helinues: Just as during election time, it would be better if people can do the census in their home state. The states need to start introducing state ID which would allow the indigenes to have more benefits than non indigenes The reason for travelling back to one's State of Origin, and even back to the person's ward in the village during registration of PVCs is because of the way Nigerian way of practicing politics of division. |

The states need to start introducing state ID which would allow the indigenes to have more benefits than non indigenes This is not fair. .. Take for instance.. If I have an Anambra State “State-ID” as an indigen of Anambra State,, but I live in Lagos State as a resident, maybe I also have a Lagos State “State-ID” but as a resident in Lagos State, are you suggesting that it is the Government of Anambra State that would favour me better? And that, even though all my economic activities all-the-year-round had been in Lagos State, that I should be expecting the Government of Anambra State to be favouring me from back home? Just because my parents are from Anambra, and that I went back home at one of my personal vacations to obtain a “State-ID” as an indegen of Anambra State? |

helinues: Yes, necessary if possible mandatory
Cos the census would be used by both state and Federal in distributing resources
If Nigeria states are smart, this is best opportunity for them to introduce state ID The real issue is that,, resources are distributed according to the Population of the People that are currently residing in the State at the moment. Which comprises of both indigens and non-indigens of that State. |

I’ve been wondering about the upcoming Census in May 2022. And some questions had been popping up. .. Is it necessary for the citizens to travel back to their States Of Origin, so that they can be captured at their States of Origin? .. Or should they remain at their States of Residence, so that they can be captured at their States of Residence.?? (since they would still provide information about their States of Origin during the capturing) |

fergie001: The NPC constitutionally has the rights and they are pulling their strengths. For now, no communication on the role of the NIMC in the forthcoming "digital' census this year.
I don't think it will be necessary. Unique numbers have been issued by the NIMC already, which is just to check multiple identity theft.
However, I will be unperturbed if the NPC issue theirs, because there has been this subtle power-show between both Commissions.
For now, even those in authority are as confused as we are. Na Waa Ooo.. God help us ooo. This our country is still very very far from being in control of its own systems. |

People in this country don't know their priorities. SMH! Are you aware that the current problems with the Nigerian Economy is just because the policy-makers are making their policies based estimated population figures which are way too fake as at the moment, and thus, the fake figures cannot be trusted to yield good results any longer? ... Like, tell me. How can you continue to build a very big house when you don't have a good plan and a detailed survey of both the surface and underground conditions of the soil?? .. That's exactly what it is like to be planning about the economy of Nigeria with fake crazy population figures. .. .. I don't care about the amount to be spent, so far as it would yield a very good result in the end. .. .. If you were saying that they would do nonsense and call it Census, then I would be listening to you. But calling the whole idea of conducting Census in Nigeria a mess is a total write-off. .. .. The authorities aren't even doing enough. I am doing some further researches on the NPC and NIMC. Even though a staff of NPC confided in me that they planned to work hand-in-hand with the NIMC in this upcoming #Census2022, I have not yet confirmed same from any staff of NIMC. Nevertheless, I still have some puzzles which I am yet to crack. ... 1. Since it had been clear to us that the NPC does NOT issue unique registration numbers to each of the persons whose births had been captured and enrolled in their Birth Register (so as to facilitate easy tracking of the information of such registered persons with the unique registration number of the person on the NPC Birth Register), Do you think that issuing such a unique number from the NPC would now be necessary again, since there is the NIN Number already being issued by the NIMC, bearing in mind that NIMC and NPC would soon start working together.?2. Since the #Census2022 would be captured digitally, and thus we are expecting the Census to give Birth to a strong complete database of all Nigerians (both citizens and residents), Does it now mean that all the other database systems that registered and stored the identity information of Nigerians such as the NIMC, INEC, Immigration Services, Telecoms-NCC, Bank-BVN, and so on, are going to key-in into the robust NPC database, and then synchronise all their information together?? |

fkj950ax: NPC should do both from offices or centres it sets up in LGAs. It could use staff of the LGAs trained according to NPC protocols.
The key thing here is the records from these registrations. NPC should be the custodian of these records and not the LGAs.
Searches and any administrative requests should be through NPC systems or portals. Thanks for your contributions. I think I understand the whole situation better now. |

