Regarding air defence, they don't really need aircrafts at this stage kos it might be much of a burden. All they need at the early stages of the war are air defense systems viz rockets, surface to air, anti air guns etc. The NAF is reeks of inefficiency, so there's no need using sledgehammers to kill an ant.
Those air defence systems are simply enough to keep the NAF out of the skies and moreover, it doesn't require so much training to handle... Compared to aircrafts
