Yes, Chukwueze development has stalled. What was he playing before his injury? He was below average at best. Griezmann came all the way from Real Sociedad, Kante from Caen and Mendy from cherbourg. Mahrez nko (at a time was in french ligue 2). Now, these guys are world class. He has no excuse and yes there is basis for comparison between chukwueze and the above. Those players came from similar or even worse circumstances. 3 seasons in Europe and you still can't cross or even knock a good wide range shot and they compare him to robben.
