Kepukepu:Building new road and rehabilitating old road are not mutually exclusive. Other existing roads are also being fixed. Infact, I have observed that building new road once design is approved and no obstruction can be faster than fixing existing road. If the nature of renovation on existing road is extensive, it won't be surprising if duration is longer than building new road. An example was the trouble in fixing Lagos -Ibadan expressway while still maintaining some level of vehicular traffic, even removing existing layer(s) and disposing them obviously can impede the speed of work. |
