Women in Uganda who go out wearing mini-skirts could face jail or a heavy fine under draconian new anti-pornography laws.

The legislation would also see television dramas and films banned if it is passed by parliament.

The Anti-Pornography Bill 2011 proposes that those found guilty of abetting pornography be fined up to 10 million Ugandan shillings (£2,500) or jailed for up to 10 years, or both.

Simon Lokodo, Uganda's ethics and integrity minister, who proposed the Bill, said: 'Any attire which exposes intimate parts of the human body, especially areas that are of erotic function, are outlawed. Anything above the knee is outlawed. If a woman wears a miniskirt, we will arrest her.'

The bill, which is backed by Deputy Attorney General Fred Ruhindi, would also see many films and TV dramas banned from the airwaves and internet use monitored.

Mr Lokodo, a former Catholic priest defrocked by the Vatican for his involvement in politics, said that would mean that celebrities such as Beyoncé and Madonna would be banned from Ugandan television.

'Television should not broadcast a sexy person,' he said.

He added: 'On the internet, we're going to put a monitoring system so we know who has watched which website and we know who has watched pornographic material.'

Mr Lokodo said the Bill was needed to protect women and children against exploitation and curb increasing immorality.

If passed, the proposed law would mark a return to the era of dictator Idi Amin, who banned short skirts.

Many Ugandans are against the idea and some have taken to Twitter to express their outrage using the hashtag #SaveMiniSkirt.

But on Thursday the draft law ran into problems when some members of the Legal and Parliamentary Affairs Committee voiced concerns about its implications for freedoms guaranteed in the Constitution.

MPs said the Bill’s definition of pornography was too broad and said it went against Uganda’s tradition of being a tolerant country.

The Bill defines pornography as any cultural practice, behaviour or form of communication that depicts naked breasts, thighs, buttocks or Instruments.

The definition also includes anyone engaged in explicit sexual activities, erotic behaviour intended to cause sexual excitement and any indecent act or behaviour tending to corrupt morals.

But MPs criticised the lack of definition about what constituted 'decent dressing' and said the Bill could inhibit the sexual behaviour of married couples.

They asked the Government to stop curtailing freedoms, which they said could scare away tourists.

Mr Lokodo responded by saying that the legislation will not outlaw 'any act or behaviour between spouses or couples performed in fulfillment of their conjugal rights and responsibilities, where such matters are strictly private.'

He said that one of the dangers of pornography is that it fuels sexual crimes against women and children, including rape and child molestation.

He suggested that women who were victims of sexual violence were sometimes attacked because of their provocative dress.

'One can wear what one wants, but please do not be provocative,' he said. 'People who are indecently dressed ... do it provocatively and sometimes they are attacked.

'An onlooker is moved to attack her and we want to avoid those areas. He is a criminal but he was also provoked and enticed.'

While some committee members said that pornography was already outlawed under Ugandan law, Mr Lokodo said that the existing laws only covered the publication of obscene material and that the issue of pornography transcended publication.

Mr Lokodo is no stranger to controversy. Last year he raided a workshop for gay activists and announced a ban on 38 pro-gay groups, saying they were undermining the national culture by promoting homosexuality.

While it was in order if Mr. Shem knew his employer's website, but do you this his not knowing the website necessarily meant he was not effective in his duty as Commandant? Do you think his non-knowledge of the website directly translate to his inability to provide ways to protect government installations such as oil pipelines, and to devise measures against threat and any form of attack or disaster against the nation and its citizenry?

I think Mr. Shem should be appraised in line with his job description, which, I think, knowing the website is not part of. If he failed in his statutory duties, he should be sacked. I don`t think it was proper to have sacked him, on the basis that he didn`t the website. He had duties as Commandant, and should be judged on the basis of those duties.

Benedict XVI (born Joseph Aloisius Ratzinger; 16 April 1927) is Pope Emeritus of the Catholic Church since he served as the 265th pope from 2005 to 2013.

Why did Pope Benedict XVI resign?

He said that his strengths [mental and physical], due to an advanced age, were no longer suited to an adequate exercise of the Petrine ministry.

