You have zero based budgets and incremental budgets

Almost all companies use incremental budgeting as you can spend unjustifiable amount of time on a zero based budget

All an incremental budget needs to see is an uplift on prior year in line with inflation. If there was padding in prior year, it will flow through into current year quite easily if all levels of the budgeting process have not done their diligence. That's why Osinbajo was making noise about zero based budget when he first came in because he wanted to clear out the recurring padding from previous years.

I oversee budgets for my organisation. I compile 10 entities into Group position. It takes me only 1 month to complete our entities with a combined revenue of circa £250m annual. I cannot and do not get into line detail except for the material cost lines, and for every other cost line, as long as the YoY growth is in line with inflation, I do not drill further, my variance analysis will simply say "in line with CPI uplift" or "in line with sales volume uplift" .

This year we have a new entity we are starting from scratch with revenues of only £29m. It took me 6 months on the matter with countless sleepless nights because every line has to be built from costs, quotes, conversations or modelling rather than simple YoY extrapolation. It's a zero based budget. Until you have sat in the seat of a budget compiler, you would not imagine how little of the detail a budget compiler will be able to articulate. In a budget of nearly N30 trillion, I assure you the Minister will not look into a N5bln expense which when grouped with other expenses into an expense object code may equal N200 bln. Minister may only see a N200 bln line for "Maritime expenses" which includes that N5bln yacht and may not drill further. It is up to every level of the budget process to exercise due diligence before it gets to the top dog. The top dog may only look at Maritime expenses 2022 and see N190bln and Maritime expenses 2023 and see N200bln and satisfy himself that it is inflationary uplift.

It's the lower rungs in the budget process that would know about that. Infact most of the fraud occurs in the line items the press do not pick out, especially Payroll and Capital lines. The N2bln renovation press like to shout about here and there is just a distraction from the main koko where money is stolen. It's usually wife or cousin of President stealing miserly N1bln from that N2bln whereas the main thieves have written hundreds of billions into lines you can't easily call out and has been recurring for years.

But I thought we all agreed right on this thread that Nigerians have a duty to hold their leaders accountable and not blame the west for every of their economic and political woes .......Why are we now suddenly accusing the press of sensationalism when all they did was ask questions ? I believe asking the government why they are spending N5bn on a yetch while we are in an economic crisis is part of holding our leaders accountable . No ?

The Tinubu led Federal government proposed a supplementary budget that included an item " Preaidential yatch " which the press didn't see any mention of in the initial 2023 budget . They pointed it out and the people started asking questions which the government was unable to provide reasonable answers to for a couple of days .

A certain Temitope Ajayi comes out and starts yapping balderdash about sensationalism when in fact all the people need is reasonable answer to why the federal government that stopped payment of subsidy on PMS due to paucity of funds is spending N5bn not on a warship but a "presidential yatch " .

At this point it feels as if the people (which the press is their mouth piece ) are just cursed to always get the blame for everything in this country . If they talk and ask questions they will get insulted by the political elites and those who speak for them; If they don't speak they will be mocked for their docility and inability to ask questions . 😔

It is well. At least the good thing is reason finally prevailed on the House of assembly members as they claim the N5bn has been added to the student loan ( which is obviously due to the sensationalism the yeye Temitope Ajayi was yapping about )

It is the ministry of budget and national planning that is responsible for preparation of National budget. Though they work closely with the ministry of finance.

Just like Ibime explained, most breakdowns of line items in the budget are always done at the National Assembly. That's why during budget review, the National Assembly calls each MDA to defend their budget.

It's the ministry of finance that does it in the recent past; maybe it has changed due to this constant merging and breaking apart ministries with each new administration in this country

Man literally admitted whatever they are saying about him is true and he's owning it with his full chest. He believes he's owed a favour and it is his time to collect . That's the crux of his press conference ; whether the caption to the videos are misconstrued or not . Anybody who can read between the lines knows he's not denied having a hand in the violence that erupted earlier in the week and he's definitely not backing down anytime soon.

ESR not getting game time has a lot to do with his unavailability. Havertz was getting the nod from the start of the season but there were moment of brilliance from Vieira anytime both were substituted for each other. You practically said the players we are hoping to start ahead of Havertz are frauds but I disagree with you totally. I pointed it out to you that Smith-Rowe has played the position before now and he's not a fraud. Smith-Rowe has rarely seen starting shirt this season which is majorly due to the coach's decision.

Havertz has seen much more playing time , yet he has not convinced both the fans and even club legends he's the player Arteta thought he signed.

I repeat again: If Havertz leaves January none of us will miss him.

In a tight football match those who play football know that there will come a time in the match when u just need one player to take the initiative and turn the tide of the game. Anytime the ball gets to Jorginho, and he just decides to either lay a safe pass to one of the back 4 or when he gets caught up and he has to put his body on the line to win an unnecessary foul; I just shake my head.

I have played with such players before and I know how frustrating it can be especially for the attackers. They will be left flat footed and just be running around waiting for that incisive pass that will never come.

Naahhh, small teams took it seriously then (tho not as much as their EPL). They normally do a mix of first and second 11 while most big teams do a mix of 2nd 11 and academy players. Even when Mou came, he still didn't stop most big teams from using academy in EFL.

Yes mid table EPL teams took it seriously back then but they don't have access to the money and invariably the quality of players they have now back then. Imagine West Ham having access to buy players like Ward-Prowse, Paqueta, Kudus , etc back then?

These days the idea of positional play has moved from the traditional methods where you think the no 9 has to be the goal scorer or the no 2 is a fullback and has to run along the touch line. You need to look at what a player is told to do and how he goes about doing it.

I have said that while Jorginho and Partey are both DMs, their roles differ. Jorginho is usually asked to drop in to the back three when we play from the back. He positions himself on the RCD during buildup. His role is basically to transit the ball around the back three. This is unlike Partey who is more like a play maker from deep apart from his defensive duties. If you are thinking Jorginho will e making defense splitting passes from deep who will wait for years because that is not his playing pattern.

The crux of the matter is each time Jorginho has been asked to play whatever nonsense he's playing we've seen how it ended up for the team. The midfield gets overrun , we find it hard to transition the ball from the back to attack because the midfielder who is expected to advance the ball just wants to keep passing to the back 4, and we just struggle to make things work in our favour .

We had better get another good midfielder instead of thinking this Jorhinho will depitoze for Partey and we won't miss Partey .

My dad used to say one proverb in Yoruba : " aisedede Ara aye, lomu ka ranti Ara orun" ( Meaning : Its the ineffectiveness/ineffeciency of the living that makes one miss the dead ) . Shebi if Partey stay fit , we no go even dey reason Jorginho matter at all.

Against a physical and technical side like Westham who also have pace upfront, he fields Kiwior/ Jorg/ Kai/ Vieira.. I mean..what were you expecting? I expected Tomi to start ahead of Kiwior at CB or White. I wouldn’t even mind seeing Kai upfront as CF if that meant he did not start in the middle.

With all that being said, I am not interested in EFL and that’s why I did not get too involved even when we were losing.

I agree the players combination on the field is not the best considering the quality and physicality of our opponents . But I know if some regulars like Martinelli , Odegaard had started we would've complained Arteta don't rest key players even in cup games .

That being said , I just hope we don't mess up FA cup like this . I'm also not really a fan of EFL cup ; I take FA cup as serious as the league .
