No Going Back on IPPIS, FG Tells ASUU
•Says union can’t dictate mode of salary payment
James Emejo in Abuja
The rift between the federal government and the Academic Staff Union of Universities (ASUU) deepened yesterday as the federal government dismissed the union’s concern about putting lecturers on the centralised salary payment platform.
Reacting to the union’s objection to President Muhammadu Buhari’s directive that federal government workers not on the Integrated Personnel and Payroll Information System (IPPIS) would not be paid salaries, the Accountant-General of the Federation (AGF), Mr. Ahmed Idris, fired back, saying that the union is not in a position to dictate to the federal government on how its members should be paid their salaries.
ASUU had summoned an emergency National Executive Council meeting, where it was agreed that the leadership of the union at chapter level should begin mobilisation of members for an action against the government over the implementation of IPPIS.
The academic community had all along expressed their reservations on joining the scheme, citing the autonomy enjoyed by universities as well as the peculiarities associated with the academic environment.
But the federal government had directed that any worker not on the IPPIS would no longer receive salary with effect from October.
ASUU had insisted that it was not against accountability but would resist attempt by the government to violate existing laws and autonomy of the university.
The union also claimed to have offered to help the federal government design the appropriate template that would factor in the peculiarities of university lecturers in the IPPIS, a suggestion the government has not accepted.
ASUU alleged that the government’s template would enslave intellectuals as it did not make provisions for payment of arrears of promotion, study leave allowance, responsibility allowance, among others.
ASUU also threatened to commence legal action against the federal government over the latter’s move to compel the enrollment of its members on the IPPIS platform.
However, the AGF yesterday accused the union of trying to denigrate the IPPIS, which according to him, has been widely celebrated.
He said: “That notwithstanding, there is nowhere employees dictate to their employers as to how he or she should be paid as being dictated by ASUU.”
Idris said the policy had enabled government to save over N273 billion from personnel cost between 2017 and 2018.
In a statement by the AGF, and made available to THISDAY, he blamed ASUU for the “misinformation being circulated by the union to justify their opposition to enrolling on IPPIS, a policy of government for which the president directed that all MDAs drawing their salary from Consolidated Revenue Funds (CRF) should join by the end of October 2019.”
He wondered why ASUU would jettison a policy aimed at saving cost and wastages in the personnel cost of government.
He noted that before now, several meetings had been held with the leadership of universities comprising vice chancellors, registrars, bursars, National University Commission (NUC) and the four unions, including NASU, NAAT, SSANU, and ASUU, where the workings of IPPIS system had been explained and demonstrated as to accommodate all government approved peculiarities of tertiary institutions such as retirement age, sabbatical, visiting and other peculiarities.
Idris said during the engagements with the unions, the federal government had pegged the retirement age of professors and readers at 70 years while others in the universities had 65 years.
He said: “For polytechnics and colleges of education retirement age is 65 years as is the case in all research institutions.
“Visiting lecturers are entitled to 50 per cent of their salary in the visiting institutions but only limited to one institution as approved by NUC, NBTE and NCCE their regulatory body.
“For sabbatical, 100 per cent of their salary in the institution where the sabbatical is taking place in addition to the full salary being paid in their host institution.”
According to him, “Sabbatical leave salary is for a maximum period of one year only but applicable every seventh year and as it is the standard practice but subject to approval.
“Other allowances as duly agreed through collective bargaining between their unions and government as approved and formalised by Salary, Income and Wages Commission (SIWC) will be paid to the last kobo, inclusive of leave allowances.
“The accommodation of their peculiarities was fully demonstrated on our payroll slide to confirm how they will be treated accordingly in the presence of the university stakeholders and all their four unions.”
Notwithstanding, Idris expressed disappointment that “after the practical demonstration, it was only ASUU through their national leadership which questioned the legality of IPPIS and federal government to pay salary directly to their members in the face of their autonomy.”
He said despite the practical demonstration, ASUU had continued to mislead its members and the public for any other reason best known to them alone.
“The university community, based on their level of knowledge, experience, academic and research, one would have expected them to be in the forefront of championing any policy that is geared towards accountability and transparency in government expenditure,” he said.
He described ASUU’s alleged opposition to IPPIS as an open endorsement of corruption in the university system, as the IPPIS platform will not allow employment of workers at will without compliance with due process on employment.
“To meet the deadline of government, the process of enrolment is ongoing; we therefore, urge all university staff to ensure they enroll on to the IPPIS platform.
“It is pertinent to note that other unions in the universities have complied and the campaign of calumny against Office of the Accountant General of the Federation by ASUU is uncalled for and should be ignored,” he said.

