Presidents need to understand that it is not enough to give names to ministries or ministerial portfolios, you need to state clearly each and everyone's duty. Except in the case of ministry of justice, other ministeries are simply not expressly stated in the constitution.

Sometimes you hear ministry of power and steel, Sometimes, ministry of energy and power, minister of land and housing, ministry of
Land and transport, ministry of works and housing, ministry of information and communications, ministry of information and culture, ministry of culture and tourism, ministry of so so so and so.

In the absence of any byelaw, I think the minister of state for aviation is not under Amaechi. He is the head of his ministry of aviation in the absence of a substantive minister just like Ibe Kachikwu of petroleum.
