If a particular school says it is not allowed because it is not in the acceptable code of dressing according to the curriculum of the min of education, such students should respect the decision of the school. The schools are all owned by the Government and govt decision takes precedence. Govt pays the teachers salaries, Govt maintain the infrastructure