University lecturers are employed by each university council. There is a law setting this up...dubbed the university autonomy law. IPPIS implemented in the universities will violate this law.

What is ASUU saying? Domesticate this IPPIS template in each university, capturing the perculiarities of the university system. Infact, ASUU told the FG they are willing to assist FG in doing this.

And to answer your rather Sarcastic question. The law was made for Nigerian universities not for ASUU. The president can not just alter a law by making pronouncements. If he wants the law altered, he knows the right procedure.
can you please share a copy of university autonomy law?
different templates cannot be used for different universities. a template can be used for all universities to capture peculiarity of university system. separate template is also being used for federal hospital staff nationwide. what is special about ASUU? Academians without knowledge

Am Dying In Silent! What Do I Do?

I got a work in missionary school. The Reverend sister in charge said I will be on probation for 12 months with #45k take home monthly.

As someone who has been at home for months I just accepted the job. After one week in the office, I found out that the work was heavy on me to the extent that I will go home with lots of them to do at home. I went back to her and pleaded if she can add small money to my salary, so she got angry and told me that they will pay me for the one week I worked for, that they don't need my type of person to work with them, that It seems that I like money too much. I cried that day to the extent that I can't open my eyes very well. She later said that she will give me second chance but she will reduce my salary to 42k.

I wrote an apology letter to her and I specifically told her to forgive for the sake of my mother and my son because am a single mother and am the one taking care of them. When I received the alert, I saw truly that she removed the money.

She doesn't respond to my greetings, other privileges she gave to workers," I no dey smell am",she acknowledged other new workers, she did not call my name.. Please I need advice because am just there because I don't have option. Am dying in silence!

Thanks in anticipation
It is not proper to demand for pay rise after a week. You have to keep on managing the work until you get another or set up your own.

Ritzy10:
The four policemen who were dismissed by the Lagos State Police Command for allegedly killing two youths in August, have been freed, following advice by the Directorate of Public Prosecution (DPP), Vanguardngr has confirmed.

A twitter user first raised an alarm about their freedom, earlier this month, now the families of the victims have confirmed it. .

We had released the video of how Insp. Fabiyi Omomayara, Sgt. Olaniyi Solomon, Sgt. Solomon Sunday and Cpl. Aliyu Mukaila shot the youths who were being taken to the Iba police station.

A DPP’s statement signed by Dr. Babajide Martins, read: “ After carefully considering the facts in the duplicate case file, this office is of the opinion that there are insufficient facts to establish a prima- facie case of murder or involuntary manslaughter. They, therefore, have no case to answer.”

But families of the victims, who described DPP’s position as alleged move to sweep the case under the carpet, said the killer cops are now roaming freely and boasting that they were untouchable.

They urged Governor Babjide Sanwo- Olu to order a re-investigation into the matter, with a view to ensuring that justice was done.

Briefing journalists on Tuesday, counsel to the families, Barr; Adesina Ogulana, said: “ The truly disturbing legal advice on issue like is, in our humble view, a complete disregard of the onerous responsibilities of the office of the Attorney General and Commissioner for Justice under which the Directorate of Public Prosecutors operates, to see to due protection and promotion of the rights of all souls in the jurisdiction of Lagos State.

We ask the following question: Can the office of the DPP claim ignorance of the filmic expose of the daylight execution of the two victims by these police killers, as to arrive at its present exculpatory advice?

In the said footage, the two victims were deliberately and clearly executed in cold blood after being apprehended safely by their police killers loudly declaiming that ‘we don’t waste time.”

Survival tips for this situation
1. Never use an atm with the account that holds your savings
2. If you have to be extorted, insist you can only transfer, that would be a strong evidence.
3. Always try to identify the policemen by their names, station attached to or their vehicle number
4. Create a story about the money being used to save a life. Last las, give them like only 20k.
Pray this never happens to me though. But as a corper, this is a very good case. He can report the case then apply for redeployment to avoid backlash
Number one is very important. Always delete your transaction history. Carry atm with less than #5000.

