A Governor is free to give security directives to CP.
But if he gives a critical directive (for instance, a shoot-at-sight order), the CP cannot carry out such directives without the approval of the IGP. And if the IGP declines, the CP would immediately get back to the Governor that he cannot carry out such order.

Most persons don't know that according to the Constitution of Nigeria the Nigerian police is subordinate to the Inspector General (IG) and the IG is under the authority of the President..
The governors in Nigeria are officially the Chief Security Officers of their various states but do not have power on the Nigerian police as it's vested almost entirely with the Inspector General of Police..The inspector general of police is accountable to the President...
Simple as that..

That is why I laugh whenever an IGP would be saying that Nigeria is not yet Ripe enough for State Police..

If anybody should be saying anything,, it shouldn't be an IGP naa..

And they don't know what their superiors may want.
