Ibime: Budgeting is a complex and multilayered process
You have zero based budgets and incremental budgets
Almost all companies use incremental budgeting as you can spend unjustifiable amount of time on a zero based budget
All an incremental budget needs to see is an uplift on prior year in line with inflation. If there was padding in prior year, it will flow through into current year quite easily if all levels of the budgeting process have not done their diligence. That's why Osinbajo was making noise about zero based budget when he first came in because he wanted to clear out the recurring padding from previous years.
I oversee budgets for my organisation. I compile 10 entities into Group position. It takes me only 1 month to complete our entities with a combined revenue of circa £250m annual. I cannot and do not get into line detail except for the material cost lines, and for every other cost line, as long as the YoY growth is in line with inflation, I do not drill further, my variance analysis will simply say "in line with CPI uplift" or "in line with sales volume uplift" .
This year we have a new entity we are starting from scratch with revenues of only £29m. It took me 6 months on the matter with countless sleepless nights because every line has to be built from costs, quotes, conversations or modelling rather than simple YoY extrapolation. It's a zero based budget. Until you have sat in the seat of a budget compiler, you would not imagine how little of the detail a budget compiler will be able to articulate. In a budget of nearly N30 trillion, I assure you the Minister will not look into a N5bln expense which when grouped with other expenses into an expense object code may equal N200 bln. Minister may only see a N200 bln line for "Maritime expenses" which includes that N5bln yacht and may not drill further. It is up to every level of the budget process to exercise due diligence before it gets to the top dog. The top dog may only look at Maritime expenses 2022 and see N190bln and Maritime expenses 2023 and see N200bln and satisfy himself that it is inflationary uplift.
I saw a post on FP today with someone in Government saying every year Press like to pick out and sensationalize line items in budget and I agreed with him.I am 99% certain Tinubu did not have details on that Yatch and 80% certain the Minister did not either. It's the lower rungs in the budget process that would know about that. Infact most of the fraud occurs in the line items the press do not pick out, especially Payroll and Capital lines. The N2bln renovation press like to shout about here and there is just a distraction from the main koko where money is stolen. It's usually wife or cousin of President stealing miserly N1bln from that N2bln whereas the main thieves have written hundreds of billions into lines you can't easily call out and has been recurring for years.
But I thought we all agreed right on this thread that Nigerians have a duty to hold their leaders accountable and not blame the west for every of their economic and political woes .......Why are we now suddenly accusing the press of sensationalism when all they did was ask questions ? I believe asking the government why they are spending N5bn on a yetch while we are in an economic crisis is part of holding our leaders accountable . No ?
The Tinubu led Federal government proposed a supplementary budget that included an item " Preaidential yatch " which the press didn't see any mention of in the initial 2023 budget . They pointed it out and the people started asking questions which the government was unable to provide reasonable answers to for a couple of days .
A certain Temitope Ajayi comes out and starts yapping balderdash about sensationalism when in fact all the people need is reasonable answer to why the federal government that stopped payment of subsidy on PMS due to paucity of funds is spending N5bn not on a warship but a "presidential yatch " .
At this point it feels as if the people (which the press is their mouth piece ) are just cursed to always get the blame for everything in this country . If they talk and ask questions they will get insulted by the political elites and those who speak for them; If they don't speak they will be mocked for their docility and inability to ask questions . 😔
It is well. At least the good thing is reason finally prevailed on the House of assembly members as they claim the N5bn has been added to the student loan ( which is obviously due to the sensationalism the yeye Temitope Ajayi was yapping about )
liveLongNprospa: Just to be clear, Bros you sure say you watch this video and listen to wetin Wike talk so.. Especially that place you highlight..
Abi BlueRayDick na my ear dey pain me?
The 2nd video is wike sounding different from the first one by claiming he's rich. 1st video same wike is saying both the talking and the demands attributed to him are part of politics. After all he has to provide for his political structure. That when he was fighting, were the people dey?
I don't even understand why he's trying to deny allegation on behalf of a man that has owned the allegations with his full chest ; a man who's not bothered to even deny the obvious .
larride: It is the ministry of budget and national planning that is responsible for preparation of National budget. Though they work closely with the ministry of finance.
Just like Ibime explained, most breakdowns of line items in the budget are always done at the National Assembly. That's why during budget review, the National Assembly calls each MDA to defend their budget.
It's the ministry of finance that does it in the recent past; maybe it has changed due to this constant merging and breaking apart ministries with each new administration in this country
Itsrm: Nawa o. You mean you watched both videos and this is what you came up with?
There's nothing to read between the lines beyond what he said in clear terms in both videos which was that the fight was about the political structure of PDP in Rivers State.