I look at sustainability of any policy and this is not sustainable ...can we close our borders for 5 years or 10 years or 25 years

Buhari like most Nigerians like treating the symptoms not root cause

The problem is we import foreign rice

Root cuase
1) our local grains are short Nigerians prefer longer grain
2) our yield are small average 1 ton per hectare while Thailand is 10ton per hectare
3) we have evil birds that can eat up ur farm in few days ...eat everything

Closing border is like forcing ur child to listen to radio because he goes to the next compound to watch TV which he love .

My solutions
1) we need to develop our seeds ...Jonathan government did a lot on this regard don't know why they were not continued ...we need to develop long grains

2) develop grains that yeild between 6 to 10 tons per hectare ...n can be planted 2 to 3 times a year

3) give loans to major rice farmers already to expand

4 ) develop ways to handle those evil birds ...we can learn from iseral

Create rice farming villages

Place 50% import duty on rice imported use the money to fund the above

In 5 years we can achieve full sufficiency then u can ban import
Somebody is making sense
Politics › Re: Buhari Threatens To Relocate Fg Projects From States That Frustrate Contractors by capitalzero: 7:15am On Oct 22, 2019
MetaPhysical:
Buhari says it will be unfair to accuse Federal Government of marginalising people in terms of projects allocation when local authorities in some states are frustrating contractors.

President Muhammadu Buhari has issued a serious warning to state governments that create unnecessary impediment in the allocation of land for projects or refuse to cooperate with contractors.

The President gave the warning on Saturday, October 19, 2019 in a statement issued by his media aide, Garba Shehu.

Buhari said some local communities in some states frustrate contractors by making impossible demands for land compensations and even go as far as chasing them from sites. He said, “The idea of chasing away contractors on site or making undue demands from them by local communities or the deliberate actions of state governments to frustrate the allocation of lands for federal projects is an antithesis of the people’s welfare.

“To compound matters, contractors kept away from site often make further demands for payment whenever they return to site.” “By denying the federal government lands for projects and creating unnecessary obstacles for the execution of these projects, it may be unfair to turn around and accuse the same Federal Government of marginalising people in terms of projects allocation. “When it comes to the welfare of the people, governments at all levels should be united by the common goal of improving the well being of the people, regardless of political affiliation. “It is, therefore, impossible to spread Federal Government projects when petty demands or politics is allowed to override the higher interest of the people.”

Recall that in September, Minister of Works and Housing, Babatunde Fashola alleged that some communities in the south-east demanded N100 billion compensation over the construction of Second Niger Bridge.

Meanwhile, President Buhari had directed ministers to resolve all land issues threatening projects under their supervision. He added that if the issues remain unsolved, the project be relocated to other states.

Crime › Re: SARS Killing In Oyo: Murderous Officers Must Be Brought To Book - RIFA by capitalzero: 3:05am On Oct 22, 2019
wiseloaded:
Rights and Freedom Advocates (RIFA) are saddened by the gruesome murder of a young Nigerian; Mr Abdullateef in Sepeteri, Saki-East Local Government, Oke-Ogun area of Oyo State on October 16, 2019 allegedly by some murderous officers of Special Anti-Robbery Squad (SARS) who were reported to have shot the innocent young man on the fateful day.

The wicked officers as gathered from the community leaders by RIFA confirmed that when they heard about the attack, they contacted the local government Divisional Police Officer (DPO) who denied that his officers operated in the town.

Thereafter, it was reported that the community went to Igboho and searched all public and private hospitals for the whereabout of the SARS victim after their attempt to get him in Sepeteri failed.

Following their inability to locate the victim there, the community was then said to have gone to Igboho DPO who also was said to be unavailable but was later found at Igbeti Area Commander’s office.

At the Area Commander’s office, it was reported that the community representatives were directed and led to DPO Igbeti by the Area Commander who briefed them on the condition of the deceased.

The innocent deceased as confirmed to RIFA by a key community leader in the town was just moving on the street along Old Oyo National Park road when he was arrested and charged to pay unspecified amount, an allegation said to be common with the notorious SARS officers in the area.

