voting is necessary for this process to work. I do agree it would take years to implement and probably not practice in all the states. Anyway you should lobby for electronic voting locally then it will spread nationwide after it proven itself.

The only issue might be the courts. There's nothing in the constitution forbidding these measures from what I skimmed. A governor might sue because popular votes would restrict veto power.

Personally I dont think a bloody revolution is required. I understand the sentiment but the chaos of revolution should be avoided. Simple reforms in direct democracy would do wonders in my opinion. The recall process has to in the constitution should ne amended to make it easier to initiate. Ballot measures at the state and local level offer the solution.

These measures would go a long way in restraining the government. The lapdog state assembly men would essentially be removed from the process. Do do guys want these laws? If so what laws would you passed their ballot measures?

I would like a veto referendum on governor pensions in Akwa Ibom. They earn obscene amount of money for nothing. It would be great initiatives bills limiting public servant pay and emoluments spending. Then bill on environmental clean up in oil producing communities.

Nigeria should expand direct democracy by introducing ballot measures. State and local can achieve this by adding passing laws granting initiatives and referendums. An initiative is the method by which voters propose bills that the legislature is compelled to consider. A referendum is the method that allows citizens to vote on proposed laws printed on their ballot. Nigeria already practices directed democracy by having a recall process for state and federal legislators. Increasing direct democracy will improve the level of accountability to electorate, control and participation by the citizens.

Ballot measure laws should be determined by local and state government unlike the current recall laws. State independent electoral commissions can be tasked with the responsibility of holding these elections. Local government ballot measures Should conversely be handled by that tier of government. The financial capacity already exist to handle this responsibility. Ballot measure should only require 5% of registered voter signatures to initiate instead 50 required by recall process. All ballot measures passed must naturally be veto proof.

The ballot initiative and referendum process can direct or indirect. Direct initiatives is the process by which citizens bypass their legislature to place proposed statutes directly on the ballot for voter approval. The process is accomplished by collecting the necessary number of signatures. Indirect initiative must go to the legislature first to give lawmakers a chance to take action before the proposal on the ballot. Then legislature could have the options of passing law, doing nothing leaving it up the people, or propose a new law addressing the same subject as citizen initiated measures allowing voters to pick what version the prefer. Legislative referendum is a process in which legislators propose statues on the ballot.

Other types of ballot measures can be implemented to guide public policy. Advisory referendums can be used to gauge public support for certain policies. These types of referendums are non-biding so they don’t affect existing law. Veto referendum is the the process by which citizens can uphold or repeal specific statues passed by the legislature. The veto referendum could be used to reign in emoluments or repeal governor pensions.

Implementing more forms of direct democracy through ballot measures strengthens popular sovereignty. State and local governments already have the means to conduct ballot measures. In respect to federalism these processes should be conducted and regulated at the local level. The government derives its power from the people so it is incumbent on the representatives to obey.

It's pretty messed up collectively dislike certain groups. It ok to notice patterns and trends among groups but individual relationships should be case by case. Kano with double the population of most the states above it has a smaller GDP. This is a telling stat line.

Despite his advertised good intentions, Gov. Zulum must realize that foreign affairs relation is an exclusive purview of the FGN. More so, when it concerns hostile neighbours whose aims and objectives in Nigeria’s war against terrorism is not defined and held suspect.
Did he break the rule by having a talks with them? Nigeria has always been lax on this rule. Foreign diplomats visit state houses to have courtesy visits and the FGN never cared. It seems as long he doesn't sign treaty they dont care.