Issokay .
What is my own sef ? If they like make dem burn the airport and state house next after the house of assembly .
It's about the political structure of PDP in Rivers state ; Wetin concern me ? 🤷♂️
Itsrm: What you watched is the cut and join version.
He started by saying they should not listen to all the abuses on social media that it's all politics. That's the part they cut out from the video. Then he said, they said I requested for 29bn, places his hands on the table, they said I requested for all the contracts, places his hands in the table. It's all politics". Where were they when I was fighting."
The reports made it seem like he said asking for the money is all politics. No, he said the abuses on on social media are all politics.
Man literally admitted whatever they are saying about him is true and he's owning it with his full chest. He believes he's owed a favour and it is his time to collect . That's the crux of his press conference ; whether the caption to the videos are misconstrued or not . Anybody who can read between the lines knows he's not denied having a hand in the violence that erupted earlier in the week and he's definitely not backing down anytime soon.
In budgeting, we simply compare the expenditure this year to last year for any cost grouping. Any YoY increase that is materially more than CPI, we drill down further. Other than that, we tick and move on. Each line on the final budget is always an amalgamation of hundreds of inputs from different departments. Finance Minister won't look into that level of detail, every civil service sector has their responsibility to vet before the budget is rolled up, Finance Minister will only review big jumps YoY
All u've done is to tell us is that MDA's can always pad the budget because the ministry of finance is too negligent in their duty of preparing and managing the annual budget of this country . The bucks of all of which stops on the GCFR's table .
Ibime: With the way budgets work, I doubt Tinubu or the Finance minister knows the detail behind any line item. Budgets don't work that way.
So the budget just gets sent to the president and he sends it to the house assembly without having anybody in his cabinet vet the budget for any paddings or embarrassing items included ?
Issokay . Make dem continue to dey run the country the way they like .
If only you know how much I want Havertz benched too. Because he has been frustrating. The only positive I can draw from his performance is his height as that give us an option in case we want to go 'cross and nod'.
ESR not getting game time has a lot to do with his unavailability. Havertz was getting the nod from the start of the season but there were moment of brilliance from Vieira anytime both were substituted for each other. Saka got the big chance from his cameo appearances in Europa. The little chance ESR has gotten this season, what has he done with it? Now, he is out injured which is quite frustrating.
My issue is not with Havertz but those competing with him. One of them ought to have grabbed the starting shirt from Havertz. I must admit Vieira has shown some brilliance but we all know he is quite fragile and may get outmuscled.
Mind you, Partey sef follow for this talk not only ESR.
Since u want to go down this route, oya mention those little chances ESR has had this season and let's compare it with Havertz's one by one
Thank God they were reasonable enough to listen to voice of reason.
That said, dem supposed wipe that Temitope Ajayi oraimo cord for neck for accusing media of sensationalizing the news. If media no carry am na so dem for pass the budget and the money will disappear into thin air.
mostob: First of all, this is not Havert's stanning post. Don't misquote me please. As for ESR, I'm talking about this season. Even at that, ESR's best performances have come either as a lone 10 or from the wing.
And I never said we will miss Havertz. My point is that those we're banking on to even start ahead of Havertz are not justifying their selection. ESR is like the 3rd choice right now, that should tell you he is not the same ESR you're talking about here.
Though, opinion differs. Some might actually be satisfied with the subpar performance these guys are dishing out sha
But I didn't edit ur original post na; I quoted exactly what u typed. The post is still there for everyone to see.
You practically said the players we are hoping to start ahead of Havertz are frauds but I disagree with you totally. I pointed it out to you that Smith-Rowe has played the position before now and he's not a fraud. Smith-Rowe has rarely seen starting shirt this season which is majorly due to the coach's decision.
Havertz has seen much more playing time , yet he has not convinced both the fans and even club legends he's the player Arteta thought he signed.
I repeat again: If Havertz leaves January none of us will miss him.
That was how some people were saying Lacazette was this and that.... we will miss him blahh blahh....blahh. He left and the team moved on. That was how swissh was telling us Pepe will come out good after flopping consistently; we ditched him and the club moved on.
If a player gets playing time and consistently delivers subpar performance, I don't it's wrong for the fans to question his continuous inclusion in the team. Havertz has not impressed anybody thus far and he rightly deserves the criticism he's getting.
mostob: Fact is if I had not mentioned Havertz in my post, you wouldn't have disputed. I still put it to you that during the weekend, none of those players actually did something exceptional. Go and search the player ratings from different sites. Aside that 6 yard assist, ESR did nothing exceptional. We played against a poor Sheffield team so their lapses wouldn't show.