Strength of mind and body are necessary, strength which in the last few months, has deteriorated in me to the extent that I have had to recognize my incapacity to adequately fulfill the ministry entrusted to me,” he said.

Is it normal for popes to resign?

There is nothing wrong with Papal resignation, but it is rare. The last pope to resign was Pope Gregory XII in 1415; that's about 600 years ago!

What are the two things that would necessitate the election of a new pope?


Death or the voluntary resignation of the current one.

Throughout history, about 9 popes have resigned.

Pope Benedict XV1 resigned 8:00pm this night [28/February/13], making him the first pope to resign, roughly in the last 600 years, as Pope Gregory XII had resigned in 1415.

When will the next pope be elected?

There would be elections some time in March and it's anticipated that there would be a new pope on or before Easter.

Who is a cardinal?

A cardinal is a senior ecclesiastical official, usually an ordained bishop, and ecclesiastical prince of the Catholic Church. Cardinals are collectively known as the College of Cardinals, which as a body elects a new pope. The duties of the cardinals include attending the meetings of the College and making themselves available individually or in groups to the pope if he requests their counsel. Most cardinals have additional duties, such as leading a diocese or archdiocese or running a department of the Roman Curia.

What is papal conclave?

A papal conclave is a meeting of the College of Cardinals convened to elect a new Bishop of Rome, also known as the Pope. The pope is considered by Roman Catholics to be the apostolic successor of Saint Peter and earthly head of the Roman Catholic Church. The conclave has been the procedure for choosing the pope for more than half of the time the church has been in existence, and is the oldest ongoing method for choosing the leader of an institution.

Conclaves are today held in the Sistine Chapel of the Apostolic Palace, Vatican City.

The conclave normally takes place 15 days after the death of the pope, but the Congregations may extend the period to a maximum of 20 days in order to permit other cardinals to arrive in the Vatican City.

What is the election process?

Pope Benedict XVI's successor will be chosen by 118 cardinal-electors (those younger than 80 years old) through ballots held in the Vatican's Sistine Chapel.

The cardinals will first celebrate the Votive Mass, "Pro Eligendo Papa." Later, the cardinals begin the election process.

The cardinals draw lots to select three members to collect ballots from the infirm, three "tellers" to count the votes and three others to review the results.

Blank ballots are then prepared and distributed. The ballots are rectangular in shape and must bear in the upper half, in print if possible, the words "Eligo in Summum Pontificem," meaning "I elect as supreme pontiff." The electors write the name of the candidate on the lower half and fold it in two.

After writing the name of one man on his ballot, each of the active cardinals -- those under 80 years of age -- walks to an altar in order of seniority and pledges to perform his duty with integrity. Each cardinal then places a folded ballot containing his choice onto a small disc made of precious metal and drop it inside a chalice.

After all votes are cast, the tellers tally the ballots and the result is read to the cardinals. If a cardinal receives two-thirds plus one of the votes, he is the new pontiff.

If there is no winner, another vote is taken. If there is still no winner, two more votes are scheduled for the afternoon.

After the votes are counted each time, the ballots are burned. If there has been no winner, a chemical is mixed with the ballots to produce black smoke when they are burned.

Sight of the black smoke emerging from the roof of the Vatican Palace tells those waiting in St. Peter's Square that a pope has not yet been selected.

When a winner has been selected, the ballots are burned alone, and the white smoke indicates there is a new pope.


How is the result of the vote broadcast?

When a person is elected the new pope. The ballot papers used in the election are burned, producing a clear smoke. Sight of the clear smoke emerging from the roof of the Vatican Palace tells those waiting in St. Peter's Square that a new pope has been elected.

If there has been no winner, a chemical is mixed with the ballots to produce black smoke when they are burned. Sight of the black smoke emerging from the roof of the Vatican Palace tells those waiting in St. Peter's Square that a pope has not yet been selected.

What will Pope Benedict do after his resignation?

Pope Benedict said he would devote his time to reflection and prayer. He would no longer be involved in decision making or administrative duties.

Where will he live?

Pope Emeritus Benedict XVI will move to the pope's summer residence, Castel Gandolfo.

At a later date [after a successor is named] he will move into a monastery, Mater Ecclesiae at the Vatican, to lead a life of prayer and reflection.