fergie001: You don't need to register on all three....
In rural villages, if the child is born @ home...the parents will obtain a proof of birth from the LGA, and later forward same to the NPC for processing of the birth certificate.
If the child is born in the hospital....You will obtain a notification of birth containing all details of the child from the hospital (usually called " certificate of live birth), then you submit same to the NPC.
So registration per se can be carried out in many places, LGA, Church, hospital but by law, all is expected to get to the NPC for National Planning Purposes and issuance of Birth Certificates.
Again, an NPC official is attached to every LGA so information can be shared.
The NPC and NIMC is just some duplication.......NPC is Constitutionally empowered to issue birth certificates. .. .. Thus, Citizenship By Birth is totally dependent on The Citizens Registration-Number on the NPC’s “Birth Register”??.. And that means, for any Citizen whose name is NOT on the NPC’s “Birth Register”, (no matter where he registered his birth, even if it's NIMC’s Register), then such a “Citizen” is not truly a Nigerian Citizen?? .. And now to the main question... As at the moment, does the NPC have a compiled data of all the births (and deaths) in the country in order to issue birth certificates (and death certificates) to the citizens? Also, do Citizens have their official NPC-Issued Citizens-Numbers as we speak?? .. .. |
Politics › Re: Nigerian Constitution Puzzle: Who Is Supposed To Register “Births” And “Deaths”? by BluntCrazeMan(op): 11:14am On Jan 14, 2022 |
fergie001: Most oftimes than not, the LGAs don't even register, unless for children between 0-2 years old. There are NPC officials in every LGA in the Country who carry out that function.
Again, there is some duplication, because Part Ii of the NIMC Act also empowers the NIMC to register births and deaths as well. So you have roughly three bodies doing the same thing.
The NPC is the safest place to 'hide'. It then means, that every citizen should compulsorily register his/her birth details in three different official registers.. That is, the register in any nearest LGA (or most preferably, the LGA where the town he was born in was situated in), then the NPC Register, and also the NIMC Register?? |

Sammy07: Local governments has many things to cater for. Overload will make it inefficient.
Nigeria Population Commission should be the one enforcing it in collaboration with Nationality Identity Management Commission.
In NImc, there's something like "Dead Nin" or so(I've forgotten) it's like de registering bio metrics of dead people.
The NPC collaboration with NIMC, Immigration are the ones that suppose to have Intel knowledge of our population growth, death rate, immigration and emigration. Currently, the various LGAs are underperforming.. Weeds and shrubs are even overgrowing their head-quarters and offices due to the fact that they don't go to work, just because they allowed some other offices to take over their constitutional responsibilities.. So, when you talk of OVERLOAD with respect to the LGAs, I keep wondering what you mean. .. I was even saying that the duplicated duties according to the Nigerian Constitution are already too much, and you even went ahead to introduce “triplication” and “quadriplication” of duties by bringing in the NIMC and Immigration.. Like,, if NIMC and Immigration are also involved in registering Births and Deaths,, then we can never ever ever get it right as a country. How can they all work together to unify and synchronise their databases and have one single Authentic Register of Births and Deaths for the whole federation?? |

According to the Nigerian Constitution 1999 (As Amended), both the National Population Commission and well as the various Local Government Areas are empowered to register births and deaths. ... According Part-1 of the Third Schedule of the Constitution; reading the Section 24(b), it states that: The National Population Commission shall have power to, among other things, “establish and maintain a machinery for continuous and universal registration of births and deaths throughout the Federation.” .. Then again, Section 1(i) of the Fourth Schedule or the Constitution reads: The main functions of a local government council, among other things, includes: “registration of all births, deaths and marriages”. .. I really don't want to believe that this amounts to an aspect of inconsistency in the Nigerian Constitution, or that the Constitution gave a particular job to two different offices. But I really need to understand two things.... 1. Going by the two sections of the Constitution quoted above, who is supposed to register the births and deaths in Nigeria?.. 2. Is there any difference between “establishing and maintaining a machinery for continuous and universal registration of ALL births and deaths” and “registering of ALL births, deaths”?? .. The reason I asked the second question is just in case I was the one who didn't understand the two clauses very well.. So that, anybody who understands the two clauses better than me (and the differences between the two of them), should put me through properly, and get me enlightened. .. Thanks |