You said Havertz was given an unmerited starting shirt, who do you think would have started in his place? We just pack Otus as backups but na Havertz we dey bash.
Infact make Arsenal sell or loan Havertz by January. That's when most will realize the players we all vouch to start ahead of him are flops.
I lost count of how many times Vieira should have cross or even shoot yesterday but he rather passed back. Nelson can't even get past his marker.
Wetin be this?
We've seen ESR in Arsenal shirt play that Havertz role and he didn't flop.
I don't understand what Havertz has played in both Chelsea and Arsenal that makes u stan him the way u are doing to the extent of disrespecting our own players. I understand most of our players were off yesterday, but havertz himself didn't do anything spectacular to better our lot.
I can stand here and boldly tell u that If Havertz leaves Arsenal today we won't miss him one bit going by his performance in an Arsenal shirt till date.
Na so dem go take buy N5bn Presidential Yatch while their supporters can barely afford the Ewa, Cassava, Garri and Agbado they promised during campaign ?
itsrm see ur people o. Dem talk say the Navy must have operational need for the yatch before dem put am for budget. He even left the main issue of explaining to us what possible operational reason that might be; he's blaming the media for sensationalism. smh
The fooolish man is talking as if the taxpayers don't deserve to be informed on what their tax is being spent on in this dire period.
If these people have their way, they will just be allocating wahtever they want to themselves without media prying their eyes into it.
OasisX, Hamas are ready for ceasefire and a 2 state solution like you said.
Hamas Official Ghazi Hamad: We Will Repeat the October 7 Attack Time and Again Until Israel Is Annihilated; We Are Victims - Everything We Do Is Justified #Hamas#Gaza#Palestinianspic.twitter.com/kXu3U0BtAP
the Hamas guy talking with bold chest that the only thing that will make sense to them is if Israel is anhilihated .
He said they didn't want to hurt civilians but they had to do what they had to do.
Later Amoto will come here and be spamming here with Hamas propaganda saying he's on the side of justice . A terrorist group that is not even remorseful of the pain and anguish they've caused but still promising to do even worse in the future .
liveLongNprospa: OH I perfectly agree. It's a personal issue. While I accept Nigeria for what it is, I still struggle with living with that idea. On a normal day, that man is not supposed to get any iota of sympathy but I dey look the office itself. He's the NLC chairman who was illegally arrested and beaten in a democracy that is 24yrs old.
The amount of bad news developing daily in Nigeria this year has been astronomical omo
Nobody wey dem no fit do like that for this country.
liveLongNprospa: I understand this. But whatever reservations we might have for this man doesn't give government the right to treat him this way and then police still comes and lies about it to our face.
All these things u've said we all know. Ajaero suffered the fate of the everyday Nigerian guy.
Guess what ? A lot of Nigerians don't really care or give 2 fuckks about him. Why? Cos we've not seen any benefit whatsoever from him being the NLC president since his ascension to power. He has not succeeded in getting the government backtrack on any anti-people policy.
So u should understand why he's not really getting as much sympathy as u think he should get from the people . The people are busy dealing with their individual shege foistered on them by the president administration.
Reason why our 2nd 11 no be am at all. As a big team, our 2nd 11 suppose go toe to toe with that West ham team they paraded ystdy.
Flogging us 3-0 no suppose be so. (Don't worry about our goal as I see it as nonsense goal )
I never even bother to watch the goal we scored cos NEPA took light immediately after their 3rd goal and I was in no mood to waste subsidy-less petrol on a match past 80 mins with my team 3-0 down.
Spy360: Jorginho is just being Jorginho as good as he is. The mistake is using him in a team that doesn't need his skill set.
It's like having Giroud as striker. We all know that he can run or dribble but he can do flicks . So if a manager chooses to play him as striker and expects him to dribble and make dashing runs, that would be senseless thinking to me.
Jorginho is just himself.
Well, his best is not good enough for a team that sets sight to win at least one major trophy in a season.
In a tight football match those who play football know that there will come a time in the match when u just need one player to take the initiative and turn the tide of the game. Anytime the ball gets to Jorginho, and he just decides to either lay a safe pass to one of the back 4 or when he gets caught up and he has to put his body on the line to win an unnecessary foul; I just shake my head.
I have played with such players before and I know how frustrating it can be especially for the attackers. They will be left flat footed and just be running around waiting for that incisive pass that will never come.
Jodera: Naahhh, small teams took it seriously then (tho not as much as their EPL). They normally do a mix of first and second 11 while most big teams do a mix of 2nd 11 and academy players. Even when Mou came, he still didn't stop most big teams from using academy in EFL.