Even as at Monday October 21, 2019 while RIFA representative was returning along the routes from Sepeteri to Igbo-Ora road, SARS officers were still visible on the road extorting road users.

RIFA also gathered that the SARS officers were scary of Sepeteri people after their cruel action. So, they couldn't treat the victim in any nearby hospital that was why they took the deceased to Igbeti; a distance of about 70km which worsened the deceased’s gun wound that culminated into his death.

RIFA gathered the Commissioner of Police in Oyo State; Mr Shina Olukolu was in Sepeteri on Friday 18 October, 2019 over the incidence. In a message by RIFA on the issue to the Oyo State Police Public Relation Officer; Mr Olugenga Fadeyi on Friday October 18, 2019 which was replied, he acknowledged the incidence took place and that investigation has commenced.

However, On Monday 21 October 2019 he could not confirm the report from the Community leader that some suspects have been arrested and detained at Iyaganku Police Station, Ibadan but he was able to affirm that stakeholders would be briefed by Oyo State Police Command when adequate information is available.

RIFA urge the Police to ensure justice is served as Nigeria tax payers cannot be paying security operatives to kill civilians and that since the criminals who have tendency of committing crime which made them to join police should be weeded out with alacrity to send strong signals to others with similar intent.

Mr Abdulateef (The Victim)

RIFA noted that it was on Monday October 7, 2019 that the Oyo State governor and the Speaker of the State House of Assembly were informed by the organization, among other issues, of excesses of security agencies especially Police officers in Oyo State.

The latest alleged murderous act of some cruel officers of SARS further confirmed the association stance that police in Oyo State parade mostly criminals who are supposed not to be in Nigeria Police. As a result, the Association call on President Muhammadu Buhari, the National Assembly leadership, the Inspector-General of Police, the Police Service Commission and benevolent Nigerians to ensure the blood-thirsty officers that took the innocent life of Mr Abdullateef are made to face full wrath of the law while other criminals in police uniforms should also be fished out and dealt with accordingly.

This is because SARS officers have been committing heinous crimes in Oyo State for long without caution. A hotel attendant; Mr Samuel Ogundeji in Shaki was once allegedly turned blind by SARS brutality for an unfounded pilferage at the hotel he was working in Shaki, while many other residents have gone missing after SARS invasion in many parts of the State, reports alleged.

The Police in Oyo State should also ensure SARS comply with presidential directive banning SARS officers from illegal activities especially extortion and molestation of residents and road users which is now rampant in Oyo State arguably than any other state in Nigeria.

In fact, SARS officers are simply mostly symbol of lawlessness in Oyo State as most of them engage in illegal activities unknown to the laws and rules under which they operate.

The Governor as the Chief security officer of the state should act decisively by halting assassination of citizens and residents he was elected to protect and promote their interests by restraining lawless security officers from displaying unprofessional conduct henceforth in the state.

There is no law in the land which grants anybody right to terminate the life of others unjustly. Therefore, the culpable police officers involved in the gruesome murder of a confirmed useful and humble youth should be made to face the music.

The Nigeria Police authority should act swiftly by revealing the criminals in its midst as justice delayed may be justice denied and disown such bad eggs before subjecting them to appropriate sanctions. Only then can the nation be guaranteed that police is friend of the people.

Politics › Re: Customs Slams N165,000 Duty On Traveler For Designer Bag by capitalzero: 7:52pm On Oct 21, 2019
JosEast:
The Nigeria Customs Service (NCS) has insisted that it followed the law when its operatives recently demanded that an arriving passenger at the Nnamdi Azikiwe International Airport Abuja, with a N570,467 worth of bag, paid the Duty of N165,000. A statement by the Customs Public Relations Officer, Deputy Comptroller Joseph Attah, on Monday, said the Nigerian passenger, Mrs. Udensi Adaeze Nwagboliwe, arrived onboard the British Airways Flight 083 and upon inspection, a Louis Vuitton bag and shoe she had bought was found to be over N50,000 – which is the maximum worth of goods allowed for arriving passengers freely without Duty payment.

