Because we all wear same mask for weeks and months, some keep it in their pockets or bag. Meaning we carry corona put inside pocket. What the US does is steal manpower. They entice the best scientists (and those in other fields ) and then Americanise them and their innovations. Even if they wanted to provide, who is willing to work? The lazy government or the lazy people? Even if the government forced people, will they risk a rebellion or will they get what they want given that the people have no skills? *) As I have explained, the state has absolute power without checks and they are everyone's hope of survival hence the room to abuse human rights and oppression of the people with impunity.

Why make provision for various age ranges instead of 18 alone 18 is the age of legal maturity in Nigeria. Once you are 18, you can be imprisoned. But you can marry even if you are not 18. You can have sex if you are not 18. Listen, there are laws in the books that are never enforced. Our debate here is what it says in the books not what anybody said it says. Luckily what is says is crystal clear where even an elementary school kid can say it. So that’s why 18 is mentioned. A situation whereby 1% of the population controls 45% of a country's wealth, while the bottom 80% controls only 7% is unacceptable. That's a disaster waiting to happen.
Untamed socialism (communism ) is also as bad, if not worse than untamed capitalism. As all the factors of production is controlled by the state, the few elites controlling the state also form a sort of oligarchy and therefore control everything. They exploit and corrupt the system to their own advantage, while the masses suffer poverty and deprivation. Communism has the added flaw of inefficiencies in production and productivity. All I know is that all the major innovations of our time are from capitalist countries (US especially, the bastion of capitalism).