If you remember, under Emery and Wenger we were still using Academy boys
Yes mid table EPL teams took it seriously back then but they don't have access to the money and invariably the quality of players they have now back then. Imagine West Ham having access to buy players like Ward-Prowse, Paqueta, Kudus , etc back then?
Things have really changed from that Wenger era o. If Wenger fields those premature academy players now, he will get trashed by Brentford, West Ham, Newcastle , etc of this world by the quarter final stage latest.
Spy360: Your problem is that you are still stuck with '90s football.
These days the idea of positional play has moved from the traditional methods where you think the no 9 has to be the goal scorer or the no 2 is a fullback and has to run along the touch line. You need to look at what a player is told to do and how he goes about doing it.
I have said that while Jorginho and Partey are both DMs, their roles differ. Jorginho is usually asked to drop in to the back three when we play from the back. He positions himself on the RCD during buildup. His role is basically to transit the ball around the back three. This is unlike Partey who is more like a play maker from deep apart from his defensive duties. If you are thinking Jorginho will e making defense splitting passes from deep who will wait for years because that is not his playing pattern.
The crux of the matter is each time Jorginho has been asked to play whatever nonsense he's playing we've seen how it ended up for the team. The midfield gets overrun , we find it hard to transition the ball from the back to attack because the midfielder who is expected to advance the ball just wants to keep passing to the back 4, and we just struggle to make things work in our favour .
We had better get another good midfielder instead of thinking this Jorhinho will depitoze for Partey and we won't miss Partey .
My dad used to say one proverb in Yoruba : " aisedede Ara aye, lomu ka ranti Ara orun" ( Meaning : Its the ineffectiveness/ineffeciency of the living that makes one miss the dead ) . Shebi if Partey stay fit , we no go even dey reason Jorginho matter at all.
MSGAMBLE9: Kiwi matter no be today, you remember last year Europa league away at Sporting Lisbon the first goal Arsenal conceded was bcoz Kiwior refuse to leap and contest a simple aerial ball from a harmless corner kick...I also remember the way Kai outmuscled him (Kiwior) to get shot on target vs Chelsea last season...
Arsenal won't Win Anything of substance with their first choice striker missing 4 month of action every season...! It not done anywhere!!!
At this point it appears Jesus is not even our first choice striker anymore .
Roland17: Admittedly, we are short without Partey/ Jesus/ Timber and late scratch ESR. However, rhe problem was that our coach, your MCM, did not make the right selection. Yes, I am going that route.
Against a physical and technical side like Westham who also have pace upfront, he fields Kiwior/ Jorg/ Kai/ Vieira.. I mean..what were you expecting? I expected Tomi to start ahead of Kiwior at CB or White. I wouldn’t even mind seeing Kai upfront as CF if that meant he did not start in the middle.
With all that being said, I am not interested in EFL and that’s why I did not get too involved even when we were losing.
I agree the players combination on the field is not the best considering the quality and physicality of our opponents . But I know if some regulars like Martinelli , Odegaard had started we would've complained Arteta don't rest key players even in cup games .
That being said , I just hope we don't mess up FA cup like this . I'm also not really a fan of EFL cup ; I take FA cup as serious as the league .
iamoyindamola: No it's just about finding the right balance to complement the weaknesses If jourghino should start kai Kia should not If kiwi should start then zinchenko shouldn't since they can't defend to save their lives
We are saying the same thing . If the players in the reserve are as good as those in the starting 11 we won't be carrying four figure table to learn the almighty formula to balance the equation .
The first 11 is a balanced team which everybody knows would've replied with a goal immediately after White's own goal
daveP: Yeah. I see that coming. If Martinez 2.0 kon happen, e no go easy for Arteta. This is a westham team with a loss run of 3, and Arsenal is losing to them for the 1st time this entire season? Like seriously?? The gk situation is minute compared to the nonsense approach of Arteta to a team that have forgotten to win since October. He should not be having this kind of result anylonger(opponents scoring back to back to back without a reply) when they aren't man city or Bayern.
It's obvious we only have a first team. The players in our second 11 are very underwhelming going by today's display .
daveP: How this evades Arteta's thinking is what is provoking about this game tonight. How did he even reach this conclusion without fear? Aspa West ham are a stroll in the park? I want to believe he underrated them instead of feeling he is that stupid to think those 3 will win the game. What will piss me further is the GK situo. Lol.
U see that goalkeeper situation , I doubt if Ramsdale will not leave by January .
That West Ham third goal is something Arteta will not be happy about and will feel Ramsdale should've done better . He will keep him more on the bench and that one will not be happy about it .