Customs said the passenger failed to show receipt for the Louis Vuitton bag brand but claimed she bought it at the duty free shop at the point of departure

She could not also pay the Duty upon verification of the N570,467 worth of the bag, on the internet, by the operatives. “Consequently, appropriate duty assessment of N165,692 was made and given to her to pay into Federal Government coffer. “Since she could not immediately go and pay, a detention notice was given to her showing that the items will remain with the NC until she pays and brings evidence of payment before they will be released to her.” Attah said although many Nigerians were complaining about the N50,000 allowable amount, NCS will continue to enforce the extant law until the law is changed.

Customs said the woman had taken to the social media, claiming she was ill-treated at the airport on the bases of her gender and tribe. While calling on the public to ignore the claims, Customs said: “Since her attempt to evade duty payment by refusing to produce receipt could not work, it appears convenient to transfer reluctance to pay tax into unnecessary public incitement.”

I am a fan of God is good motors. I really like the company for superb service. It appears things have changed and company is deteriorating.
let me share my experience briefly. I boarded Gigm from umuahia. my destination was berger, lagos.# 7,150 was paid for the service. The bus moved around 8am. our vehicle broken down at orlu around 9am. Chassis got damaged. definitely we were stuck. Driver said company would send another vehicle and we should be thanking God that it was not even an accident. Some of us were bitterly furious for saying we should be thanking God. 2 hours later,no vehicle was sent and we called customer care who promised that company will send another vehicle as soon as possible. No vehicle came until 2pm. we were stucked in orlu, imo state for 5 hours. We got to Asaba around 4pm,benin 6pm. At benin, our driver was replaced. Few kilometre to ore, vehicle developed fault-engine stalling. that was around 6:30pm. we were delayed for 20minutes because driver later learnt from former driver that if engine stalled again, he should off the ignition and restart the vehicle. Engine was restarted and our journey commenced . in few occasions, engine would stall and driver would follow the suggestion.
eventually,we got to berger around 11pm.
My observations about God is good motors
1.Most of their vehicles are old and worn out
2.They are not maintaining their vehicles properly
3. Poor customer services. passengers deserve some apologies or compensation. delaying passengers for 5 hours is criminal and should be condemned.
4. Drivers communicate poorly. Three drivers we encountered yesterday had poor communication skills
5. The company is not properly managed.

If the State went to that extreme okada and keke will be regulated. For every 1000 licenses issued 50% ownership and operation must be SW, the remaining 50% will be shared at 10% per zone. Put the new SW Security Corps to manage the service and its enforcement.

Free education for SW indigenes only. Non-SW indigenes are to pay for secondary and higher learning.

Change tax brackets - SW indigenes to file for yearly tax refunds. Non-indigenes exempted.

There are many policies that could be implemented to penalize lack of allegiance to SW.

Like Ogunlewe said, we Yorubas are the leadership of Nigeria.

Dearest Lord in heaven! Ahhhhh! Heavens please be kind to me and mine.

Madam OP, you've done your bit. Thank you. Kindly seal it by calling her family too. That crazyyy little Mrs is destined to die with the title. As for your kid, biko find him another place to stay after school.

We are all responsible for our choices. Please let the world know, let her family know, let the police remain in the know so that he could easily go to the prison he so desperately sort after. Afterall, either could have chosen to walk away. I just pity his kids.
I agree completely
Withdraw your son
call her family and pastor
keep on informing all security agencies you know
May God help us

This is not entirely true. My younger sister and her fiancé are JW, she lives under my roof and she has been a JW for about 3 years now she never cut any family tie with myself or our much younger sister, our parents or her friends. She’s the only one in our family that’s a JW so what you’re saying is baseless.
Thank you. Many people believe in hearsay regarding Jehovah witnesses. Many do not know Jehovah witnesses personally.

When you deny life saving medical treatment from another person, when you are punished for that, it's not persecution or hatred, but appropriate punishment and protest for an inhumane act towards another.

When you look down on others as a subhuman underclass that does not deserve anything good except they belong to your brand of religion and gets punished for it, it's not persecution but appropriate punishment for inhumane act of extremism.
You know nothing about blood transfusion and nobody forces anyone to be a Jehovah witnesses.
can you please define extremism? Jesus was also accused wrongly of cannibalism. if you do not understand something try to have a discussion with jw so that you will be better informed. jws are not perfect but they are doing their best to follow Jesus .
