But many acts and bills contain exact same phrase, “liable upon conviction”, how come it does not negate such laws - why even bother writing such laws. And since 7(2) makes life sentence “categorical” how come no one has ever gotten life??

Even if u don’t want to believe your own eyes, many reputable newspapers have done fact-checks on the bill and many people have commented on it, point to ONE instance since LATE 2015 where anybody said the bill implied 11 years AoC.