What will "Pope" Benedict be known as now that he's resigned?

Normally, you can address him by his Christian name, as His Eminence or Cardinal Joseph Ratzinger. He is no longer Pope Benedict XVI. However, he has chosen to be addressed as Pope Emeritus Benedict XVI, and will retain "His Holiness."

Who can be a pope?

Any baptized man in good standing could be elected pope, according to canon law, a group of laws that guide the Catholic hierarchy. Women cannot be named pope because they are unable to become ordained priests in Catholicism.

Though canon law doesn’t spell out the explicit qualifications that a pope needs, there are laws that do outline how the College of Cardinals could select someone who isn’t a bishop or a cardinal. In that case, the man selected pope would first have to be consecrated as a bishop before he was made pope.

According to Charles J. Reid Jr., a professor of law at University of St. Thomas in Minneapolis., the existence of these laws proves that if the Catholic leaders wanted to, they could select any Catholic male.

That, however, is extremely rare. The last time a noncardinal was elected pope was when Urban VI was elected to lead the church in 1379.

What is Fisherman's Ring?

It is a ring put on the finger of a newly elected pope, made of gold, with a representation of St. Peter in a boat, fishing, and the name of the pope around it.

It's written that popes were accustomed to sealing their private letters with "the seal of the Fisherman", whereas public documents were distinguished by the leaden "bulls" attached. From the fifteenth century, however, the Fisherman's ring has been used to seal the class of papal official documents known as Briefs.

A new ring is cast in gold for each Pope. When a Pope resigns or dies, his Fisherman's Ring, and his personal seal will be destroyed. The destruction is done in order to prevent the sealing of backdated, forged documents.

If you want to steal public funds, make sure you steal in billions of Naira or Dollars.

That's advisable because out of your loot, you can settle lawyers and judges with like, say, N100 million. They'll give you just 3 months in prison with an option to pay, say, N68,000 fine. You choose to pay the fine and walk free with the balance of the loot.

However, if you steal "small" amount of public funds, say, N2 million, you won't be to settle your legal team and fines. You will serve at least 10 years in prison.

Although football is usually played at national or international level, in a practical sense, it's still an individualistic business endeavour. If we rejoiced at the victory of the Super Eagles, then, we, as Nigerians, should equally rejoice if, for example, Glo Mobile posted huge profits.

I feel it's true because it's the footballers and their associations that take all the gains. If not, in what way do you think the average Nigerians benefit from the Super Eagles' victory at competitions? How would the victory of Super Eagles at the just-concluded AFCON 2013 impact postively on your individual life as a Nigerian person?

Japanise: Banks still pay interest on savings account but there is a convenant to a savings account, once u break the convenent no interest for d account dat month
The convenant is u most not make more than three withdrawal from the account within a month to get the interest for that month

At times, I wouldn't make withdrawals in, say, 3 months, yet I am charged, my balance reduces each new month.

For me, this is what I feel:

Glo should know that their ambassadorial programme, whereby they pay out millions of Naira to those they call celebrities for them to endorse their telecoms services neither increases their subscriber base nor reduces it, and therefore, the project is a huge waste.

Would you buy a Glo line, just because you saw, for example, Emeka Ike, on a Glo product ads? If the answer is no, then Glo ambassadorial programme is laughable, wasteful and senseless.

Glo Mobile wasting money in the name of an ambassadorial project, paying millions of Naira to who they call celebrities. If celebrity endorsement works, I don't think it is applicable to a service such as telecoms, whereby important factors that determine your network of choice include, costs, coverage, freebies, friends' network, etc. Celebrity endorsement works best in fashion and fashion-related stuffs.

You just invite people, pay them millions of Naira, and then they endorse your brand name. If they endorse your service, would it make you gain more subscribers or make existing subscribers buy more recharge cards, or what? Certain things are just foolish and wasteful.

neksummi: I do get from GTBank but nothing to write home about. Other banks, I only go to find out that my balance ha gone low.
I now have a policy of maintaining only the minimum balance on those banks' accounts that suffer deductions.

I was using IPSA during the time of Intercontinental Bank. Now they are Access they've introduced a monthly charge of N200, in the name of Account Maintenance Charge.
